AUTHORIZE FUNDS
PAVEMENT MANAGEMENT STREET CONDITION SURVEY
Proposed Action
Staff recommends adoption of the following motion: Move that Council authorize funds
to carry out a street condition survey as it concerns the City's Pavement Management
ProQram.
Overview
The City undertook its current pavement management program in the summer of 1994.
A comprehensive street survey was conducted in order to assign pavement condition
rankings to the City's roadway system. PCl's (Pavement Condition Index) were
established as part of the computerized management program to facilitate budgeting
and roadway maintenance policies. The PCl's were last updated in 1997 and should
be adjusted again this year.

Analysis
. Reason for updates
At the time of pavement management's inauguration, the
consultant and staff advised Council that future condition
surveys would be necessary to provide the most accurate
budget analyses and maintenance strategies. The consultant
advised it was possible the City would experience two 3-year
evaluation cycles before a more relaxed schedule would
suffice. This is the second installment of the 3-year cycle.
. What will be done
Your attention is directed to the attached consultant
proposal. In brief PCI data collection will be done on
approximately 48 of the City's 49.5 miles of street network.
A walking survey is done in which 100% of the street surface
is examined. Various pavement distress types will be observed
and an appropriate score for each type noted. These scores
are tabulated by the software and PCI's are adjusted
accordingly.
. Costs and funding
The attached proposal calls for an expenditure of $15,000 to
accomplish all proposal tasks.
Staff proposes that funding come from its State Aid funds
account. This account currently holds those annual State Aid
allotments collected to date. The funds are earmarked for
retiring the City's debt incurred on County Road 3
reconstruction. The finance director advises this
expenditure, a State Aid eligible expense of itself, can be
covered in this survey cycle.
. Recommendation
Staff recommends authorizing a comprehensive street condition
survey with funding from the State Aid account.

Street Network of Hopkins, Minnesota.
GoodPointe Technology Corporation, a partner company of Braun Intertec, is pleased to offer
pavement evaluation services to the City of Hopkins. The proposed resurvey will be similar in
scope to the previous network level survey conducted for the City of Hopkins in 1997. This
resurvey will enable the City to maintain the integrity of the pavement management system data
and to ensure the accuracy of budget analysis projections.
The proposal to perform a pavement condition survey on the City of Hopkins Alleyway
network is provided under separate cover.

GoodPointe Technology Corporation proposes to provide the City of Hopkins with the
following scope of services:
The Pavement Condition lndex (PCI) data collection will cover approximately 48.07 of the
total 49.45 centerline miles of the Hopkins street network. The surface condition survey
proposed in this task is a walking survey in which 100 percent of the street surface will be
covered.

The collected data will be used to calculate a PCI for each section (street block) that is
surveyed. The PCI will be correlated to existing pavement age data to determine multiple
pavement performance curves for the City of Hopkins. The cost estimates of this proposal are
based on the survey requirements and the initial overall network mileage estimates given by the
City of Hopkins.
At a minimum, the following pavement distress types will be collected as part of the PCI
