Stadler, Public Works Director Date: October 9, 2008 Subject: Central Park Ball Field Improvement Project Staff was asked to investigate the feasibility of improving the northernmost ball field at Central Park to accommodate adult softball league play. With this improvement, Recreation staff would be able to move the co-rec adult softball league play to Central Park, thereby allowing Maetzold Field to be entirely devoted to youth baseball. Currently, in order to meet the demand for fields, co-rec adult softball is played on Maetzold Field #3 on Tues, Wed, and Thursday evenings. Staff investigated the layout, design and costs of upgrading the field. Also, staff met with representatives of the Hopkins Area Little League and Babe Ruth League baseball to discuss the benefits to those organizations and the possibility of the City partnering with them to accomplish the project. Brauer & Associates prepared a schematic ball field layout fora 275' field and a cost estimate. The estimated cost with fencing of the entire field and contingencies is $197,400. This cost could probably be reduced to $130,000 by doing some of the work in-house. In discussions with David Cousins, Babe Ruth League and Mike Pavelka, HALL it was clear that both organizations were supportive of the improvements but neither were convinced that there would be a great benefit to their organizations. To them, it seemed the greatest benefit would be to the softball league programs. In addition, in order to support use by Babe Ruth League players, Field #3 at Maetzold would have to be upgraded at an estimated cost of $20-25,000. In staffs opinion both organizations may be willing to contribute a maximum of $10,000 each if allowed to spread the cost over 5 years with annual payments. The Park Board has been kept apprised of these actions but has not, to-date, shown interest in prioritizing this potential improvement high enough for funding within the 5- year Park Capital Improvement Plan.
