February 10, 2000 HOPKINS Council Report 2000-27 ACCEPT FEASIBIIL TY REPORT ORDER PUBLIC HEARING ALLEY RECONSTRUCTION PROJECT 00-02 Proposed Action Staff recommends adoption of the following motion: Move that council adopt Resolution 2000-07 , Resolution OrderinQ Public Hearing, Alley Reconstruction, Project 00-02. This action continues an assessable project for alley upgrading. Overview Council at its February 1 meeting authorized staff to undertake a feasibility study concerning the reconstruction of alleys in the 100 Block of the 17th/18th Avenues North and the 10 Block of 7th/8th Avenues North. The report is completed and now submitted for Council review and action. Staff is recommending a public hearing and in advance of that will share information in the report with affected property owners. . Primary Issues to Consider . Feasibility report findings and recommendations The alley in the 100 block between ] ih /lSlh Avenues North and one in the 10 block between ih/Slh A venues North are both deemed to be substandard improved alleys. They are bituminous surfaced roadways falling into increasing disrepair and requiring greater levels of maintenance. Storm runoff from rear residential lots is impaired because of substandard design. Both alleys are identified in the 2000 CIP for reconstruction with concrete pavement. The report recommends reconstruction with concrete to a 12-foot width in the 100 block and lO-foot width in the 10 block and with installation of oversized turning radii at street intersections to accommodate City vehicles. The report recommends costs to be assessed in accordance with City policy (80% - 20% split), that the City assume its share of costs to be funded by the storm sewer utility and that the balance of costs be specially assessed. . . Public information Staff will schedule a public infomlution meeting in advance of the public hearing to inform affected property owners of report details. . FEASIBILITY REPORT CONCRETE ALLEY PA VING CITY PROJECT NO. 00-02 Introduction The City ofIIopkins' 2000-2004 Capital Improvement Plan (eIP) includes an alley paving project for each year within the plan. For 2000, staff detelmined that the alley between 17th and ISth Avenues from I st to 2nd Street North and between 7th and Sth Avenues North n011h of Mainstrcet required upgrades with concrete paving due to the poor drainage and deteriorated condition of those alleys. The City Council reviewed these proposed alley paving improvements during their review of the CIP. and subsequently authorized staff to begin the initial <malysis of the improvement upon their approval nfthe 2000-2004 eIP. Background The alleys in the 100 block between I 7th/1Sth Avenues N01th and 10 block between 7th/Sth Avenues North are presently considered improved but substandard. Their surface consists of one to one and one half inches of bituminous paving with less than adequate drainage characteristics from the properties to the alleys. The combination of a poor pavement section and inherent drainage problems has led to the increased rate of deterioration of the alleys. The result is that . levels of maintenance have grown larger. Proposed Improvements The proposed alley improvement projects are presented on Exhibit I and 2, attached. The projects provide for the construction 0 r a concrete pavement surface 12 feet wide and 6 inches thick in the 100 block and 10 teet wide and 6 inches thick in the 10 block, in accordance with the City of Hopkins' concrete alley construction standard. The existing bituminous driveways will be sawcut and restored with bituminous driveway pavement upon completion of the concrete alley paving. There will be no sod restoration within the limits of this project. Any turf restoration required by the project will be accomplished with black dirt and seed. The concrete alley paving will consist of an inverted crown section, which is slightly depressed in the center to allow st0Il11 runoff within the alley section versus ponding in the adjacent propelties. The pavement grade will be established to direct the runoff to the intersecting streets. . It is anticipated that all new alley construction will be limited to the existing 14 foot right of way; however, driveway and parking lot restoration will extend up to two feet beyond the limits of the existing public right of way. The construction will also require the replacement of the concrete apron at intersections with City streets. . Proposed Funding It is proposed that the concrete pavement project be assessed in accordance with the City of Hopkins' current assessment policy, wherein 80% of the cost is assessed to abutting properties and 20% is funded as a City cost. It is fmther proposed that the City's portion of the costs be paid entirely from the storm sewer utility fund, in accordance with City policy. It has been determined that the fairest method to assess this project is on a linear footage basis, and that the maximum lineal assessment for an oversized residential property shall be based on 75 teet. Commercial property shall be assessed at its actual lineal footage. These methods reflect a policy practiced by the City in past alley assessments. Maintenance problems include high maintenance costs for patching and other problems associated with poor drainage. The project is cost effective and it is part ofthe City's annual alley paving program. The City plans for necessary capital improvements annually to coordinate other work and ensure that necessary improvements are provided in a timely and cost-effective manner. . . . The concrete alley paving project is technically feasible from an engineering standpoint amI it is recommended that the City Counci I accept the project engineer's feasibility report as outlined herein, and order the improvement made, subsequent to holding a public hearing. Addended to the end of this report is a summary of the estimated construction costs and a preliminary project schedule for the City Council's consideration. CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 2000-07 RESOLUTION ORDERING PUBLIC HEARING - ALLEY RECONSTRUCTION PROJECT 00-02 WHEREAS, the City Council authorized and directed the City Engineer to prepare a report with reference to the aforesaid improvement, and WHEREAS, the City Engineer has caused to be prepared the aforesaid report for improvements in the 100 Block between 1 thllSlh Avenues North and the 10 Block between J'h/Slh Avenues North, NOW, THEREFORE, be it hereby resolved by the City Council of Hopkins, Minnesota: . 1. The Council will consider the aforesaid improvements in accordance with the rep0l1 and the assessment of abutting property for all or a portion of the cost of the alley improvements pursuant to Minnesota Statutes Chapter 429 at estimated total costs of$69}76.00 for Project 00-02. 2. A public hearing will be held in the Council Chambers of the City Hall at 10lD First Street South on Tuesday, the 21st day of March, 2000, to consider said improvements. The hearing time is 7:30 P.M. The City Clerk shall give mailed and published notice of said hearings and improvements as required by law. Adopted by the City Council of the City of Hopkins this 15th day of February, 2000.
