Approve Concept Design, CSAH 73/Hwy 7 Intersection area Roadway Improvements
Proposed Action.
Staff recommends adoption of the following motion: Move that Council approve concept
road improvement plans for the CSAH 73/Hwv 7 intersection area includinQ 17th Avenue
North from 4th Street North to 5th Street North.
Overview.
In October 1997 staff presented a feasibility report on improvements along the CSAH 73
corridor. The report was prepared by SRF Consulting Group, Inc. and covered the
CSAH 73/5 intersection, 5th Street North/Minnetonka Mills Road intersection and CSAH
73/Hwy 7 intersection areas. City Council directed staff to form task forces to consider
the proposed improvements in each area. Staff has held two task force meetings
covering the CSAH 73/Hwy 7 area and has received input from affected property
owners. The is still a lot of work to do regarding this proposed improvement project _
there will be future City Council approvals required on preliminary layout, final design
and a construction cost cooperative agreement. Nonetheless, approval of this concept
plan will help guide staff as they work with MnDOT, Hennepin County, and any
redevelopment agents for the Northeast quadrant area (former Union 76 and Hopkins
House area).

Analysis of Issues
. Scope of proposed improvements
The purpose of the roadway improvements is to improve the level of service at the
Highway 7 intersection, reduce vehicle conflicts along County State Aid Highway
(CSAH) 73 (Hopkins Crossroads) and improve safety. The concept plan includes
adding left turn lanes and raised center medians for the CSAH 73/17th Avenue legs of
the intersection. This would allow the existing traffic signal system to be upgraded to
separate left turn and through traffic phases. The plan calls for a continuous raised
center median on the north CSAH 73 leg from Highway 7 to 5th Street North. The
CSAH 73 - 5th Street North intersection would be upgraded to improve visibility and
traffic signals would be added.

Staff received input through the Task Force meetings and responses to the February 8,
e 2000 letter including phone calls and feedback forms.
The Town & Country Dodge manager (Mr. Scott Spaeth) attended the Task Force
meetings and staff also met individually with him to present & discuss the proposed plan
for the segment of 17th Avenue south of Highway 7. Mr. Spaeth approves of the
proposed plan. Semper Development personnel attended the first Task Force meeting
but then dropped out when they weren't able to proceed with their redevelopment plans
for the Northeast quadrant area.
Staff discussed the plans with Mr. Dennis Roof, owner of the apartment building located
at 335 1 ih Avenue North. Mr. Roof approves of the plan provided on-street parking is
maintained along the east side of 1 ih Avenue south of 4th Street.

. Project Status
Currently, staff is waiting for MnDOT to complete its review and determine whether the
improvements could be done as a cooperative project with MnDOT. If approved as a
cooperative project, staff will work with the City of Minnetonka and Hennepin County to
budget funds and proceed with the goal of constructing the project in 2002. Staff has
included an estimated city cost of $200,000 in the year 2002 Municipal State Aid fund
. capital plan.

I'm writing to inform you that the Hopkins City Council is scheduled to consider a concept
roadway improvement plan for the area around and including the Hopkins Crossroads (CSAH
73)-1 ih Avenue and Trunk Highway 7 intersection. The city staff has held two task force
meetings regarding these roadway improvement plans and would now like to seek City Council
approval. The tentative date for City Council consideration is March 6, 2000 at the regular 7:30
p.m. City Council meeting. I have enclosed a copy of the proposed concept plans for your
review and comment. If you have questions or comments you can call me at 939-1338 or mail
them to me by using the enclosed comment sheet and envelope. Please provide your
comments by Thursday, February 24.

The exact project schedule has not been determined at this time. However, it is hoped that the
improvements could be done in 2001 or 2002. The city would like to complete this project as a
cooperative project with Hennepin County, the City of Minnetonka and MnDOT. The city does
not plan to assess abutting property owners for the cost of these road improvements. Before
the project could proceed to construction, additional Hopkins City Council approvals would be
required, i.e., final plans and a cost sharing agreement.
