APPROVE PARKING RECOMMENDATIONS _11TH AVE. NORTH
AND 12TH AVE SOUTH
Proposed Action
Staff recommends adoption of the following motion: Move that Council authorize
"no Darkina" restrictions as found in Exhibits A and B.
Overview
Public Works staff has noted traffic hazards arising from entry onto 11th Ave.
North from Lot 500 between Mainstreet and First Street North. There have also
been complaints from residents along 1 ih Ave. South between Mainstreet and
First Street South relating to poor sight lines in entering 1ih Ave. South. Staff
reviewed the proposals with adjacent business owners and their comments are
detailed in this report. The Council will take action on these two separate parking
proposals in a single motion to authorize parking changes.

Primary Issues to Consider
· What were the Zoning & Planning Commission's comments?
The Zoning & Planning Commission reviewed the proposed changes and supports
them. They had no additional comments.
· Analysis of the three parking sites
Exhibit A
Staff proposes to post "No Parking" on the east side of 11th Ave. North from
Mainstreet to First Street North. There is a hazard to vehicles entering 11 th
Avenue from Lot 500 under current parking conditions. Sight lines are obstructed
and the danger is compounded by oncoming, accelerating vehicles that have
cleared the intersection at Mainstreet. There is increased pedestrian traffic in this
area and street crossings are made more dangerous for people trying to access the
Arts Center and the library on the west side 11th Avenue.

Exhibit A calls for closing two parking stalls south of the alley serving Lot 500
and closing four stalls between this alley and Tait's driveway. Stafffee1s this
provides optimum safety for vehicles moving from the parking lot into the street.
Exhibit B
Citigables residents have voiced concern over safety associated with egress from
their site parking areas. The exhibit illustrates closing off eight parking stalls
along the east side of 12th Ave. South from First Street South to approximately
200 feet north to address sight line issues.
. What were the comments regarding Exhibit A provided by adjacent business
owners?
Mike Severin - manager of Beneficial, 1017 Mainstreet - Requested only the
three parking stalls that abut the entryways into Lot 500 be closed.
F e1ix Kerawala - owner of Boston Garden, 1019 Mainstreet - No comment.
Francoise Shirley - owner of Chez Francoise, Inc., 1023 Mainstreet - Requested
only the three parking stalls that abut the entryways into Lot 500 be closed.

Brian Duffy - owner of Duff's Barber Shop, 3 - 11th Ave. North - Against any
parking restrictions on 11th Avenue North.

Primary Issues to Consider Continued
Jay Strachota, director of the Arts Center, would rather see only the three parking
stalls that abut the entryways into Lot 500 be closed.
Patrick Sandon - owner ofMSI Insurance, 5 - 11th Ave. North - Against any
parking restrictions on 11th Avenue North; however, ifthere must be parking
changes, Mr. Sandon requested that only the stalls located next to the entryways
into Lot 500 be closed. This would leave three stalls open.
Mike Tait, Tail's Market, 25 - 11th Ave. North - Against closing any of the
recommended parking stalls. Mr. Tait does not believe the safety issue warrants
closing any street parking on 11th Avenue North.
· What were the comments regarding Exhibit B provided by the adjacent business
owners?
Judy Johnson, manager ofthe American Legion supports the parking stall
closures on 12th Avenue South.

Bill Beard, Beard Group - No strong opinion. Mr. Beard stated that he would
support the Council's decision.

Recommendations.
Staff recommends approval of Exhibits A and B.
ALTERNATIVES
The Council has the following alternatives regarding this matter:
1 . Approve the action as recommended by staff. This will allow the execution ofthe
recommended parking changes.
2. Continue for additional information. The Council needs to detail to staff
specifically what additional information is required to make a decision on this
matter.
3. Deny approval for execution of the recommended parking changes.
