Proposed Action
Staff recommends approval of the following motion: Approve the parking changes as
outlined in Council Report 2000-59.
Overview
Last November parking changes were approved by the City Council and Zoning &
Planning Commission. These changes were recommended by the Parking Task Force
resulting from numerous meetings regarding the parking system. It was understood that
staff would review the parking system within six months and recommend changes if
needed.
Staff has reviewed the parking system and is recommending changes as outlined in this
report .

Primary Issues to Consider
. What are staff's proposed parking changes?
Add sixteen permit spaces on the west side of Lot 600 facing Tenth Avenue
North. There are currently eighteen permitted spaces abutting Tenth Avenue
North in Lot 600 facing east. Staff has received requests for additional permit
parking and, as most permit areas, these additional permit spaces would allow
three-hour customer parking or all-day parking with a permit.
Add two-hour parking in front of the Jaycees building located on the west side of
Sixth Avenue North. This signage will accommodate parking for approximately
two vehicles. This request is in response to complaints from the Jaycees that
vehicles are parked in front of their building all day.
It was recommended by the Parking Task Force last November to change the
current three-hour parking lot system to three and one-half hours in all municipal
parking lots, to be consistent with the Municipal Ramp parking times. Staff does
not recommend this proposal because of the minimal time change. cost to re-sign
all the lots. and the possible reduction in fine revenue.

The Zoning and Planning Commission reviewed the proposed changes and
supports them. They made no additional comments.

The HBCA Board reviewed the proposed changes and supports them. They made

The Hopkins Police department has reviewed the proposed changes and supports
them. They made no additional comments.

AL TERNA TIVES
The Council has the following alternatives regarding this matter:
1. Approve the action as recommended by staff. This will allow the execution of the
recommended parking changes.
2. Continue for additional information. The Council needs to detail to staff
specifically what additional information is required to make a decision on this
matter.
3. Deny approval for execution of recommended parking changes.
