Subject: Public Engagement Plan Discussion

In March, a subcommittee of Commissioners met to further discuss and identify the
activities that are to be part of the public engagement plan. The consensus of the
subcommittee was that a manageable effort would consist of tabling at Mainstreet Day
(May 20th), one or more farmer’s market events, and the Fire Department open house in
the fall. At each event, an informational handout on the role of the Commission will be
available, as well as information on Accessory Dwelling Units (specifically a ready-made
handout from the Family Housing Fund). The topic of ADUs was identified as it touches
on several topics that are of interest to the Commission:
1) It is new policy in the updated Zoning Code
2) We directly heard community support for ADUs during the years-long efforts for
the Comprehensive Plan and Zoning update processes.
3) It is part of the strategy to advance housing opportunities.
4) It is something that would not be too overly technical to discuss with community
members.
A draft outline of the Commission information handout is attached. To incentivize
interaction at the table, a sweet item (candy, stick of honey, etc.) or a hand-made token
will be offered to visitors.

Tonight, the Commission should discuss the public engagement events and approach.

Who we are
The Planning and Zoning Commission serves in an advisory capacity to the City Council and
administration on planning, land use, and zoning issues. There are seven members on the
Commission and two non-voting youth members. Each Commissioner serves a two-year term
and can be reappointed for another two-year term.
What we do
The mission of the Planning and Zoning Commission is to:
• Guide future development of land, services and facilities.
• Ensure a safer, more pleasant and more economical environment for residential,
commercial, industrial and public activities.
• Promote the public health, safety, morals and general welfare of the entire City, including
the aesthetic, social, economic, physical and environmental quality in the context of the
metropolitan community.
To bring about the achievement of these objectives the Commission:
• Advise the City Council on land use and zoning applications including; site plan review,
conditional use permits, rezoning, and variances.
• Advise the City Council with creation, implementation, and administration of the City’s
planning program including the Comprehensive Plan, small area plans, and planning
studies.
• Annually adopt a work plan consistent with its responsibilities established in City Code,
State Statute and as otherwise directed by the City Council.
• Foster public understanding and acceptance of planning practices.
• Serve as a forum for resident, business and community involvement and expression on
planning, land use, and zoning issues.

Attend regular Meetings. 4th Tuesday of every month, at 6:30 p.m., in the City Council

Meetings can also be watched live or on-demand online. Replays can also be seen on Cable
Channel 16 on Fridays at 1 p.m.
Other ways to stay informed
• Check the City Website - Significant planning efforts and development projects get their
own page on the City website. Project pages contains key dates, supporting materials
and documents, and project contact information.
o New Interactive maps. Find the location and basic information for development
proposals across the City. Additionally, an interactive map shows zoning
information
• Attend neighborhood meetings - Neighbors near a proposed development project will
receive an invitation to a meeting held by the applicant/proposer.
• Look for Proposed Development Signage – Displayed on the site when an application is
received.
• Check your mail – neighbors will receive post card with information on public hearings if
near a project.
