The City of Hopkins provides services to over 16,000 residents and hundreds of businesses.
These services include: police and fire protection, streets and alley maintenance, parks and
recreation programs, community development services such as building inspections, housing,
and economic development, and utilities such as water, sewer and refuse. The Council works
closely with it's advisory boards and commissions and takes an active role with civic and service
organizations in an effort to improve the quality of life in Hopkins.
The role of the City Council is to set policy direction for the City regarding all of the activities listed
above, set and monitor a $17 million budget and to represent the broadest possible perspective on
all issues. The Council is also responsible for the hiring of the City manager and City Attorney.

1. Why do you wish to become a member of the Hopkins City Council?
I wish to join the Hopkins City Council as a way to contribute to the community. I have enjoyed
living in Hopkins, and it has long been a desire to participate in the political process to achieve things for
the betterment of society. Up until this opportunity presented itself, I felt that my church participation
would be sufficient in this regard, but after discussing this with my wife, we feel that I have much more to
offer to the greater Hopkins community, and that this is an opportunity that I should not ignore.
2. What do you think are the most important issues that face Hopkins over the next two
years? Over the next ten years?
One of the more immediate concerns that will face Hopkins is the need to re-address the function
of the local library in the community. Remodeling is just a start, and we should seriously consider what
role a small, community library can and should be playing in a world becoming more dependent upon
computers in general and, more significantly, the Internet.
Over the next couple of years, we will also need to address the issue of disabled residents, and to
consider supplying additional assistance to working people with disabilities. As society becomes more
technological, it becomes easier for working people with disabilities to contribute and participate; the
problem is that many such people are unaware of these opportunities and do not have the training to exploit
them. Hopkins will need to consider allocating additional resources for vocational programs designed to
benefit the disabled; Hopkins can only benefit in return.
Over the next ten years, Hopkins will be faced with an increasing difficulty in meeting the
educational needs of our children. As more non-English speaking people move into the area, we will have
to be prepared to accommodate and/or assist them in such a way that the children are not adversely affected
by differences in culture and language.

3. Please describe your past experiences, in Hopkins or elsewhere, which would make you a .~
good candidate for this position.
I am a young professional who has dedicated his life to the law and the legislative process, leading
me to a career as an editor at West Group, the law publisher based in Eagan. I first explored these interests
with my educational background in political science and statistical analysis. interests which I carried with
me into law school in Indiana. During this period I spent a summer working for a U.S. District Judge, and
a semester contributing pro bono work in a local law firm. Upon graduation, I moved to New York where I
am admitted to the state bar, although shortly thereafter I relocated to the Twin Cities to accept a job with

the Code of Federal Regulations. In addition to my legal activities, I have also been active in my church,
where I lead a weekly confirmation class for sixth-graders, and I also participate in a weekly bible study
each Friday morning before work.
4. What strengths or abilities would you bring to the Hopkins City Council?
I have a background in both law and mathematics, which could be very useful in the statistical
analyses of community issues. I have a quick ability to grasp new concepts and apply them to my regular
working habits, and I am not one to shirk responsibility when it comes my way.
I feel very comfortable in Hopkins, and I wish to remain an active and vital part of this
community. My leadership abilities have been demonstrated both at work and at church, and I hope to be
able to contribute to the City Council as well.

1. I live and work in Hopkins. Hopkins is the only home my children have known (12+ years
in Hopkins schools), and the nest will soon be empty. With this in mind, I feel it's time to begin
focusing on the community as a whole, rather than just the immediate concerns of the family.
With age 50 staring me in the face, I believe it's time to serve, rather than be served; to attempt to
find answers to questions, rather than just ask them; to help effect solutions, rather than just
identify problems. I want to be an asset to the community, and I have thick enough skin to take
and learn from whatever criticism is offered as I make my share of mistakes.
2. The most important issues will vary depending on each individual. The continuing work
to widen and complete County Road 3 through Hopkins looms as an immediate concern. The
question of single-family housing and the moratorium on demolition of same is a long-range
concern that needs to be constantly revisited. How to bring the entirety of Hopkins' citizens
(homeowners, renters, seniors and youth, not to mention the myriad cultural backgrounds
represented by them) into the sense of community we enjoy here is an ongoing challenge to be
embraced and explored by city government.
3. I served four years in the US Air Force in the Personnel field (manning, performance
evaluations, assignments). I served on the Interior Design Committee during construction of the
Hopkins Center for the Arts. I also served two years on the Board of the Hopkins Area Arts
Association. That being said, I don't think any amount of exp.erience can replace a desire to
serve, a requirement that anyone pursuing public office must possess. To be effective; I believe
a public servant must be a good listener first of all. I believe in action, but I also believe in
speaking before acting, and in thinking before speaking. I don't think a public servant needs to
know the answers to everything, but he/she should know where to find the person who does. I
don't pretend to know everything about the inner workings of Hopkins' government and city staff,
but I'll learn.
4. Major plus: the ability to be a team player, working in harmony toward a common goal.
Add to that the strength and focus to be a team leader when required. I bring an attitude of
healthy skepticism to most things involving expenditures, posing to-the-point queries and insisting
on early clarification of cloudy issues. I love to see projects through to completion. I am not a
business owner, but rather bring the perspective of an employee of a non-profit organization. My
work includes periodic and repeated work with young people, which invigorates and vitalizes me.
Chronic optimism keeps me positive and cheerful. City government, while serious business,
doesn't necessarily have to be humorless. It should be a joy to serve the citizenry, and that is
how I would view my prospective service.

The City of Hopkins provides services to over 16,000 residents and hundreds of businesses.
These services include: police and fire protection, streets and alley maintenance, parks and
recreation programs, community development services such as building inspections, housing,
and economic development, and utilities such as water, sewer and refuse. The Council works
closely with it's advisory boards and commissions and takes an active role with civic and service
organizations in an effort to improve the quality of life in Hopkins.
The role of the City Council is to set policy direction for the City regarding all of the activities listed
above, set and monitor a $17 million budget and to represent the broadest possible perspective on
all issues. The Council is also responsible for the hiring of the City manager and City Attorney.

I want to help the City of Hopkins to remain physically viable, economically vibrant
and to always be a great place for families to live.

2. What do you think are the most important issues that fBce Hopkins
over the next two years? Over the next ten years?
Over the next two veal'S, i believe that the City of Hopkins will have to resolve such
issues as: completing the development of the Excelsior Boulevard/County Road 3
corridor, maintaining the City's overall fiscal strength and balancing the provision of
city services with property tax rates.
Over the next ten years, I believe that the City of Hopkins will have to resolve such
issues as: retaining our small town/good-place-to-iive image; strengthening the
viability of local businesses; improving the physical appearance of Downtown
Hopkins; guiding development of the Red Owl site north of County Road 3;
encouraging residents to increase civic involvement, pride and commitment;
constantly upgrading our housing stock; and increasing the quantity/improving the
quality of single-family housing units.
3. Please describe your past experiences, in Hopkins or elsewhere,
which would m~l<e you a good candidate for this position.
I was elected to two successive three-veal' terms (in the Veal's 1991 throuqh 1997)
as a Director of the Hopkins School Board and served as the Board's Treasurer
during my second term of office.

During my years as director-treasurer of the school board, I learned about the
complex financial issues with which the school district grapples, understood the
need for sound financial management and applied good judgment in reviewing the
district's annual budget forecasts, expenditures and public sources of income. 1_
would applv the same qood ludoment as a Hopkins City Council Member in matters
of budqets. expenditures and taxes.
I also was directly involved in a great number of district-wide actions that directly
affected educational programs. Thus. I am experienced in understandinq and
enactinq resolutions that involve important public issues. I have a strono
backoround in presenting important information to the voters and I know how to
work hard to achieve conSensus amonq issue stake holders.
Learning how to listen to constituents and understanding their respective and
varying points of view on the numerous issues that pertained to the education of
their children is one of my strengths. I would, similarlv. be a qood listener and an
effective decision-maker as a member of the Hopkins City Council.
i am dedicated to the strategy of partnering when seeking to solve problems that
stretch across community and city boundaries. Developing consensus with other
public and private groups is quite effective because, by sharing resources, the
goals of individual organizations are greatly enlarged. That type of resource
sharing is demonstrated in the agreement developed between the City and the
School District for joint-use of the Hopkins Center for the Arts. I am proud to be a
member of the school board who supported that aareement at the time of its
development.
