Staff recommends adoption of the following motion: Move that Council adopt Resolution 2000-04, Resolution Ordering Preparation of Feasibility Report - Alley Reconstmction Project 2000-02. Overview. Council in the past has instmcted staff to present projects for consideration where alleys have posed maintenance problems. The 2000 CIP identifies two high maintenance alleys, and staff is proposing to upgrade them even though no petitions have been submitted. The roadways in question are those alleys in the 100 Block of 17th/18th A venues North and the 10 Block of 7th/8th A venues North. Refer to the attached location maps. Primary Issues to Consider. . Notes: $56,000 special assessments; $14,000 Storm Sewer Utility . Analysis. . Existing alley conditions The alleys under consideration are of bituminous surface having reached considerable age. Maintenance poses problems because of increased need for patching. Poor alley grades in some cases make it impossible to facilitate storm nmoff into the alley from adjoining properties. . Need for feasibility report Feasibility reports are a mandatory procedure in the MS Chapter 429 assessment process. In addition, feasibility reports provide Council with detailed information and are a useful basis for deciding whether to pursue improvement projects. Information in the reports will give Council project costs, potential assessment amounts per lot, and the City's share of the project cost. Present policy calls for the City to assume a 20% share of the proj ect costs. The feasibility report will be prepared by the City Engineer or his designate. . CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 2000-04 RESOLUTION ORDERING THE PREPARATION OF FEASIBIUTY REPORT ALLEY RECONSTRUCTION PROJECT 2000-02 WHEREAS, the alleys in the 100 Block of 17th/18th Avenues North and the 10 Block of 7th/8th Avenues North are deemed to be in deteriorated condition, and WHEREAS, City staff is requesting that the alleys be upgraded under the current assessment policy even though no petition for the upgrade has been submitted, and WHEREAS, the first step in the assessment procedure is the ordering of a feasibility report. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota, that the proposed improvements be referred to the City Engineer for study and that he is instructed to report to the Council with all convenient speed advising the e Council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recorrunended.
