Staff recommends adoption ofthe following motion: Move that Council adopt Resolution 2000- 41, Resolution for Award of Bid, Sanitary Lift Station NO.6 Improvements, Project 98-05. Overview. ~ - Council at its May 2 meeting approved plans and ordered bids for the reconstruction of Sanitary Lift Station No.6 located in Excelsior Boulevard and a parking lot at the Hopkins Commerce Center. New plans call for a relocation of the facility off the county road and entirely on the parking lot A bid opening was held May 31 and Council needs to consider award of the contract for tl11s project Primaty Issues to Consider. . Project budget and funding The low bid of Barbarossa and Sons exceeds the engineer's estimate by $88,755 or approximately 45%. The May 2 Council report indicated the engineer's estimate already placed project costs in excess of the budgeted $130,000. The same report also indicated that the budget amount was a figure that had been carried forward from year to year since its first appearance in the 1995 elP. The City anticipates an additional purchase of $40,000 for City furnished equipment. This cost, along with consultant fees of $17,000 and the low bid above, place the project cost at $342,455. Staff has consulted with the finance director to determine the impact of such a proj ect on the sanitary sewer fund. The assessment is that this fund still has a strong working capital balance and that the fund can sustain these project costs. The assessment is also partially based on a projected future increase in sanitary sewer fees in 2011. . Project schedule Staff anticipates construction to be under way by the second week of July. Completion was originally scheduled for August 15 and that may need to be revised to September 1. An incentive package is still in place in this project to complete it ahead of schedule. . Recommendation Staff defers to the attached consultant's letter of recommendation. The low bidder in this case is a reputable contractor who just completed a City project that involved a major storm sewer cOlmection at Excelsior Boulevard and 13th Avenue South. The contractor is one of the larger construction finns in the Twin City area and has the manpower and equipment to meet the unusual challenges ofthe project and to expedite the work schedule. Staff agrees with the consultant that the higher construction costs are attributable to the restrictions placed on the contractor in the work area. The City could wait until 2001 and rebid the project then. It is feared construction costs could be even higher then. Even worse, this project would be undertaken in the midst of the plmmed Excelsior Boulevard reconstmction and one can only imagine the traffic nightmare that would ensue.
