Proiect 98-12. This action continues an assessable project for street and parking lot improvements. Overview. Council at its July 18,2000 meeting authorized RLK-Kuusisto, Ltd. to prepare a feasibility study concerning improvements to parking lots 500, 600 and 10th and 11 th Avenues between Mainstreet and 1 st Street North. Scope of Improvements Pavements: Parking lot pavement surface deterioration and poor underlying soils necessitate complete removal and reconstruction of parking lots 500 and 600. The pavement condition of 10th and 11th Avenues is fair-poor. A full depth asphalt mill and overlay is recommended. Concrete sidewalk and curb and gutter will be replaced where in poor condition, impacted by underground utility work or due to parking/curbline re-alignments. Drainage: Underground storm sewer will be added to 10th Avenue and along the parking lots to collect pavement runoff and runoff from roof downspouts. . Landscaping: New trees are proposed along both avenues and the south edge of lot 500. Existing trees will predominantly remain in place. Parking: Parking changes are proposed in order to meet the objectives of improving pedestrian and vehicular safety. The number of parking stalls within lots 500 and 600 are reduced from 191 to 188. Parking along 10th and 11th Avenues is reduced from 81 to 56. Overall, parking is reduced from 360 to 332 stalls. . Public Input Four public meetings were held while developing the feasibility report. The meetings were productive with business and property owners providing valuable input on all areas covered by the report. . Project costs and assessments The total estimated project cost for 10th and 11 th Avenues and the parking lots is $242,604.79 and 229,451.74, respectively. The corresponding proposed assessable costs are $65,441.94 and $134,934.97, respectively. It is proposed that both the parking lot and street work be assessed with owner paying 70% and city 30%. The street assessment formula was based on an adjusted building square footage (SF). . The resulting formula meant that properties with street frontage paid a higher assessment rate than properties without street frontage - see preliminary assessment roll on pages 21-24 of feasibility report. - . Hennepin County, Minnesota RESOLUTION NO. 2000-91 RESOLUTION ORDERING PUBLIC HEARING RECONSTRUCTION OF MUNICIPAL PARKING LOTS 500 & 600 AND 10TH AND 11TH AVENUES NORTH PROJECT 98-12 WHEREAS , the City Council authorized and directed the City Engineer to prepare a report with reference to the aforesaid improvement, and WHEREAS , the City Engineer has caused to be prepared the aforesaid report for improvements on loth Avenue North from 1 st Street North to Mainstreet; 11 th Avenue North from 1st Street North to Mainstreet; municipal parking lots 500 and 600. NOW, THEREFORE, BE IT RESOLVEDr by the City Council of the City of Hopkins, Minnesota: 1. The Council will consider the aforesaid improvements ln . accordance with the report and the assessment of benefiting property for all or a portion of the cost of the street improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of $480,056,00. 2. A public hearing will be held in the Council Chambers of the City Hall at 1010 First street South on Tuesday, the 2 nd day of JanuarYr 2001r to consider said improvements. The hearing time is 7:45 P.M. The City Clerk shall give mailed and published notice of said hearing and improvements as required by law, Adopted by the City Council of the city of Hopkins this 19th day of December, 2001.
