Staff recommends adoption of the following motion: Move that Council Adopt Resolution 2000- 28, Resolution Approving Plans and Specifications for Alley Reconstruction and Authorize Advertising for Bids, Project 00-02. Overview. Council at its March 21 meeting conducted a public hearing concerning reconstruction of alleys in the 100 block between 1 ih/18th Avenues North and the 10 block between 7th/8th Avenues North. Details of the feasibility study were discussed, as well as unique construction issues and potential special assessments. Council ordered plans and specifications to be drawn up as recommended by staff. Final plans are before Council for approval in order to move on to the bidding phase. . Primary Issues to Consider. . Construction issues Plans call for reconstructing the existing bituminous alleys in block 100 and block 10 with 6-inch concrete "V" design pavement. The alley in block 100 will be 12 feet wide. The alley in block 10 will be 10 feet wide to address the issue of several garages encroaching on right-of-way. Driveway aprons adjacent to the alleys that were partially removed to meet design criteria will be restored in kind. No sod restoration is planned. Topsoil and seed will be placed on all disturbed turf areas along the alley where vegetative growth is practical. Otherwise bituminous will be used upon consultation with property owners. Existing turning radii at street intersections are substandard in size. Intersection aprons will be oversized where feasible to facilitate city truck maneuvering. . CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 2000-28 RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR ALLEY RECONSTRUCTION AND AUTHORIZE THE ADVERTISING FOR BIDS PROJECT 00-02 WHEREAS, pursuant to a resolution passed by the Council on March 21, 2000, plans and specifications for reconstruction of alleys in the #100 block between 1 ih/18th Avenues North and the #10 block between 7th/8th Avenues North have been prepared by the City Engineer, and he has presented such plans and specifications to the Council for approval, NOW, THEREFORE, BE IT RESOLVED by the City Council of Hopkins, Minnesota: 1. Such plans and specifications, a copy of which are attached hereto and made a part hereof, are hereby approved and ordered placed on file in the office of the City Clerk e 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published twice, at least twenty-one days before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 10:00 A.M., on the 27th day of April, 2000, at the City Hall, and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% ofthe amount of such bid. 3. The clerk and engineering superintendent are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids, and the award of a contract, at the regular City Council meeting of May 2,2000. Adopted this 4th day of April, 2000. Eugene J.
