Lot 500/600 Project update and CBO Parking Lot Assessment Policy
Proiect Update:
Bids for the Parking Lot 500/600 and 10th +11th Avenue Improvement project were
opened on April 4. The bid results and the corresponding assessment amounts are
shown on the attached chart and spreadsheets. The bids were very competitive with
six bids received - the bids ranged from $472, 617 to 575,395.50. The engineer's
estimate of cost was $440,000. The final design engineer's estimated cost and the bids
reflect higher amounts than previously reported primarily due to increased storm sewer
costs and the installation of electrical conduit in the parking lots and roadways. These
items account for over $80,000 in additional cost. However, only the cost of electrical
conduit installation is assessable. The end result by applying the proposed assessment
formula [70010/30% split (property owner cost/city cost) for the street improvements and
35%/65% for the parking lot improvements] is a total assessment amount of
$135,546.12 or just over 21% of the total project cost.
Staff would like to have City Council order the assessment hearing for this project at the
April 17 City Council meeting. The assessment hearing and contract award would then
be held at the May 15 Council meeting .
ceo Parkina Lot Improvement Assessment Policv:
Purpose: The purpose of this policy is to establish guidelines and procedures for the
improvement of parking lots within the Hopkins Central Business District.
General: The policy relates to parking lot improvements eligible to be assessed under
authorization of Minnesota State Statutes Chapter 429.021. Assessable parking lot
improvement projects shall conform with the procedural requirements of Chapter 429.
Definitions: The Central Business District (CBD) is defined for the purpose of this
policy as the area bounded by 7th Avenue, 1 st Street South, 13th Avenue and 1 st Street
North plus the parking lot 800 area.
Assessment Policies: When assessments are levied for parking lot improvements,
the assessment will be calculated based on a formula that is deemed fair and equitable
to the benefiting properties and commensurate with the benefit received. The city
engineer will propose an assessment formula and the City Councif shall have final
authority on the type of formula to be used.
-When the city reconstructs an existing parking lot, 700/0 of the total project cost
will be recovered by assessing the benefiting properties for benefit received. The
remaining 30%> will be paid by the city. The City Council shall consider the availability of
other funding sources that may be avaifable to reduce the 70% benefiting property
share of costs.
-The cost of the following items are to be assessed as part of a parking lot
improvement project:
