ADOPTION OF RESOLUTION 2000-03 AUTHORIZING THE SUBMITTAL
OF THE 2000 HENNEPIN COUNTY
MUNICIPAL RECYCLING GRANT APPLICATION
Proposed Action.
Staff recommends adoption of the following motion: "Move to adopt Resolution No. 2000-03
authorizing the submittal of the 2000 Hennepin County Recycling Grant Application."
Overview.
The City of Hopkins began a source-separated curbside-recycling program on February I, 1989 in
response to County and Metropolitan Council mandates. In order to aid cities in funding their recycling
programs, Hennepin County developed a Funding Assistance Policy for Residential Recycling. Each
year as part of this grant process the County requires that participating municipalities approve a resolution
each year authorizing submittal of the application. This resolution must be included with our grant
application in order for our grant application to be processed and funding to be dispersed.
. Primary Issues to Consider
. Is adoption of this Resolution in the best interest of the City of Hopkins?
Council has already approved prior resolutions which authorized submittal of a grant application
for years 1995-1999. Adoption of the new resolution will complete our 2000 grant application
process and allow us to continue to receive funding from Hennepin County for our recycling
program. Funding for 2000 will be determined by taking the SCORE funds and dividing them by
the total household count in Hennepin County. This amounts to approximately $27,500 ($.70 per
household per month x 3318 households x 12). SCORE Funds are collected through taxes on
refuse bills.

1999 PROGRAM DESCRIPTION
Held two Spring Clean up events this year on April 22-24 and October 14-16. Appliances, scrap metal, and electronics were
recycled at both events. Electronic items collected were handled through the Hennepin County electronic recycling program in
cooperation with PPL.
Two Reduce/Reuse/Recycle presentations were made at local schools in April.
Yard Waste was collected at the curb free from mid-April through mid-May. Yard waste during the rest of the season continued to
be collected at the curb but a per bag ($1.00) fee was charged. Residents also have the option of using our free brush and yard
waste drop off from mid-May through the end of November. Material collected from this program is composted and offered to
anyone free of charge provided they load and haul it themselves.
Throughout the year the cities of Hopkins, Golden Valley, Minnetonka, Plymouth and the West Hennepin Recycling Commission
worked together on a reprint of the "Recyclopedia" a guide to help residents manage their solid waste properly Copies of this
booklet went out to all residents and businesses in Hopkins.
We re-negotiated our recycling contract in during June and July. The negotiations for a 5-year contract have netted us an
escalating rate structure as follows:

$224 per CDU/mo beginning 1/1/2000 through 1/1/2001 1 yr
$2.28 per CDUlmo beginning 1/1/2001 through 1/112002 1 yr
$2.32 per CDU/mo beginning 1/1/2002 through 1/1/2003 1 yr
$2.36 per CDU/mo beginning 1/1/2003 through 1/1/2004 .6 yr

ADDENDUM
The City has determined that 60% of our residents live in multi-family housing units that are not
serviced by our curbside collection. When multi-family tonnage is excluded in our total waste
generation figure, our recycling percentage equals 35 % .

Curbside: 1042.17 divided by 2958 = 35%
., The Appliance tonnage listed under the drop-off on the recycling report was added entirely
to residential collection because they were collected at our twice yearly bulk drop off which
is offered only to residential refuse customers. Otherwise the drop off tonnage was split
60% multi-family and 40% curbside.

AGREE~1ENT FOR RECYCLING COLLECTION
This Amendment is made on the 151 day of August 1999, to the Agreement for Recycling Collection, dated
. November 7, 1989, and superceding the Third Amendment dated October 17, 1995 between the City of
Hopkins and Waste Management, a division of Waste Management of Minnesota, Inc. The agreement is
hereby amended as follows:
1. Item 2. Page 1 of the Agreement Compensation for Services. Effective August 1, 1999 through June 30,
2004 the rate of payment for each household will be based on the following rate structure:
$2.20 per CDUfmo beginning 8/111999 through 12/31/2000 1.5 yr
$2.24 per CDU/mo beginning 1/1/2001 through 12/31/2001 1 yr
$2.28 per CDU/mo beginning 111/2002 through 12/31/2002 1 yr
$2.32 per CDU/ma beginning 1/1/2003 through 12/31/2003 1 yr
$2.36 per CDUfmo beginning 1/1/2004 through 6/30/2004 .5 yr
for weekly recycling collection services based on the number of eDU's certified by the City and less any
discount available as outlined in Exhibit B, Hopkins Pricing Matrix which is made part of this agreement.
2. Item 5. Page 2 of the Agreement as of August 1, 1999: Term. The term of the Agreement shall be
extended through June 30,2004. Item 6. Page 2 of the Agreement as of May 1, 1993, was amended to
read as follows: Termination. The City upon the Contractor's failure to perform its responsibilities
under the Agreement may terminate this Agreement. In addition to the existing conditions governing
termination, the City may terminate the Agreement upon 90 days advance written notice to the
Contractor if Hennepin County significantly reduces or alters its Funding Policy for reimbursing City
recycling program cost of if the City of Hopkins ceases it's municipally operated, residential refuse
collection program. "Significantly reduced or alters" means a reduction or alteration resulting in the
. reimbursement of less than 50% of the City's recycling program costs, or additional requirements set
forth by Hennepin County in which the City and Waste Management are unable to mutually negotiate a
rate of payment adjustment.
3. Item 18. Page 4 Performance Bond. The contractor shall execute and deliver to the City a performance
bond with a corporate surety in the sum of $25,000. This contract shall not become effective until such a
bond in a form acceptable to the city, has been delivered to the city and approved by the city attorney.
This agreement shall be subject to termination by the city at any time if said bond shall be cancelled or
the surety thereon relieved form liability for any reason. The term of such performance bond shall be for
the life of this agreement. Extension or renewals shall require the execution and delivery of a
performance bond in the above amount to cover the period of extension or renewal.
4. In Exhibit A, II. Definitions item 1. Of the Agreement as of May 1, 1993 was amended to read and
provide for the collection of the following: Recyclable Materials: means all items of refuse designated
by the Hennepin County Department of Environment to be part of and authorized recycling program and
which are intended for transportation, processing, and re-manufacturing or reuse and include the
following:
. Newspaper: includes all supplements and ads delivered with a newspaper and includes kraft paper
bags.
. Corrugated cardboard: all corrugated cardboard boxes except for boxes that are waxed or plastic
coated or home delivered pizza boxes
. Glass containers: all clear, green and brown glass food and beverage containers.
. Metal containers: aluminum, steel, bimetal, and "tin" food and beverage containers.

RESOLUTION NO. 2000-03
AUTHORIZING THE SUBMITTAL OF THE 2000 HENNEPIN COUNTY
RECYCLING GRANT APPLICA TrON
WHEREAS, Pursuant to Minnesota Statue 1 ISA.551, by December 31, 1996, each county
in the metropolitan area will have as a goal to recycle a minimum of 45 percent (45%) by weight of
total solid waste generation, and each county must develop and implement or require political
subdivisions within the county to develop and implement programs, practices, or methods designed
to meet its recycling goal; and
WHEREAS, Pursuant to Minnesota Statue 115A.552, counties shall ensure that residents
have an opportunity to recycle and through Hennepin County Ordinance 13 requires each city to
implement a recycling program to enable the County to meet its recycling goals; and
WHEREAS, the County has adopted a Hennepin County Residential Recycling Funding \
Policy to distribute funds to cities for the continued development and implementation of waste
reduction and recycling programs through 2000; and
. WHEREAS, to be eligible to receive these County funds, cities must meet the conditions set
forth in the "funding policy"; and
WHEREAS, the City of Hopkins desires to receive these County funds;
THEREFORE, BE IT RESOLVED, that the City of Hopkins, City Council authorizes the
submittal of the Hennepin County Residential Recycling Program; 2000 Municipal Recycling
Grant Application and further authorizes the City Manager or his designee to execute such grant
agreement with the County.
