December 3D, 1999 Council Report 2000-05 APPROVE FINAL PLANS AND AUTHORIZE BIDS - MOLINE WATER TANK PAINT PROJECT PROJECT 98-06 Proposed Action. Staff recommends adoption of the following motion: Move that Council approve plans. as presented. and authorize bids for the rehabilitation and paintinQ of Moline water tanks. Proiect 98-06. Overview. The Moline water tower was last painted in 1987. The steel tank is showing significant signs of corrosion. The current capital improvement plan (CIP) includes this year 2000 project with an estimated cost of $500,000. In August, 1999 City Council authorized design of this project. A detailed interior inspection and thorough review of underwater video taping has shown that there is enough corrosion to warrant complete repainting. The engineer's estimate of construction cost is $665,575. The increase is primarily due to safety and venting rehabilitation work that is also included in the project. Complete corrosion control and painting of interior and exterior of tank with antennas and cable in-place using necessary containment system. The interior surfaces of the ground tank shows 40 - 50% requiring repainting. The elevated tank interior surfaces shows 20 - 25% corroded areas. . Install new tank vents . Install new overflow pipes . Install new electrical wiring and lighting . Install new exterior ladder and roof platform . Hopkins lettering . Paint color and graphics Staff is recommending the tank exterior be painted the same color as the Minnetonka Ridgedale Tank with vertical Hopkins uppercase lettering in blue located on three sections of the tank wall. The existing tank has black uppercase lettering on two sections of the tank wall and the Hopkins logo on two sections. . Impact on water distribution system The water system will be more susceptible to minor pressure fluctuations due to the elevated storage being reduced in half. However, past history has shown that pressures will be maintained by the Blake elevated tank. In the event of a fire flow event, we can open a valve to the Minnetonka system to maintain pressure. The water tanks will not be taken out of service until the water filter work is completed at the Elmo Treatment plant. . . .
