Staff recommends adoption of the following motion: Move that Council authorize the Mavor and City Manaaer to enter into an aareement with Hoisinaton Koealer GrouP. Inc. for Excelsior Blvd. Phase II streetscape desian and construction services. Overview. Phase II of Excelsior Boulevard reconstruction is currently under design. It is now necessary to begin final streetscape design for this section of Excelsior Boulevard. Staff seeks approval for a design agreement with Hoisington Koegler Group, Inc. Primary Issues to Consider. . . Design cost The estimated cost is $32,500 or 10% of landscape budget. The landscape budget is estimated at $300,000. . The project would encompass the design of landscaping, special paving, signage, median treatments, irrigation, and fencing from Highway 169 to Blake Road. We understand that the City's budget for this phase of the work will likely not match the full realm of elements suggested in the concept drawings rec.ently prepared by HKGi. We will \-vorl with you through a . "schematic design" stage in order to define a project scope that matches budgetary constraints. The stages of plan preparation include schemaric design, design development, construcrion documents, bidding and consITuction adminisLrationJobservation. Fairly defined concept drawlllgs have already been prepared so rhe ::ichematic phase would essenriaJly be limited to scope definition and coordination with ot..her agencies. Professional services conducted by HKGi for the project wi 11 include: . Refinement of the project scope to meet budgetary constraints during the schematic design phase . Preparation of a schematic-level construction cost estimate . Design development of landscape-related project components includillg elements that wiH be part of the Hennepin County bid package . July 26. 2000 Page 2 All work performed by HKGj and their sub-consultants will be completed on an hourly basis not to excecd the sums identified below. I. Tasks performed from proji:"ct inception thrQugh bidding will be conducTed as a percentage, as identified beloy\!, oftne budgeted landscape bid package/bid-alternate values agreed upon at the end of the schematic design stage. (this item includes site-- line analysis) . 10% if budget is under $300,000 . 9% if budget is between $300,000 and $500.000 . 8% if budget is over $500,000 2. Coordination with Hennepin County, their consultant and NSP for design of project work outside of the landscape bid package would be conducted for a fee not to exceed $2,500. 3. Construction administration/observation will be billed on an actual-time basis at an hourly rate of $80. A senior member of HKGi's staff (project manager or above), familiar with the project will attend every site meeting and make necessary construction observation decisions, The fee identified will be billed for only one person regardless of how many staff members together attend meetings or site visits. 4. Reimbursable expenses for all components identified above will be billed on an actual caSe basis and as stated in the attached fee schedule. .
