In the 2000 City of Hopkins Equipment Replacement Plan the City Budgeted for One (1) Truck Mounted Combination Sewer Cleaner. The proposed purchase is being bought off from the State Of Minnesota Bid for Truck Mounted Combination Sewer Cleaners. As a . part of the State's Cooperative Purchasing Venture, the City is allowed to purchase Trucks and equipment at the same cost as the State. Primary Issues to Consider. . . The City currently has one Truck Mounted Sewer Cleaner that pperates out of the Utility Division. The sewer cleaner is used to clean both the sanitary and the storm sewers in the City. It is also used in emergency situations when the sanitary sewer backs up. The machine unplugs the sanitary and returns it to nonnal service. The machine is also used to clean storm sewer catch basins and open up frozen storm sewers, This machine is a very versatile piece of equipment and its uses are only limited by its large size. Analvsis of Issues. . . Is the award to ABM Equipment & Supply Inc. for One (1) Truck Mounted Combination Sewer Cleaner in the best interest of the City? In June of 2000 a representative from ABM Equipment & Supply approached City staff. The representative said that we should consider purchasing the Sewer Cleaner before the State bid contracts expired in the end of July 2000. City staff proceeded to issue a Purchase Order for the vehicle with the understanding that we were not coinmitted to purchasing the vehicle unless the City Council . . . approved the purchase at the next Council Meeting on August 1, 2000. Ifwe decide not to purchase this unit using the bids from the 2000 Contracts, the cost will almost certainly increase with the new State Bids for the 2001 Equipment Purchases. The purchase of this unit from a vender in Hopkins is a plus because if it is ever in need of repairs for warranty work or other repairs that the Public Works shop can not handle, the repairs would be done at the vendor repair shop located in the City. The City Staff feels confident that the proposed purchase is the best value for the City's money. . . Is the bid within the budget amount? The City budgeted $100,000 in the 2000 Equipment Replacement Plan for the new Sanitary Sewer Cleaner. The cost of the V AC-CON V-250-650 Base Unit is $79.430.00 and with the additional features that the Utility Division have requested it brings the Cost of the unit to $105,882.00. The cab and chassis is a Sterling K-750 1- 250 HP with Single Axel and Allison Automatic Transmission, .. which has a cost of$51~300.00. The old 850 Vactor Unit trade-in value is. $32,517.00. The total cost for the new unit will be $124, 665,00. The basic Vac';Con unit is $79,430.00 and with the additional features that the Utility Division have requested the total comes to $105,882.00. The cab and chassis is a Sterling L-750 1- 250 HP with Single Axel and Allison MD-360 Automatic Transmission, which has a cost of$51,300.00. . The old VactorUnit trade in value is $32,517,00 The total cost of the new unit is $124,665.00. The old unit was purc~ in 1983 fora cost of$90,663.00. The new V AC-CON Sewer Cleaner has all of the new operator safety features that the old one does not have. The new unit should provide a useful life expectancy of the same period of time as the old unit has given the city. The Vactor has given the city 17 years of very good service and it is now time to replace it with a new unit that has a range of features that the old unit does not have. The features that the new V AC-CON unit has are as fonows: . AIO' Telescopic Boom - This feature will enable the operator to remain on the road surface with the truck unit and safely vacuum & clean the storm and sanitary sewer structures that are not in the road Surface. . A 3" Drain to the front bumper- This feature allows the operator to return the water from the debris body to the same manhole that you have just cleaned. It leaves just the solids that were removed in the debris body, . 1 '.- - -........ . '"' .".., July 20, 2000 . . 3-Stage Fan- This fan has enough power to vacuum up the solids under water and not quit working like the old unit did. This allows the operator to stay ahead of the incoming flow and get everything out of the manhole in one operation. The demo unit that we had out was able to put enough suction on the 80 pound manhole cover that it pulled it out of the casting and lifted it 'Up on the end of the tube, this was very impressive and something the old unit - could never do. . Hydrostatic drive for the 3-Stage fan vacuum system- This feature allows the operator to control all of the cleaning functions from the front of the unit and have "live power" to run the vacuum system when ever the front engine is operating and eliminate the power take off system on the transmission. . 1000 Gallon tank- This gives the operator 350 gallons more water to work with and cuts the number of times that the operator has to break down to fill the water tan1e . Debris body flush out-This option allows the operator to clean out the solids- from the debris body from the cab rather than from the rear with the hand held wash down hose. This keeps the operator away from all the wet sloppy solids that splash out the back of the debris body. . Work lights on the boom- These make working at night a lot safer by . flooding the front of the boom work area with light The operator can see what he is doing during jetting and vacuuming operations. . Retractable hose reel with 50' of hose- This system makes the wash down hose available all the time that the unit is in operation because it will be hooked into the water system internally. - . Low water alarm-. This is an alarm that notifies the operator that the water tanks are to low and protects the water pump from being run without water. . 30'x I" black leader hose-- This is the same system that we've used on all of the units that we've had. . Additional suction pipes- These pipes will allow the unit to clean manholes that are 30' deep . Multi-flow Valve- This valve will allow the operator to reduce the amount of water that is used to clean the sewer system. In some cases the piping does not require 2000 PSI to clean it, this feature will allow the operator to reduce the amount of water that the unit uses in the cleaning operation and makes the water in the tanks go further and clean more feet of pipe thus saving water. . 2 ~- .,.. ........... , . - .; i' ~ .. July 20, 2000 . . Footage counter- This counter allows the operator to keep accurate records of how many feet of pipe that are cleaned in a day. It can tell how many feet down the pipe the obstruction is that has caused the system to back up also. . Hand held spot light- This light is the same as the one on the old unit and has many uses. . Wuing for front and rear strobe lighting- We are planning on using the same strobe lights from the old unit on the new unit. It is easier and cost effective to have the wiring done while the unit is being put together rather than to' have the shop wire it after it is completed. This new truck will be a much safer and more operator orientated one than the old one was. One of the features that I like about the new unit is the multi-piston pump that is used toiun the water-jetting portion of the cleaning system. It eliminates the surging action on the hose reel on the front, and makes for a smoother operation that is less likely to strike or pinch the operator's hands. It seems to do a much better job .with a constant water pressure than with the surging action of a 2-piston pump. The new truck will have a much shorter hood that will allow the driver see the manhole longer and position the truck in the right set-up position easier than the old . unit. The automatic transmission will make it easier to negotiate in the narrow streets and the "live power "coming off the front of the truck makes the whole operation run so much smoother than the old unit. The entiie Utility Division is looking forward to this new Sanitary Sewer Cleaner because it will make cleaning both the Sanitary and the Storm Sewer Systems easier to do. . 3
