Subject
CSAH 73/CSAH 5 Intersection Improvements Agreement
At the December 21 City Council meeting, Council directed staff to develop an
agreement with Hennepin County and the City of Minnetonka which would lead to
improvements at the subject intersection. The purpose of this worksession item is to
present a proposed agreement for Council review and comment. The next step would
be for staff to send the agreement to the other parties and then facilitate their
understanding, acceptance and approval of the agreement.
The proposed agreement includes: the basic design elements and conditions included
in the December 21, 1999 City Council resolution, incorporation by reference the BIKO
concept intersection design, and some proposed project schedules for both the
intersection improvements and the CSAH 5 corridor improvements. The agreement
calls for the city to complete concept design on the Hopkins portion of the CSAH 5
corridor. The County would complete final design and administer construction of both
the intersection construction and CSAH 5 corridor work. The improvement plans for the
CSAH 5 corridor from Hopkins city limits to Highway 169 would be coordinated with the
City of Minnetonka consultant, Hoisington-Koegler Group (HKG), Inc. to ensure
consistency of design elements. The City of Minnetonka is dealing with the interests of
residents from two neighborhood areas and the needs associated with a
redevelopment area just north of CSAH 5 and have chosen to use HKG for their
concept plans. The agreement proposes the following project schedules:
. Intersection Improvement final design completion:
. Intersection design approvals:
. Intersection construction:
. CSAH 5 corridor concept plan completion:
. CSAH 5 corridor final plans and construction:
September 29,2000
November 30,2000
completed in 2001
July 30, 2000
Within current 5-year CIP
