CITY OF ~ February 10,2000 kOPK1NS Council Report: 2000-25 AWARD CONTRACT MOLINE WATER TANK PAINT PROJECT PROJECT 98-06 Proposed Action. Staff recommends adoption of the following motion: "Move that Council adopt Resolution 2000-008. Resolution for Award of Bid. Moline Water Tower Plant. Project No. 98-06 and Resolution 2000-009. Resolution stating the city's intent to sell revenue bonds to pay for this project." Overview. City Council at its January 4,2000 meeting approved final plans and ordered bids on the Moline Water Tank Paint Project. The tower is located at 10421 Excelsior Boulevard. At 2:00 p.m. on February 3,2000 bids were publicly opened for this project. Six bids were received with the low bid of $525,750 submitted by DeLoughery Painting Company of Burlington, North Dakota. The Aerial Communications, Inc. will pay $20,000 toward the project for the added work that is necessary to paint around their equipment. That will bring the total cost to $515,750. The total cost is $15,750 over the budgeted amount (3%). Staff now requests that Council approves and proceed with the award and rehabilitation of the Moline Water Tank Paint Project. Analysis of Issues . Review of Bids and Contractor The six bids submitted were very competitive with $257,850 difference between the lowest and highest bids. The lowest bid of$525,750 is 21 % lower than the engineers cost estimate of $665,575. The contractor has a satisfactory job perfonnance record and the engineer said that they observed his company repaint a tank for the City of South 81. Paul. . Project Budget The total project cost is slightly over the budgeted amount in the CIP. This project will be funded through the sale of water utility revenue bonds. . Project Scope The project scope includes: removal of the old paint, repairs both inside and out, installation ofa new access ladder and tank vents to the water tank and upgrades to the electrical system and the overflow plumbing for both tanks. . · Project Schedule Project Award: Construction Start (earliest): Tank out of Service (earliest): Substantial Completion: Final Completion: February 17, 2000 March 17) 2000 April 24, 2000 August 1,2000 September 1) 2000 . Choose Tank and Lettering Colors The engineer took photographs of the Moline Water Tower and colored it with different color combinations for both the tank and lettering. Staff recommends that the tower color be "Cloud White" with "Bronze)) lettering. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 2000-009 DECLARING THE OFFICIAL INTENT OF THE CITY OF HOPKINS TO REIMBURSE CERTAIN EXPENDITURES FROM BOND PROCEEDS TO BE ISSUED BY THE CITY OF HOPKINS WHEREAS, the Internal Revenue Service has issued Treas. Reg#I.150-2 providing that proceeds of tax-exempt bonds used to reimburse prior expenditures shall not be deemed spent unless certain requirements are met; and WHEREAS, the City expects to incur certain expenditures, which may be financed temporarily from, sources other than bonds, and reimbursed from the bond proceeds; NOW, THERE FORE, BE IT RESOL YED BY THE CITY COUNCIL OF THE CITY OF HOPKINS MINNESOTA (THE CITY) AS FOLLOWS: . 1. The City intends to incur expenditures for the project described in Council Report for project #98-06 (the "Project"), and intends to reimburse itself for such expenditures from the bond proceeds to be issued by the City in the maximum principal amount described in the "project". 2. The City Manager is authorized to designate additions to project 98-06 in circumstances where time is ofthe essence, and any such designation shall be reported to the Council at the earliest practicable date and shall be filed with the official books and records of the City. 3. This resolution is intended to constitute a declaration of official intent for the purpose of Treas. Reg. #1.150-2 and any successor law, regulation, ruling or amendment pertaining thereto.
