Proposed Action.
Staffrecommends adoption ofthe following motion: Move that Council adopt Resolution 2000-
38, Resolution for Award of Bid, 3rd Street North Sanitary Sewer Rehabilitation, Project 99-12.
Overview.
Since November 1999 staff has been working with Howard R. Green Company in developing
plans for sanitary sewer upgrades in 3rd Street North from 11 Ih_14th Avenues. Through the Phase
I sump pump inspection program it was learned that the 8" sanitary main in 3rd Street North from
14th to II Ih Avenue could become surcharged in wet weather. Staff and its consultant concluded
that increasing the main size was in order and the best method to achieve this was through a
trenchless "pipe bursting" teclmique. A project was drawn up and exposed to public bidding.
Council needs to consider award of contract for this project.

. Project budget and funding
The low bid ofInfrastructure Tec1mologies combined with engineering fees of $9, I 00
places this project at approximately $104,000. This exceeds the CIF budget figure of
$70,000, or approximately 50% greater.
The significant disparity between the engineer's estimate and the low bid has arisen
from the fact that the consultant was provided very dated and thus erroneous cost
quotes at the time staffwas preparing the 2000 CIP. Pipe bursting is a very new
technique and engineers have marginal cost data available. The engineer regrets how
this disparity arose but does offer in his letter ofrecommendation what other
altemative remedies could cost.
The consultant has provided cost estimates of an open excavation proj ect. This
requires full closure of 3rd St. North during the project, considerable traffic control and
the replacement curb to curb of a street surface rated fair to good and not in need of
reconstruction. Construction costs under this scenario are estimated to be $120,000 to
$125,000.
Staffhas consulted with the finance director to assess the impact of the low bid on the
Sanitary Sewer Fund. Her conclusion that the additional $30,000 to be spent on
contractor work was not significant to the fund.
. Project schedule
Staff anticipates a project to get underway in June and be completed in July.
. Recommendation
After reviewing the low bidders credentials and references and consulting with the
finance director, staff and its consultant recommend continuing the project and
awarding the bid to Infrastructure Technologies, Inc.

Considering the base bid amounts, the low bidder for the construction of the 3rd Street Sanitary
Se\ver Reconstruction Improvements project is Infrastructure Technologies, Inc. Because the
low bid proposal is greater then our engineer's estimate dated February 25, 1999, we have
taken the liberty of estimating total construction costs associated with an open excavation
project. Construction costs associated with this alternative are estimated to be within a range of
$120,000 to $125,000. Higher oil costs reflected in current bituminous prices, as well as extra
costs associated with traffic control make the Pipe Bursting technology versus the open
excavation alternative the most cost-effective option for the City of Hopkins.
The base bid amount as submitted by the Contractor has been reviewed and is found to be
responsive to the requirements of the bidding documents. Checking references on previous
work performed around the Twin Cities Metropolitan area, we are confident that this Contractor
can complete the work in a timely and workmanlike manner. We recommend the Council award
e the contract to Infrastructure Technologies, Inc. in the amount of $94,988.20.

BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA,
that the bid ofInfrastructure Technologies, Inc. in the amount of $94,988.20 is the
lowest responsible bid for upgrading of sanitary main in 3d Street North from 14th to
111h Avenues, City Proj ect 99-12, and the Mayor and City Manager are hereby
authorized and directed to enter into a contract with said bidder for and on behalf of
the City.
Adopted by the City Council of the City of Hopkins this 6th day of June, 2000.
