Minutes of the November 30, 2022 Regular Meeting ProceedingsHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 30, 2022 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, November 30, 2022 at 6:30 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Mayor Hanlon called the meeting to order with Council Members Balan, Garrido and attending. Council Member Beck participated via interactive technology pursuant to Minn. Stat. Section 133.02.Council Member Hunke was absent. Others attending included City Manager Mornson City Clerk Domeier, Assistant City Manager Lenz and Finance Director Bishop. ADOPT AGENDA Motion by Balan. Second by Garrido. Motion to Adopt the Agenda. Ayes: Beck, Balan, Garrido, Hanlon Nays: None. Absent: Hunke. Motion carried. PUBLIC HEARING III.1. 2023 Budget Meeting, 2023 Tax Levy, 2023 HRA/EDA Levy and General and Special Revenue Fund Budgets; Bishop Finance Director Bishop provided a summary of Council Report 2022-109. The budget in its current form recommends spending in the general fund at $17,188,440 and a total tax levy of $18,766,224. In addition, a proposed HRA/EDA levy of $451,531 is also being recommended. Mayor Hanlon opened the Public Hearing at 6:47 p.m. Vic Harvath a Golden Valley resident who manages three rental units in Hopkins stated he did not support the rental license fees or increase in taxes as the cost is passed on to renters. Motion by Hanlon. Second by Garrido. Motion to Close the Public Hearing. Ayes: Beck, Balan, Garrido, Hanlon Nays: None. Absent: Hunke. Motion carried. The City Council provided budget and tax discussion history. They also addressed the rising inflation and how it affects the City operations, services and projects. Mayor Hanlon requested an update on the façade improvement program funding . He questioned if enough funding in place for the requests. Assistant City Manager stated there was approximately $70,000 still needed to fund all the projects. Future discussion will be held about the use of potential surplus funds. Motion by Balan. Second by Garrido. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 30, 2022 Motion to Adopt Resolution 2022-081 Approving the 2023 Tax Levy, 2023 HRA Levy and Adopting the 2023 General and Special Revenue Fund budgets. Ayes: Beck, Balan, Garrido, Hanlon Nays: None. Absent: Hunke. Motion carried.
