No action required. Purpose of item is to describe proposed Public Works building project. Overview. For several years now the City's Capital Improvement Plan has included a project to improve the Public Works vehicle storage facilities at 11100 Excelsior Boulevard. The current CIP calls for project design this year and construction in 2001. Staff has solicited architectural and engineering services proposals and is ready to move forward with project design. " Council Report 2000-120 Page 2 Analvsis of Issues. . Project Description The project will demolish the existing building #2 and constuct a new 200' x 106' addition to the existing building which fronts on Excelsior Blvd. The addition will be constructed of insulated precast double tee concrete panels on the east and west sides to match the existing building and a steel bar joist roof. Infrared heating and adequate ventilation and lighting will be provided. The western 40' of building #3 will be demolished and an outdoor equipment wash area will be constructed, modifications will be made to building #3 to allow the for interior salt storage. . Project Cost & Funding The estimated project cost is $1.6 million ~ this includes the cost of design, construction and bond fees. The project is proposed to be funded through a $1.5 million HRA revenue bond. The HRA would in~turn lease the facility to the City. The city would make annual lease payments for 15 years. Staff estimates the annual lease . payments to be $150,000. These payments would be funded by the general fund and the four utility funds (water, sewer, refuse and storm sewer). Staff proposes that the general fund pay 47% or $70,000 per year and the utility funds pay 53% or $80,000 per year. The taxpayer impact of this proposal is as follows: · $7lyr for a residential property with a year 2001 market value of $120,000 · $121yr for a residential property with a value of $190,000 · $94/yr for a commercial property with a year 2001 market value of $620,000 The utility funds can cover the $80,000 annual payment without the need for associated rate increases. In fact, based on the current CIP it appears that a future storm sewer rate reduction may be possible on or about the year 2010. . Project Benefits · Provide heated and properly ventilated indoor parking for all Public Works equipment. This equipment is valued at over $2 million. · Improve safety by allowing proper cold weather inspection of trucks. . . . .. .., Council Report 2000-120 Page 3 · Improve efficiency of snow and ice control operations by eliminating warm-up time for diesel engines and hydraulic systems · Increase the useful life of equipment that is currently stored outside · Reduce maintenance and repair costs of all equipment · Replace a 63 year old storage building with a concrete masonry building addition that matches the existing Public Works Facility. · Allow use of building #3 for sand and salt storage. This building is currently used as cold storage for street maintenance equipment. . Project Schedule · Design: Sept - Dec, 2000 · Advertise: Jan/Febf 2001 · Construct: May- Sept, 2001 . Public Safety space needs study A recently completed Hopkins Public Safety space study shows the need for up to 23,000 SF of additional space for the Police/Fire Cepts. Before Public Works project design begins, Council has directed that we look at the possibility of whether the Public Works/Pavilion/Central Park area could also accommodate .a future Public Safety facility. If the additional Public Safety facility proves feasible, then the PubHc Works project design must consider this future new facility siting. This site investigation is underway and staff should have a recommendation by early August, 2000.
