Minutes of the February 28, 2023 Planning & Zoning Commission MeetingHOPKINS PLANNING & ZONING COMMISSION REGULAR MEETING PROCEEDINGS FEBRUARY 28, 2023 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins Planning & Zoning Commission was held on Tuesday, February 28, 2023 at 6:30 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Chairperson White called the meeting to order with Commission Members Wright, Terrill, Goodlund, Nur and Green attending. Commissioner Sedoff was absent. Also present was City Planner Krzos, Planner Howard and City Engineer Klingbeil. AD OPT AGENDA Motion by Terrill. Second by Nur. Motion to Adopt Agenda as presented. Ayes: All. Nays: None. Absent: Sedoff. Motion carried. COMMUNITY COMMENT None. CONSENT AGENDA Motion by Green. Second by Goodlund. Motion to Approve the Consent Agenda 1. Minutes of the October 25, 2022 Planning & Zoning Commission Meeting Ayes: All. Nays: None. Absent: Sedoff. Motion carried. PUBLIC HEARING 1. 2023-01 Code Revision for Illicit Discharge and Stormwater Management Planner Howard summarized the staff report for Planning Application 2023-01. City Engineer Klingbeil provided additional details of the proposed ordinance. After general discussion and further clarification on the ordinance changes, Chairperson White opened the public hearing. No one came forward to speak. Motion by Wright. Second by Terrill. Motion to close the Public Hearing. Ayes: All. Nays: None. Absent: Sedoff. Motion carried. Motion by Green. Second by Terrill. HOPKINS PLANNING & ZONING COMMISSION REGULAR MEETING PROCEEDINGS FEBRUARY 28, 2023 Motion to adopt Planning & Zoning Commission Resolution 2023-01, recommending the Hopkins City Council approve an ordinance amending Chapters 40 and 102 of the City Code Regarding Illicit Discharge and Stormwater Management. Ayes: All. Nays: None. Absent: Sedoff. Motion carried. OLD BUSINESS None. NEW BUSINESS 1.2023 Public Engagement Plan Discussion City Planner Krzos introduced the discussion regarding the Planning & Zoning Commission’s public engagement plan for 2023 and provided suggested opportunities for the Commission to utilize a table or display at community wide events to engage the community. City Planner Krzos also presented a preview of the new interactive zoning map City staff has been developing, which will soon be available on the City’s website as a resource for residents and developers. After general discussion from the Commission, it was decided that a three person working group would be formed to further discuss and create a formal plan which will be presented to the rest of the Commission at an upcoming meeting. ANNOUNCEMENTS City Planner Krzos updated the Commission on past projects and upcoming zoning applications.
