Proposed Action.
Staff recommends adoption of the following motion: Move that Council adopt Resolution 2000-
43, Resolution for Award of Bid, Thermotech Storm Sewer Improvements, Proiect 99-09.
Overview.
Council at its March 21 meeting approved plans and ordered bids for the installation of storm
sewer pipe between the Thermotech building and Soo Line Railroad. Plans call for a new 36-
inch pipe to provide an outlet to storm storage ponds west of the Thermotech site to Nine Mile
Creek. A bid opening was held May 25 and Council needs to consider award of the contract for
this project.

Project budget and funding
The low bid of Dave Perkins Contracting was withdrawn by the contractor when it
was discovered he had erroneously based his bid prices on installation of plastic stann
sewer pipe. Staff approved of the withdrawal and then moved to the second low bid
submitted by Metro Utilities.
Metro Utilities bid is substantially under the engineer's estimate, explained in part by
the consultant's very conservative estimating procedure. The bid is well within the
City budget of $240,000 for construction. The funding source for this proj ect is the
storm sewer utility.

Unique project scope
The bidding process became prolonged when Thermotech management raised
concerns about pipe trenching operations near their building. Staff and its consultant
worked closely with Thermotech and their engineer to address concerns and
established additional constmction procedures to protect the facility. The project
scope now includes soil solidification between the pipe trench and Thennotech
Building A, hand operated tamping devices for compaction, placement of excess
trench materials along the south wall of Building A, and monitOling for stmcture
movement at Building A during constmction.

Proj ect schedule
The contractor anticipates soil solidification measures to be undertaken beginning July
24. Pipe installation should be completed the first two weeks of August. Substantial
completion of the project should be by September 1 at the latest.

Recommendation
Staff defers to the attached consultant's letter ofrecommendation for awarding the
project to Metro Utilities, Inc.

Dear Jim:
In my letter recommending award of a contract to Metro Utilities, Inc. I indicated I had not checked their
references based on my belief they bad worked in Hopkins previously and that their work had been
satisfactory. After discussing this with you and finding out you were not familiar with their work, I have
checked references that are familiar with them.
I checked four references as follows:

1. Joe IIlctschko, Bonestroo Rosene Anderlik & Assoc. - Mohawk Dr. and Chippewa Dr. in Medina.
$200,000 contract to install 10" diameter sanitary sewer and 12" diameter water main. They did a
"tine job - no complaints",
2. Jim Rothstein, Donlar Constmction Managers. - Installing the site utilities for a City Hall project
in Maple Grove. They have not had any problems and have been responsive from a scheduling
perspective.
3. Robert Stenger, Bor-Son Construction - Installing site utilities on a student housing project. They
are about 80% complete. They are doing "okay" and their schedule progress bas been good.
4. Dave Waloek, Skarpol Constmction Group - They have done a number of projects for Skarpol,
generally site utilities. Mr. Waloek spoke highly of them, indicating they used them on their last
project when they were not the low bidder but because they were more responsive to the
schedule.
Based on these reference checks, I continue to recommend award of a contract to Metro Utilities, hlC.

RESOLUTION FOR AWARD OF BID
THERMOTECH STORM SEWER IMPROVEMENTS
CITY PROJECT 99-09

BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA, that the
bid of Metro Utilities, Inc. in the amount of$97,975.00 is the lowest responsible bid for the
installation of storm sewer pipe near the Thennotech site, City Project 99-09, and the Mayor and
the City Manager are hereby authorized and directed to enter into a contract with said bidder for
and on behalfofthe City.
Adopted by the City Council ofthe City of Hopkins this 5lh day of July, 2000.
