January 25, 2000 HOPKINS Council Report 2000-20 PARKING POLICY ADDITIONS Proposed Action Staff recommends adoption of the following motion: Move to adopt Resolution 2000-07, approvina parkina policies 5-G. 5-H. and 5-1 as outlined in Council Report 2000-20. Overview The Council recently approved of parking changes that were presented by the staff and members of the Parking Task Force. It was requested of staff to draft parking policies as a result of the recent changes to the parking system. These policies are necessary to provide guidance for City staff to address issues of seminar/convention parking, commercial vehicle parking, and construction parking. Staff is now requesting the adoption of Resolution 2000-07, approving parking policies 5-G, 5-H, and 5-1. e Primary Issues to Consider . What are the proposed parking policies? . Seminar/Convention Parking Policy 5-G - Purpose is to provide free parking in the municipal ramp to those attending a seminar/convention in the Downtown Business District. . Commercial Vehicle Parking Policy 5-H - Purpose is to provide extended hours of parking to those engaged in loading/unloading of commercial vehicles. . Construction Parking Policy 5-1 - Purpose is to provide free parking permits in municipally owned or operated parking areas for those engaged in construction work on commercial property located in the Downtown Business District. . CITY OF HOPKINS, MINNESOTA RESOLUTION NO. 2000-07 A RESOLUTION APPROVING SEMINAR/CONVENTION PARKING PERMIT POLICY S-G, COMMERCIAL VEHICLE PARKING PERMIT POLICY 5-H, CONSTRUCTION PARKING PERMIT POLICY 5-1 Whereas, the City of Hopkins, Minnesota, owns, regulates and maintains certain municipal parking lots within the City of Hopkins; and Whereas, City Staff has drafted and submitted Policies No. 5-G, 5-H, and 5-1, which are proposed policies establishing regulations and procedures for seminar/convention parking permits, commercial vehicle parking permits, and construction parking permits. Copies of Policies No. 5-G, 5-fI, and 5-1 are attached to this Resolution as Exhibit A. Whereas, the City Council has reviewed Policies No. 5-G, 5-H, and 5-1 and has determined that said policy should be adopted for the purpose of establishing regulations and procedures for seminar/convention parking, commercial vehicle parking, and construction parking in municipally-owned parking lots. . NOW, THEREFORE, the City Council of the City of Hopkins, Minnesota, makes the following findings and adopts the following resolution: 1. The Seminar/Convention Parking Permit Policy, Policy No. 5-G, Commercial Vehicle Parking Permit Policy, Policy No. 5-H, and Construction Parking Permit Policy, Policy No.5-I, attached to this Resolution as Exhibit A are consistent with and will facilitate the proper regulation, operation and maintenance of the municipal parking lots owned by the City of Hopkins. The regulations and procedures stated in Policies No. 5-G, 5-H, and 5-1 will facilitate the proper maintenance, operation and regulation of such municipally owned parking lots. 2. Policies No. 5-G, 5-H, and 5-I attached to this Resolution as Exhibit A are hereby approved and adopted as policy of the City of Hopkins, Minnesota. POLICY 5-G SEMINAR/CONVENTION PARKING PERMIT 1. Purpose 1.01 The purpose ofthis policy is to provide free parking in the municipal ramp to those attending a seminar/convention in the Downtown Business District. 2. Definitions 2.01 Seminar/convention is defined as an assembly of not less than (5) five people or more than seventy-five (75) gathered to attend a educational, motivational or business-related meeting. 2.02 "Downtown Business District" is the area bounded by Seventh A venue North on the east, 12th Avenue North on the West, First Street North on the north and First Street South on the south. . 3. Regulations and Procedures 3.01 Any person conducting a seminar/convention within the Downtown Business District may request permits to allow seminar/convention attendees to park in the municipal ramp or other designated locations by the Parking Coordinator, free of charge. 3.02 Applications for seminar/convention parking permits shall be made to the Parking Coordinator not less than two (2) business days before the seminar/convention. The permit application shall include the applicant's name, address and phone number. The application shall include a copy of the seminar/convention brochure or syllabus. Permits can be picked up at City Hall. 3.03 This policy is intended for meetings with between five (5) and seventy-five (75) people in attendance. Applicants requesting more than seventy-five (75) permits may be granted solely at the discretion of the Parking Coordinator. 3.04 Permits are valid for one calendar day. 3.05 Permit users must conform to the City of Hopkins parking regulations (snow emergency, etc.). . . POLICY 5-H COMMERCIAL VEHICLE PARKING PERMIT 1. Purpose 1.01 The purpose of this policy is to provide extended hours of parking to those engaged in loading/unloading of commercial vehicles. 2. Definitions 2.01 "Commercial Vehicle" is defined as a vehicle that is marked for commercial business use and weighs less than six tons. 2.02 "Downtown Business District" is the area bounded by Seventh Avenue North on the east, 12th Avenue North on the west, First Street North on the north and First Street South on the south. 3. Regulations and Procedures . 3.01 Any person wanting to load or unload a Commercial Vehicle in the City of Hopkins may request a parking permit. 3.02 Applications for a Commercial Vehicle Parking Permit shall be made to the Parking Coordinator. The application shall include: applicant's name, address and phone number, the address at which the loading/unloading is to occur, date of use, and the name, address, and phone number of the firm that is making the delivery. Permits may be picked up at Hopkins City Hall, located at 1010 First Street South. 3.03 A Commercial Vehicle Parking Permit allows the user to park in a loading/unloading parking area as long as necessary to complete the loading /unloading, notwithstanding any time restriction otherwise applicable at that location. Other locations are allowable at the discretion of the Parking Coordinator. 3.04 The number of permits granted each day for use at anyone address in the City Hopkins is at the discretion of the Parking Coordinator. 3.05 Permits are valid for one calendar day. 3.06 Except as stated in Section 3.03 above, permit users must obey all City of . Hopkins parking regulations (snow emergency, etc.). . POLICY 5-1 CONSTRUCTION PARKING PERMIT 1. Purpose 1.01 The purpose of this policy is to provide free parking permits in municipally- owned or operated parking areas for those engaged in construction work on commercial property located in the Downtown Business District. 2. Definitions 2.01 "Construction" is any work being performed for the purpose of remodeling, restoring or expanding a commercial building. 2.02 "Downtown Business District" is the area bounded by Seventh Avenue North on the east, 12th Avenue North on the west, First Street North on the north and First Street South on the south. . 3 Regulations and Procedures 3.01 Any person engaged in construction in the Downtown Business District may request a permit to park in the municipal ramp or Lot 700, free of charge. 3.02 Applications for a construction parking permit shall be made to the Parking Coordinator. The permit application shall include: the applicant's name, address and telephone number and the license plate numbers for vehicles in which the permits will be displayed. The application shall also include a brief description of the project and expected completion date, the construction company employed and a copy of the building permit. 3.03 Permits may be granted for use up to thirty (30) days and may be renewed at the Parking Coordinator's discretion. 3.04 Permits may be granted for construction trailers, which shall park in Lots 700 and 300 at night and at the Parking Coordinator's discretion for day-time parking locations. 3.05 Permit users must conform to the City of Hopkins parking regulations (snow emergency, etc.), unless otherwise directed by the Parking Coordinator. ~
