RECOMMENDED ACTION
MOTION TO Adopt Resolution 2023-021 Approving an Owner Requested Special
Assessment.
OVERVIEW
Hopkins residents are required to make repairs to private water or sewer service and
remove diseased trees based on City Code. The cost associated with this work can be
significant. In order to assist residents in completing the private work, the City offers a
special assessment program. The program allows residents to assess the cost of the
repairs to their property taxes over a 10-year period with 4% interest.
A homeowner petitioned the City to assist with the payment of certain required sewer
repair work needed on the property.
The homeowner signed an agreement in which the City will pay the contractor for the
completed work after it has been deemed in accordance with our standards and
requirements. Homeowner waived the right to a hearing and also waived the right to
object to a special assessment. Upon adoption of this resolution, the City will directly pay
the contract for the work and levy the owed amount against the homeowner’s property.

RESOLUTION 2023-021
APPROVING AN OWNER REQUESTED SPECIAL ASSESSMENT
WHEREAS, on May 9, 2023, a certain property owner signed an Agreement with the
City regarding required sewer repair and/or replacement on the property for the amount
listed below:

WHEREAS, the owner has insufficient funds to pay for the costs of this required work;
and
WHEREAS, the City has a program in which owners may petition the City to pay a
contractor for the completed work in exchange for a special assessment against their
property to finance the payments; and
WHEREAS, as part of the signed Agreement the Owner waived the right to a public
hearing and waived the right to object to the assessment,
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins
hereby orders an assessment to be placed on the taxes of the property listed above for a
ten (10) year period with a simple interest rate of four percent (4%).
