PUBLIC HEARING - USE OF 1999 LOCAL LAW ENFORCEMENT BLOCK GRANT FUNDS
Proposed Action
Staff recommends adoption of the following motion: Move that the Council approve the recommended use of
funds for the 1999 Local Law Enforcement Bock Grant towards the purchase of computer equipment.
Overview
The Bureau of Justice Assistance (BJA) offered funding during 1999 to law enforcement agencies to
underwrite projects to reduce crime and improve public safety through the Local Law Enforcement Block Grant
(LLEBG) Program. The City of Hopkins did not apply during 1999, but was notified in early 2000 that Hopkins
was eligible and we were invited to file a late application. This application has received preliminary approval in
the amount of $12,657.
The Police Department recommends the funds be used to purchase a "FREDDIE" unit, a device used to
download encrypted computer files to aid in computer investigations, a PC workstation to replace an older
workstation in the Records Division, and related furniture for computer users. The purchase of computers and
related equipment qualifies under the purpose area specified in the grant conditions of law enforcement
support - procuring equipment, technology, and other materials directly related to basic law enforcement
functions.
The BJA requires that a public hearing be held to review the purpose area designation and the intended use of
_unds. A separate Advisory Board made up of specific organizational representatives such as the prosecutor's
office, court system, local schools and local community groups active in crime prevention must also review the
intended use and make a non-binding recommendation. The Board used by the department in 1998 has been
contacted and has concurred with the proposed use of the funds for Purpose Area 1: procuring equipment,
technology and other material directly related to basic law enforcement functions.
Under grant conditions, the department is obligated to provide $1,406 in matching funds for the items in this
purpose area. Before final approval is expected from the BJA, the department plans to approach the Hopkins
Crime Prevention Board to allocate the required matching monies for these projects.
Primary Issues to Consider
. Purchase of this equipment will improve the department's ability to investigate computer-related
crimes.
. Upgrades in workstations and equipment will allow for improved use of computer record systems in
the department.

SEVEN PURPOSE AREAS
1. Support Law Enforcement
a. Hiring, training, and employing on a continuing basis, additional law
enforcement officers and necessary support personnel. For the
purposes of this program, a law enforcement officer may be police,
corrections, probation, parole, or judicial officers.
b. Payment of overtime to currently employed law enforcement officers
and necessary support personnel for the purpose of increasing the
number of hours worked by such personnel.
c. Procurement of equipment, technology, and other material directly
related to basic law enforcement functions.
2. Enhance Security Measures
a. In and around schools; and
b. In and around any other facility or location that the grant recipient
considers a special risk for incidents of crime.
3. Establish or Support Drug Courts
a. To be eligible, a drug court program MUST include continuing
judicial supervision over offenders who are substance abusers, but not
violent offenders.
b. Integrate administration of other sanctions and services which shall
include:
1. Mandatory periodic testing of each participant for the use of
controlled substances or other addictive substances during any periOd
of supervised release or probation;
2. Substance abuse treatment for each participant;
3. Probation or other supervised release that involves the possible
prosecution, confinement, or incarceration because of noncompliance

with program requirements or failure to show satisfactory progress; and
4. Programmatic offender management and aftercare services such as
relapse prevention, vocational job training, and job and housing
placement.
4. Enhance the Adjudication of Cases Involving Violent Offenders
Includes cases which involve violent juvenile offenders. For the
purposes of this program, violent offender indicates a person charged
with committing a Part I violent crime (murder, rape, robbery, and
aggravated assault) as defined under the Uniform Crime Report (UCR)
Program.
5. Establish Multijurisdictional Task Forces
The task force should concentrate on rural areas and be composed of
law enforcement officials who represent units of local government. The
task force will work with federal law enforcement officials to prevent
and control crime.
6. Establish Crime Prevention Programs
Crime prevention programs should involve cooperation between
community residents and law enforcement personnel to control, detect,
or investigate crime or the prosecution of criminals.
7. Defray the Cost of Indemnification Insurance for Law
Enforcement Officers
Supply insurance for law enforcement officers to cover damage from
willful acts by officers to offenders who are lawfully carrying out their
duties.
