CITY MANAGER COMPENSATION
Proposed Action
The Mayor recommends adoption of the following motion: Move to approve merit pay
compensation in the amount of $7,500 to City ManaQer Steve Mielke, as a result of
performance exceedinQ expectations for the 1999-2000 performance year.
Overview
The City Manager's contract calls for an annual performance review in August of each
year. For various reasons, the 1998 review was not conducted during the normal
schedule.
The City Council reviewed the performance of the City Manager in May 1999. In doing
so, it laid out a number of goals and expectations that were beyond the normal course
of duties, and indicated that merit pay would be awarded based upon the successful
completion of these goals.
During April and May of 2000, the City Council again reviewed the City Manager's
performance and determined that the City Manager was deserving of merit pay.
The City Council has scheduled the next performance evaluation for August 2000.

Staff Analysis of Issues
. What goals were achieved?
Within the Council's evaluation, it was determined that the City Manager was
meeting our expectations for the normal course of business, and exceeded our
expectations in several areas. They include resolution of internal employee issues,
successful transition to a new Police Chief, better agenda management, better
utilization of staff through delegation, a successful transition to a new City Council,
and the development of an action plan leading toward mIssion, goals, and
prioritization of City resources.
In addition to the above stated accomplishments, it has been a number of years
since the City Manager has received an evaluation and thus, prior year
accomplishments were not recognized. The Council discussed and acknowledged
those previous accomplishments as well.

The City Manager's base pay will be unaffected by this one-time payment of merit
pay.
