Minutes of the July 18, 2023 City Council Regular Meeting ProceedingsHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JULY 18, 2023 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, July 18, 2023 at 6:30 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Mayor Hanlon called the meeting to order with Council Members Balan, Beck, Garrido and Hunke attending. Others attending included City Manager Mornson, Assistant City Manager Lenz, City Clerk Domeier, Planner Howard, City Engineer Klingbeil, Finance Director Bishop, Fire Chief Specken, Police Chief Johnson and Economic Development Director Elverum. Several members of the Hopkins Police Department were also present. ADOPT AGENDA Motion by Balan. Second by Garrido. Motion to Adopt the Agenda. Ayes: Balan, Beck, Garrido, Hanlon, Hunke Nays: None. Motion carried. PRESENTATIONS III.1. Youth Community Member Recognition; Johnson The Hopkins Police Department and Fire Department presented Jahakari Jones and Ashawn Kopis-Petty with special awards for their assistance. III.2. Oath of Office for Police Lieutenant and Sergeants; Johnson/Domeier Police Chief Johnson will introduced and shared background information on Lieutenant Pilon and Sergeants Cady and Colleran. City Clerk Domeier issued the Oath of Office to the officers. CONSENT AGENDA Motion by Hunke. Second by Balan. Motion to Approve the Consent Agenda. 1. Minutes of the July 11, 2023 City Council Regular Meeting Proceedings 2. Approval of Temporary Liquor License for St. Gabriel the Archangel Church ; Domeier 3. Approval of Temporary Liquor License for BPOE Lodge 2221 DBA Hopkins Elks Lodge; Domeier 4. Second Reading: Interim Ordinance Authorizing a Study and Imposing a Moratorium on the Establishment and Operation of Cannabis Businesses in the City of Hopkins; Lenz Ayes: Balan, Beck, Garrido, Hanlon, Hunke Nays: None. Motion carried. NEW BUSINESS VII.1. Engagement Plan for 17th Avenue Reconstruction Project; Howard Planner Howard and City Engineer Klingbeil along with Mike Waltman and Mikaela Isaacson from Bolton and Menk provided information on the engagement plan for the 17th HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JULY 18, 2023 Avenue reconstruction project, and requested feedback from the City Council on the proposed approach of exploring opportunities for outside funding to assist in completing the project. Council Member Hunke asked staff to consider connecting past Highway 7 to align with Minnetonka projects and shared his support for Concept A. Council Member Beck also supported Concept A and shared concerns about the bicycle signals and impacts to homeowners that have driveways along 17th Avenue. Mayor Hanlon was impressed with the public outreach ideas presented. VII.2. 2024 General Fund Budget & Tax Levy; Bishop Finance Director Bishop provided information on the 2024 General Fund Budget and requested input and guidance on moving forward with the proposed budget and tax levy. Council Member Hunke requested more information on the budget surplus funds. Mr. Bishop explained the options for the use of the funds. Council Member Balan was not in favor of the proposed increase and wanted staff to find ways to reduce it. Council Member Beck stated the budget includes everything the City Council has requested and was torn on how to move forward with the proposed increase. He wanted to make sure public services and safety are adequately staffed and funded. Mayor Hanlon shared concerns about the levy increase and suggested separating the franchise fee discussions. He also wanted to utilize the $825,000 public safety funds towards staffing and other proposed initiatives and supported the revolving loan fund and land trusts as they can save residents money. Mayor Hanlon and Council Members Beck and Hunke supported staff developing a 5%, 7% and 9% levy increase. Council Member Hunke wanted more information on the forestry position. Mayor Hanlon requested staf f to provide more information on license fees this fall. ANNOUNCEMENTS Council Member Balan shared his highlights from the Hopkins Raspberry Festival. City Manager Mornson stated that National Night Out is August 1 and the next City Council meeting is August 8.
