Staff recommends the following motion: "Move that Council adopt Resolution 2000-90, Resolution
Orderinq Public Hearinq, 2001 Street Improvements, Project 00-10.
This action continues an assessable project for street upgrading.
Overview.
Council at its September 19, 2000 meeting authorized Bolton and Menk, Inc., to prepare a feasibility
study concerning street improvements on 8h Avenue from 1st Street North to Excelsior Boulevard,
11th Avenue South from Smetana Road to Landmark Trail South, 14th Avenue North from 4th Street
North to South Service Drive and 16th Avenue North from 1 st to 2nd Street North. The report is
complete and is now submitted to Council for review and further action. A quick summary of issues is
provided here but the consultant will provide a detailed summary of the report at the scheduled
Council meeting.

. Scope of Improvements
In preparing the feasibility report the consultant relied on soil tests and core sampling to augment the City's
pavement management analysis. A pavement evaluation report based on the additional soil tests helped in
determining the following recommendation:
8th Ave. (1st S1. N. to Excelsior Blvd.) Mill and overlay
11 th Ave. (Smetana to South Landmark Trail) Reconstruct
14th Ave. (4th St. N. to S. Service Drive) Reconstruct
16th Ave. (1S\ S1. N. to 2nd St. N.) Reconstruct
Water main upgrades include gate valve replacement, hydrant upgrades and relocation, replace service
lines where necessary.
Sanitary sewer improvements include manhole and main replacement where necessary.
Storm sewer upgrades include an additional pipe system in 11 th Ave. South to benefit the Westbrooke
Patio Homes site and in 16th Ave. North.
Amenities recommended are reconstruction of the trail system along the east side of 11th Ave. South.

Two public information meetings were conducted and a questionnaire sent in the mail.
.. Costs and assessments
The total estimated project cost is $1,076,043.00. This includes a 10% contingency and engineering /
admin. costs at 25%. Of this amount, $986,453 is subject to the special assessment process. A detail of
costs is found on page 14 of the feasibility report.
The City's assessment policy provides for abutting property owners to be assessed 70% of actual street
reconstruction costs. There is a wide range in preliminary assessment rates and the recommendation is to
consult the matrix on page 15 of the feasibility report.

In accordance with your request, the following Preliminary Engineering Report has been prepared
for the improvements of the following streets:
. . 8th Avenue from First Street NOIih to County Road 3- mill and overlay;
· 11th Avenue South from Smetana Road to South Landmark Trail- reconstruction;
. 14th Avenue North from Fourth Street North to South Service Orive- reclamation; and
. 16th A venue North from First Street North to Second Street North - reconstruction.
As a part of the study for this area. the various public utilities have been analyzed regarding their
capacity and structural integrity. Necessary utility improvements have then been recommended
where appropriate. The total estimated project cost is $1,026,493.00
During the process of studying the existing conditions within the project areas, meetings were held
and input was received from area residents, public works personnel and the City's engineering staff.
We would like to acknowledge the cooperation and information received and thank all parties for
their support in helping us better understand the problems and concerns within the project areas.

1. INTRODUCTION
This report examines the proposed street and utility improvements including sanitary sewer, watermain,
storm sewer, street reconstruction, and the associated turfrestoration along the following streets:
. 8th A venue from First Street North to County Road 3;
. II tl1 A venue South from Smetana Road to South Landmark Trail;
. 14th Avenue North from Fourth StreetN011h to South Service Drive; and
. 16th A venue North from first Street North to Second Street N011h.
Specifically the project involves:
1. Replacement of sanitary sewer pipe and point repair of sections of sanitary pipe;
2. Installation of watermain valves and replacement of existing hydrants;
. 3. Replacement and improvement of storm sewer pipe and inlets and additions of new inlets and
structures;
4. Bituminous street removal and reconstruction; and concrete curh and gutter replacement;
5. Bituminous street milling and overlay;
6. Bike trail construction;
7. Wiring upgrades to street lighting;
8. Sidewalk construction and repair; and
9. Turf restoration in all areas of construction.
2, BACKGROUND
This report was ordered by the City Council on September 19.2000. Council Resolution No. 2000-69
was passed requesting that a study be made for the improvement of the streets noted above. The
improvements being considered are reconstruction ofthe bitumi nous street and concrete curb, improved
. drainage through storm sewer system upgrades, and rcpair to the watermain and sanitary sewer utilities.

. As a part of this study, underground sanitary sewer and watermain utilities were checked for adequacy
ami structural integrity. The project location is shown on Figure 1.
Neighborhood meetings were held for the purposes of informing the affected property owners about the
improvements being considered and receiving their comments about problems and concerns to be
addressed. Also, a questionnaire was distributed to give the adjacent property owners the oppOliunity
to provide their input on various project related concerns including sewer services and drainage. A copy
of the questiollilaire and meeting minutes are included in the Appendix.
3. EXISTING CONDITIONS
The project areas include single family, multi-family, and commercial properties. The neighborhoods are
fully developed and well established with mature trees along many urthe boulevards. There are existing
sidewalks or paths along all of the streets.
3.1 Streets
The existing street widths are summarized in Table I. The variable width along 8th A venue
is due to tapers and expansions along the eurb lines.
The streets within the project area are aged and exhibit wear and distress due to trafflc
loadings. This is evident on the surface by transverse ancllongitudinal cracking, alligator
. cracking, the exposure 0 r pavement aggregates, pot holes and minor rutting. Subgrade soil
strength testing and core sampling \vas completed by GME Consultants in November 1999
and October 2000 on all the project ~llTa streets. A summary of the existing pavement
conditions are listed in Table 1. ^ copy of the pavement evaluation report is included in the
Appendix.
Hopkins' pavement management system utilizes a pavement condition index (PCI) rating of
o to 100. This rating is based on surficial pavement observations. Generally, the indices
correspond to a level of most cost effective improvement as follows: 0-30 = pavement
reconstruction; 30-60 - asphalt overlay~ and 50-90 = sealcoat and/or crack sealing. This
rating system assists in prioritizing ro;ldway improvements and projecting costs for use in
the City's pavement management and capital improvements plan. Actual levels of
improvements are determined by completing a comprehensive geotechnical evaluation
(included in this report) and preliminary engineering repmi.
Table 1 also itemizes Califomia Bearing Ratios (e'BR values). Those street sections
exhibiting inplace CUR below 20 are considered poor structurally. Strengthening of base
materials and/or a thicker hituminous SurL1CC is recommended.

8th A venue is presently classified as a collector street within the project area. The street is flat
to minor rolling in nature wi th bituminous surfacing and is delineated with concrete curb and
gutter. The pavement has a moderate amount of cracks and shows evidence of previous
maintenance including patching and seal coating. The pavement exhibits no obvious signs of
extreme deterioration or subgrade failure. There is concrete sidewalk on both sldes of the
street. Parking is allowed on both sides of the street from First Street North to just south of
Mainstreet. From this pOlnt to Excelsior Boulevard, parking is allowed on the east side only.
The existing street layout is shown in Figures 6-8. The south corridor ofthe Hennepin County
Parks Southwest Regional Trail exists on the south side of County Road 3 (Excelsior
Boulevard). The southwest corner of the intersection of County Road 3 and 8th Avenue has
been constructed to accommodate a tllture bike trail along 8th A venue extending north to the
north corridor orthe Hennepin County Parks Southwest Regional Trail. The north corridor
is located along the old railroad bed between Main Street and First A venue North. Currently
no delineated cOlmection exists between the north and south corridors.
11 th Avenue South (South Landmark Trail to Smetana Road)
11 tl1 Avenue South is presently classified as a collector street within the project area. The
street is flat to minor rolling in nature with bituminous surfacing and is delineated wlth
concrete curb and gutter, concrete curb and bituminous curb. The pavement has a significant
amount of cracking including some indicative of subgrade failure. There is evidence of
. previous maintenance including seal coati ng and a number of patches and pothole repairs.
POliiollS of the curb along this segment of 111h A venue South arc sunken. Parking is allowed
on both sides of the street. An 8'wide bituminous path is located on the east side of 11 th
Avenue along the entire Icngth ofthe project and meanders in and out of the City's right of
way. The bituminous path is aged and is exhibiting wear and distress. There is evidence that
patchwork has been done on the path, and there are sections of the path with moderate to
severe alligator cracking. The existing street layout is shown in Figures 9-11.
I-Ith Avenue North (Fourth Sfreet North to South Service Drive)
14th A venue North is classitied as a local residential street within the proj ect area. The street
has minimal grade with bituminous surfacing and is delineated with concrete vertical curb and
no concrete gutter. The pavement shows significant distress including severe alligator
cracking, surface scaling, and minor rutting. Much of this distress appears to be the result of
poor drainage along the road edges, a problem typical of flatter streets such as this with no
concrete gutter. There is evidence of previous maintenance including seal coating and
patching. Much of the vertical curb has sllnk:en. There is an existing cOllerete sidewalk on the
west side ofthe street. Sections orthe existing sidewalk show signs of aging, cracking and
heaving. The existing street layout is shown on Figure 12.

of the proj ect, most of which is in good condition. The existing street layout is shown on

3.2 Water111ain
Research of the available as-built information and meeting with the water/sewer department
staff helped define the existing alignment and conditions onhe watermains as well as gain an
understanding of what improvements are necessary within the project areas.
Service lines within these areas may range from 3/4" to 2" for residential lots or 2" to 6" for
some commercial lots. Based on nearby findings, their materials may be copper, iron, steel,
or lead. Overall. each service line exposed as a part of any watermain improvement project
should be considered for replacement based on its material type, agc. and condition, The
existing watcrmain systems are illustrated in Figures 6-13.

The watermain presently serving this segment of8tl1 A venue is a 6" cast iron pipe. There are
four (4) hydrants extending from the main and most of the lots fronting 81h A venue are
expected to be served off of this line.
The water/sewer service department staff noted that the gate valve just north of the
intersection of 8th A venue and Mainstreet is leaking. Figures 6-8 illustrate the existing
watermain.
11 th Avenue South (South Landmark Trail to Smetana Road)
The watermain presently serving this segment of 11 th A venue South is an 8" ductile iron pipe.
Within the project limits, watermain pipe is located from Landmark Trail South to Tenth
Street South. At the Tenth Street South right-of-way the pipe ties into an east-west 8"
ductile iron pipe. No watennain pipe is located on lllh Avenue South between the Tenth
Street South right-of-way and Smetana Road. Most of the lots fronting Illh A venue are
expected to be served off of this line. Four (4) hydrants are located within the project limits
on the east side of 11 th A venue South.
The water/sewer service department staff expressed a concern that several of the hydrants are
located too close to the curb and should be relocated. Figures 9-] 1 illustrate the existing
watermain.
. 14th Avenue North (Fourth Street North /0 South Service Drive)
The watcrmain presently serving] 4th Avenue N0l1h is a 6" cast iron pipe. A 4" hydrant is
located at each end of the block. There are no recent service calls for this watcrmain along
this block. Figure] 2 illustrates the existing watennain.
16th Avenue North (First Streef North to Second Street Nor/h)
The watcrmain presently serving 16th A venue North is a 6"cast iron pipe. A 4" hydrant is
located at each end of the block. There are no recent service calls for this watermain along
this block. Figure 13 illustrates the existing watermain system.
3.3 Sanitary Sewer
The existing condition ofthe sanitary sewer system was acquired from field topography, as-built
information, sewer video tapes, the City's Sanitary Sewer Utility Master Plan, as well as
discussions with staff from the water/sewer department. The existing sanitary sewer systems are
illustrated in Figures 6-] 3.

The sanitary sewer presently serving 8th A venue consists of an 8" vitrified clay pipe. Sewer
video logs indicate that much of the mainline along this street has minor cracking along the

. pipes and at the joints. There is also evidence of minor sags and bends in the line. Discussions
with City staff, however, indicate that these cracks and sags have not been problematic. No
service calls have been recorded in this area over the last ten years. Figures 6-8 illustrate the
existing sanitary sewer system.
11th Avenue South (South Landmark Trail to Smetana Road)
The sanitary sewer presently scrving 11 th A venue South consists of 10" vitrified clay and
rvc pipes. Televised recordings of the existing 10" sewer line revealed three sags along the
southernmost segment of the line between Trailwood South and the Tenth Street South right-
of-way. These sags amount to approximately 30 feet of pipe length. Televised recordings
ofthe intersecting] 5" concrete line running along the Tenth Street South right-of-way and
crossing under 1] lit A venue South revealed bends, leaks and debris in the line. Figures 9-11
illustrate the existing sanitary sewer system.
14th Avenue North (Fourth Street North to South Service Drive)
The sanitary sewer presently serving 14th Avenue North consists of an 8" concrete pipe.
There is evidence that repairs have been made to the mainline, as several sections consist of
Vitrified clay pipe. The sanitary sewer video logs indicate minor cracks, and roots at some
joints. No significant problems were observed or reported by City staff A discussion with
the homeowner at 405 14th A venue North revealed recutTing flow problems along this service
line. The homeowner indicated that there may be a portion of broken pipe along the service
. line. Figure 12 illustrates the existing sanitary se\ver system.
16th Avenue North (First S'treet North to Second Street North)
The sanitary sewer presently serving 16th Avenue North consists of 8" vitrified clay pipes.
The video logs indicate that a portion orthe mainline may be sagging and that a small portion
of the pipe is cracked. These pipe segments amount to approximately 20 feet. The logs also
show that there are minor roots at most of the joints and some of the services. Figure] 3
illustrates the existing sanitary sewcr system.
3.4 Storm Sewer
The existing condition of the storm sewer system was detcrmined from field topography, as-bui It
information and discussions with City staff. The assessment ofthe existing storm sewer revealed
few problems. However, modifications and extensions of the existing system are recommended.

. catch basins located along the west side and four catch basins along the east side of 8th
Avenue and at the intersections of first Street South and Mainstreet. These catch basins are
served by a main line storm sewer flowing south from Mainstreet to First Street South. This
main line then flows west along First Street South. Pipe sizes along this portion ofthe proj eet
vary from 12" to 42". and the pipe materials consist ofrcinforced concrete and vitrified clay,
with the exception of one private lead at First Street South, which consists of PVC pipe.
Figures 6-8 illustrate the existing storm sewer system.
11 th Avenue South (South Landmark Trail to Smetana Road)
Runoff into II th A venue South between Landmark Trail South and Smetana Road is
collected by two catch basins located on II th A venue South near Trailwood North and two
catch basins on 11 th A venue South just south ofTrailwood South. The mainline consists of
24" reinforced concrete pipe flowing south along the east side of 11 th A venue. At the Tenth
Street South right -of-way, there is one catch basin located on each side ofthe street, draining
into a 30" reinforced concrete pipe. The 24" mainline also drains into the east-west 30" line,
which Hows to the cast.
Four catch basins and a Stonnceptor system are located along Trailwood South, which collect
runoff from the Westbrooke Patio I-Iomes. These structures tie into the catch basin on the
west side of the street, just south of Trailwood South. The six catchbasins located along lllh
A venue South within the project area show signs of aging including differential block
. movement, loss of grout, and eroded inverts.
There is an existing 30" stub on thc nOlih side ofWestbrookc Way which \vas constructed
to serve the Landmark Trail and \Vagonwheel Road intcrsections in the future. Figures 9-11
illustrate the existing storm sewer system for 11th A venue South.
14th Avenue North (Fourth Street North to South Service Drive)
Currently no storm sewer pipe is located on 14th Avenue North within the 11mits of this

. 4. PROPOSED IMPROVEMENTS

8th Avenue from First Street North to County Road 3.11 th Avenue from Landmark Trail South

A venue North from First Street NOlih to Second Street North arc all scheduled for improvements
in accordance with the City of Hopkins proposed Capital Improvement Plan. Table 2 describes
the proposed street improvements. Figures 2 through 5 ill ustratc thc proposed street sections and
summarize the levels of improvement recommended for each street within the proj ect area.
8th Avenue (First Street North to Countv Road 3)
The underlying aggregate base and subgrade layers along 8th A venue are in acceptable
condition. However, the overlying bituminous pavement along these segments is in need of
reinforcement. Therefore, the l1rst 8 feet adjacent to the concrete gutter of 8th A venue will
be milled to a depth of2 inches and the width of the street between the existing curbs will be
fortified with a 2 inch bituminous overlay. By preserving the existing curb lines within these
segments, the new vertical alignment will approximate the inplace aligml1cnt. City staff has
also expresscd the desire to connect the north corridor of the Hennepin County Parks
Southwcst Regional Trail system north of Mainstreet to the south corridor along Excelsior
Boulevard. V mious options for this connection are currently under consideration but outside
. the scope of this rcpOl1.
11 th Avenue S'outh (South Landmurk Trail to Smetanu Ruad)
The results of soils and pavement testing indicate that the existing street sections along 11 th
A venue South between Landmark Trail South and Smetana Road arc underlain with various
types of sandy soils.
The condition ofthe roadway has reached a point where maintenance procedures such as seal
coating or milling and overlaying are no longer cost effective. Therefore, the geotechnical
engineer, GME Consultants, Inc., has recommended reconstruction of this street. Their
recommended pavement section is over four feet thick and includes a three foot sand
subgrade, which already exists throughout much afthe project, 12 inches of aggregate base
and 7 1/2 inches of asphal t pavement. New concrete curb and gutter will also be constructed.
Any local soft, unstable areas in the subgrade will be excavated and replaced with select
granular material as they are encountered during the construction. This pavement design is
projected to havc a life span of at least 20 years.
11 th Avenue South currently averages 44' wide within the project limits. 'l'he proposed street
width is also 44' and its alignment and profile will he similur to existing. Two 12-foot driving
lanes and two 1 O-foot parking lanes will be maintained along this segment of 11lh A venue
South.

. The bituminous path on the east side of the street will also be reconstructed. A section 01'2
inches of asphalt over 6 inches of aggregate base is proposed. The path currently meanders
in and out of City right of way onto private property. The 8' wide path will be reconstructed
six feet behind the face ofthe curb. As a result, a four-foot permanent trail easement will be
required along the east side of the trail.
14th A venue North (Fourth Street North to South Service Drive)
The results of the soils amI pavement testing indicate that the street sections along 14th
A venue NOIih between Fourth Street NOIth and the South Service Drive are underlain with
various types of silty sand and clayey silt.
The condition ofthe roadway has reached a point where maintenance procedures SLlch as seal
coating or milling and overlaying are not longer cost effective. Furthermore the lack of an
adequate curb and gutter system continues to promote drainage problems along this block.
Because the level of underlying utility improvements along this block is relatively minor,
reclamation of the bituminous pavement section is proposed rather than full reconstruction.
During the reclamation process, the existing bituminous surface is crushed and mixed with
the underlying base material. This procedure will create a coarse, stronger base material than
already exists and is suitable IDr asphalt paving. No subgrade preparation or excavation is
utilized except wi thin those areas of utility improvements or extremely 0 bvious soft subgrade
areas. This pavement section, as recommended by the geotechnical engineer, includes an 8-
. inch depth reclamation graded to allow 4 inches of asphalt pavement. New concrete curb and
gutter will also be constructed.
14th Avenue North is currently 36' wide, within the project limits. It is proposed that the
street be narrowed to 30', given very low traffic volumes. The road centerline would remain
the same and the additional area behind the new curb would be sodded. No significant
changes to the road profile arc planned.
16th Avenue North (First Street Nuuh tu Second Street Nurth)
The results of the soils and pavement testing indicate that the street sections along 16th
A venue North between First Street North and Second Street North are underlain with various
types of silty sand and clayey silt.
The condition of the roadway has reached a point where maintenance procedures such as seal
coating or milling and overlaying arc no longer cost effective. ^ reclaimed pavement design
similar to that expl<1ined for 14th A venue North would be an adequate design for this street.
However, because there are more extensive utility improvements induding storm sc\vcr and
sanitary sewer, reclamation becomes a less viable option due to the level of disturbance by the
utility trenches. Therefore, the geotechnical engineer, GME Consultants, Ine.. has
recommended reconstruction ofthis street. Their recommended pavement section is 18 inches
thick and includes an 8" granular sub-base. ()" aggregate base, and 4" asphalt pavement. The
geotechnical engineer is conGdent that given the existing traffic and underlying soil conditions,

. the life span ofthis pavement section will be at least 20 years. City staff and Bolton & Menk,
Inc. agree with this but fcel a less substantial, less cxpensive pavement section, properly
maintained during its life, will also have a high probability of lasting at least 20 years.
Therefore, we are proposing a section consisting of a 4" asphalt pavement, 6" aggregate base,
and a geotextilc fabric to separate the base course from the compacted underlying soils. Local
soft, unstable areas will be excavated and replaced with select granular material as they are
encountered during the construction. This proposed pavement sections is typical for streets
within the City with similar subgrade soils and traffic loadings. New concrete curb and gutter
will also be constructed.
It should be noted that the assessments for this road improvement will be based on the less
expensive, and otherwise viable, reclamation pavement design. The additional costs offull
reconstruction due to the associated utility improvements will be assessed to the respective
utility funds.
16th A venue North is currently 3D' wide within the project limits. Thc proposed street is also
30' and its alignment will match the existing conditions. No significant changes to the road
profile are planned.
A summary of the proposed pavement sections and street widths are described in Table 2
below. Figures 2 through 5 in the Appendix illustrate the typical cross-sections.

. 4.2 'A!aterrnain
The main water lines currently serving the project areas have been deemed adequate. However,
there are some fire hydrants that require size upgrades. These recommendations are detailed
below. Due to the relative age of the existing water service lines, it is recommended that any
service lines exposed as a part ofthcse street and utility improvements be individually evaluated
and considered for replacement. Any exposed lead service pipes would be required to be replaced
by the Department of Health. Repairs or replacements of existing water service lines would be
I 00% assessable to the corresponding property owners. Proposed watcrmain improvements are
illustrated in Figures 14-21.
8th Avenue (First 5-,'treet North to COlin/v Road 3)
The leaking existing gatevalvc along 8th A venue north of Mainstreet, is proposed to be
replaced.
11 th Avenue South (South Landmark Trail to Smetana Road)
The hydrants located on thc west side of 11 th A venue South at the northeast corner of
'A!estbrooke Way and 11th Avenue South, between Trai1wood North and Trailwood South
and at Tenth Street South are located too close to the curb and should be relocated. These
three hydrants will be relocated 2 feet behind the curb line.
. l-/th Avenue North (Fourth Street North to Soulh Service Drive)
The existing fire hydrants located at the northern and southern intersections of 14th A venue
are 4" fixtures. It is recommended tlwt these hydrants be upgraded to 6" fixtures to ensure
that the minimum fire fighting 110\\ls are available. The proposed hydrants will he located a
minimum of2 feet behind the curb line. It is also recommended that an additional gate valve
be installed along thl: 6" watcrmain line south of the hydrant at Fourth Street North for
maintenance purposes.
16th Avenu1:' North (First Street North to Second Street Nurth)
The existing fire hydrants located at the l1ot1hern and southern intersections of 16th Avenue
are 4" fixtures. It is recommended that these hydrants be upgraded to 6" fixtures to ensure
that the minimum fire fighting flows are available. The proposed hydrants will be located a
minimum 01'2 feet behind the curb line. It is also recommended that an additional gate valve
be installed along the 6" watennain line south of the hydrant at First Street N011h for
maintenance purposes.

. 4.3 Sanitary Sewer
The information used to evaluate the sanitary sewer's existing conditions included televised
recordings of the sewers, as built information. manhole reports, and discussions with the City
staiT.
Cracked joints are not uncommon in vitrified clay pipe, nor are they necessarily candidates for
repair or replacement. Those cracks which are wider than hair-line or are plagued with roots or
mineral deposits, however, have a higher potential for infiltration and should be repaired. Sags
and flow obstructions such as roots will decrease the capacity of a sewer pipe and may result in
backup problems.
Due to the relative age of the existing service lines, it is recommended that any service lincs
exposed as a part of these street and utility improvements be individually evaluated and
considered for replacement. Any repair or replacement of existing sanitary service lines would
be 100% assessable to the corresponding property owner.
Some ofthe existing sanitary sewer manhole castings may have a smaller diameter. If any ofthese
are encountered during construction they will be replaced with larger castings to improve safety
and accessibility for maintenance workers when entering the structures.
. The proposed sanitary sewer improvements are illustrated in Figures 14-2l.
8th Avenue (First Street North to COUl/'V Road 3)
Televised recordings ofthe existing sewer line revealed minor problems throughout the line
including minor cracks and sags. Discussions with City staff indicated that therc have not
been any service complaints or necessary repairs made to this line for several years. Based
on this information, it is not recommended that this sewer line be excavated and repaired in
lieu of the mill and overlay improvement proposed for the overlying street. It is anticipated
that any required maintenance or repair of this line needed in the near future could be
completed using trench less or "no-dig" technologies.
11th Avenue South (S01lth Landmark Trail 10 Smetana Road)
Proposed improvements to sanitary sewer along 11th Avenue South include spot repairs
along the mainline between Trailwood North and the Tenth Street South right-of-way, using
rve pipe for these repairs. It is also recommended that the segments of the 15" concrek
sewer crossing I ] tl1 A venue at the Tenth Street South right-of-way be replaced within the 11th
A venue right-of-way to prevent future premature failure of these pipe segments under the
new roadway.

No improvements to the sanitary se\\ier along 14th Avenue arc being proposed at this time
based on the good service record ofthe line and the lack of significant problems found in the
video logs.
Based on the service problems described earlier in this report, it is recommended that the
homeowner at 405 14th Avenue South at least replace their service line from the main to the
right-of-way line. This would eliminate any future need for the homeowner to work within
City right-of-way to repair an obviously failing service line. Alternatively, the homeowner
may elect to replace the service line in its entirety. Any costs for improving this service line
would be 100% assessable to the property owner.
! 6th A venue North (First Street North to Second Street North)
Proposed improvements to the sanitary sewer along 16th A venue North include spot repairs
of the sags and cracks along the 8" mainline. PVC pipe will be used for the repairs.
4.4 Storm Sewer
8th Avenue (First Street North to COUI1fV Road 3)
No storm sewer improvements are being recommended for 8th Avenue.
. j j th Avenue Soulh (South Lundmark Trail In Snlctana Road)
Recommended storm sewer improvements include the construction of the Stormceptor
system on private property at Wagonwheel Road. Four catch basins will also be constructed
at Wagonwheel Road, as well as Landmark Trail South. The catch basins will drain into the
Stormcert01', improving the watcr quality of the 13-acre runoff area within the Westbrooke
Patio Homes. The Stormceptor will remove approximately 68% ofthe total suspended solids
in the runoff. Flow from the Stormceptor \vill then be routed to the existing 30" storm sewer
stub at Westbrooke Way_ Costs for the construction of this storm sewer system will be 100%
assessable to the Wcstbrooke Patio Homes. The six catchbasins located along 111h A venuc
South within the project area. which show signs of deterioration as explained earlier in this
report, are also proposed to be removed and replaced.
14th Avenue North (Fourth Street North to South Service Drive)
The existing catch basin at the 4th Street intersection will be removed and replaced to match
the narrower street width.
16th Avenue North (First Strccf North to ,,,'ccond Street North)
To improve the drainage along 16th A \'enue North. it is recommended that two catch basins
be installed midblock. These catch basins \vi] I drain into the existing catch basin located at the
First Street North intersection via a 12" HDPE pipe. The storm sewer pipe connecting the
two new catch basins and crossing the street will be 12" Rep.

. 4.5 Sidewalks
The bituminous trail along 11 th A venue South will be improved as described in Section 4.1
of this report. Individual concrete sidewalk panels along 14th and 16th Avenue South that are
severely cracked, heaving, or otherwise pose a danger to pedestrians. will be replaced.
Private sidewalks leading from individual homes to the street will be removed and replaced
as necessary 10 facilitate the street improvements. Sidewalk improvements along gth A venue
are under consideration as a part of a separate trail connection plan and are outside the scope
of this report.
4.6 Driveway Aprons
Any existing driveway aprons along 11 th A venue South, 14th A venue North, and 16111 A venue
N0l1h will be replaced with new concrde aprons to match the existing driveways to the new
street grades.
4.7 Lawn Sprinkler Systems
There may be existing lawn sprinkler systems along the roadways scheduled for
reconstruction. The adjacent property owners will need to assist in locating and identifying
the types of sprinkler system that arc in place. The contractor will be required to make every
effort to preserve the inplace systems during construction. However, for those areas where
the street grades require modification, the existing sprinkler systems will he replaced.
. According to City policy, the City of! lopkins pays for the cost of the parts and the property
owner is responsible for the cost of1he labor for replacing thcse systems that are located in
City right-of-way.
4.8 Street Signing and Striping
The existing street signing, including stop signs and street name signs, will be removed and
reinstalled by the contractor as necessary. The existing street striping will be restriped by the
contractor when the project has he en completed.
4.9 Street Lighting
The existing street lighting along 11111 A vcnue South. including the pedestrian signal crossing
near Westbrooke Way, are served by a direct-buried wiring system. City statfhas indicated
a desire to replace this wiring with new wiring inside of a conduit system as a part of this
project. Additionally, the feed point for these lights is proposed to be switched to that which
serves the remaining street lights along I11h A venue South to the north. This would allow all
of the lights along this corridor to operate simultaneously. Finally, City staffhas indicated the
need to replace the concrete foundations of the southern-most light fixture on the cast side
of 11 th Avenue South due to a settlement problem. Therefore, the existing foundation \vill
be removed and a new concrete [rllllldatioll \vill be constructed in its place.
4.10 Turf Restoration
The existing trces will be protected from the construction as much as possible. Tn the event
. a tree removal is necessary due to street grade changes or otherwise, they will be replaced.
The areas disturbed by the construction will be re-graded to match the new street grades and
restored with boulevard type sod.

. 5. ESTIMATED COSTS
Estimated construction costs presented below include a 10 percent contingency factor. Overhead costs,
estimated at 25 percent include legal, engineering, administrative and fiscal costs. Final costs and
assessments will be determined by using actual construction costs of the proposed work.
Proposed construction costs for the 2001 Street and Utility Improvements (including bituminous street
storm sewer, sanitary sewer, watermain, and turf restoration) arc itemized in the tables located in
Appendix A and are summarized below. These cost estimates are based upon public construction cost
information. Since the consultant has no control over the cost of labor, materials, competitive bidding
process, weather conditions and other factors affecting the cost of construction, all cost estimates are
opinions for general information of the client and no walTanty or guarantee as to the accuracy of
construction cost estimates is made. It is recommended that costs for project financing should be based
upon actual, competitive bid prices with reasonable contingencies.

. 6. ASSESSMENT RATES
The following table provides the estimated cost per front foot along each of the project's streets.
According to the City's Assessment Policy, 70% of the project's street costs are assessed to the
benefitting properties. Storm sewer, watermain and sanitary sewer improvements are paid for 100% by
their respective utility funds, with the exception of the private storm sewer and sanitary sewer service
costs listed above. Because this work would not be associated with any mainline construction, these
costs will be 100% borne by the corresponding property owner.
Because a full reconstruction pavement design is recommended along 16th A venue North due to the utility
improvements, where a less expensive reclamation pavement design would otherwise be feasible, only
the cost of the reclamation pavement design is used in determining the assessment rates. The additional
costs of full reconstruction will be borne by the associated utility funds.

7. RIGHT-OF -W A YIEASEMENTS/PERMITS
. The proposed improvements will be limited to the existing street rights-of-way along 8th A venue. 14th
Avenue North. and 16th Avenue North. The proposed improvements along 11th Avenue South will
require the acquisition of a 4 foot permanent trail easement along the cast right-of-way line with the
exception of Valley Park Condo # 459, where a 10 foot easement is available for trail use. This would
allow the proposed bituminous trail to extend outside of the right -of-way by three feet and would provide
an additional one foot beyond the trail's edge for maintenance purposes. Temporary construction
casements may be needed for work outside the street right-of-way such as driveway apron replacement
and turf restoration. Permits will be required from the Minnesota Pollution Control Agency, the
Minnesota Department of Health, and the Nille Mile Creek Watershed District for the sanitary sewer,
watennain, and storm sewer work, respectively.

9. FEASIBILITY AND RECOMMENDATION

RESOLUTION NO. 2000-90
RESOLUTION ORDERING PUBLIC HEARING
2001 RESIDENTIAL STREET IMPROVEMENTS
PROJECT 00-10
WHEREAS, the City Council authorized and directed the City Engineer to
prepare a report with reference to the aforesaid improvement, and
WHEREAS, the City Engineer has caused to be prepared the aforesaid report for
improvements on 11th Ave. South from Smetana Rd. to Landmark Trail South, 14th Ave.
North from 4th St. North to South Service Drive, 16th Ave. North from 15t to 2nd Street
North.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Hopkins, Minnesota:
. 1. The Council will consider the aforesaid improvements in accordance with
the report and the assessment of benefiting property for all or a portion of
the cost of the street improvements pursuant to Minnesota Statutes
Chapter 429 at an estimated total cost of $986,453.
2. A public hearing will be held in the Council Chambers of the City Hall at
1010 First Street South on Tuesday, the 2nd day of January, 2001, to
consider said improvements. The hearing time is 7:30 P.M.
The City Clerk shall give mailed and published notice of said hearing and improvements
as required by law.
