Staff recommends the following motion: Move to approve Resolution 00-37. approving Ordinance 00-844. rezoning the North Annex site from 1-2. General Industrial. to Business Park for first reading. At the Zoning and Planning meeting, Mr. Gross moved and Ms. Swanson seconded a motion to approve resolution RZOO-I0, recommending approval of Ordinance 00-844, rezoning the North Annex site from 1-2, General Industrial, to Business Park. The motion was approved unanimousl y. Overview. e The North Annex site of SuperValu is currently zoned 1-2, General Industrial. The new Comprehensive Plan has designated the site as Business Park. The North Annex site will probably be redeveloped within the next several years, and it should be developed as it is guided. Primary Issues to Consider. . The new Comprehensive Plan has designated the site as Business Park. The proposed zoning and the Comprehensive Plan designation will be consistent. · What is the difference between the 1-2 and Business Park zonings? The biggest difference between the 1-2 district and the business park district is the uses. The majority of uses allowed in the business park district are office-type uses. In the Business Park district there is also a limit on the amount of warehousing. The Business Park zoning also has standards for the type of building that can be constructed. · Should the site be rezoned to Business Park? The redevelopment of the North Annex site provides an opportunity to have a quality building in a highly visible area. The state statute requires that the Comprehensive Plan and the zoning ordinance be consistent. In the future other properties within the City will be rezoned so the new Comprehensive Plan designations and the zoning will be consistent. · What was the discussion at the Zoning and Planning meeting? Ms. Anderson reviewed the reasons for the rezoning. There was no one that appeared at the public hearing regarding this issue. Alternatives. 1. Approve the rezoning. By approving of the rezoning, the North Annex site will be rezoned to Business Park. 2. Deny the rezoning. By denying the rezoning, the North Annex site will not be rezoned. If the City Council considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further information. If the City Council indicates that further information is needed, the item should be continued. . e . CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 00-37 RESOLUTION MAKING FINDINGS OF FACT AND APPROVING AN ORDINANCE REZONING THE NORTH ANNEX SITE WHEREAS, an application for Zoning Amendments ZNOO-6 has been made by the City of Hopkins; WHEREAS, the procedural history of the application is as follows: 1. That an application for zoning amendments was made by the City of Hopkins; 2. That the Hopkins Zoning and Planning Commission published notice, held a public hearing on the application and reviewed such application on May 30, 2000: all persons present were given an opportunity to be heard; 3. That the written comments and analysis of City staff were considered. NOW, THEREFORE, BE IT RESOL YED that the application for Zoning Amendments ZNOO-6 is hereby approving based on the following Findings of Fact: 1. CITY OF HOPKINS Hennepin County, Minnesota ORDINANCE NO. 00-844 AN ORDINANCE REZONING THE NORTH ANNEX SITE THE COUNCIL OF THE CITY OF HOPKINS DOES HEREBY ORDAIN AS FOLLOWS: That the present zoning classification of 1-2, General Industrial, upon the following described premises is hereby repealed, and in lieu thereof the said premises is hereby zoned as Business Park. Tracts A, B, and, C Registered Land Survey No. 1465 and the southeasterly 20 feet of Lots 5, 6, and, 7 Block 12,West Minneapolis Center also Lots 16 through 26 including Block 4 said addition and that part of Lots 14 and 15 said Block 4 lying west of east 16 feet thereof also Block 13 including adjacent 1/2 of streets and alleys vacated except street and that part of Lots 1, 2, and 3, Block 9 West Minneapolis Center and that part of former right-of-way of Burlington Northern Railroad and that part of vacated Adams Avenue and 1st Street North all described as beginning at the intersection of westerly line of Tract A Registered Land Survey No. 1465 with south line of north 180 feet of the Northwest y,. of Southwest y,. of Section 19 Township 117 Range 21 thence south 89 degrees 35 minutes 39 seconds west along said south line a distance of97.29 feet thence south 20 degrees 22 minutes 42 seconds west distance.
