Excelsior Blvd Reconstruction, Phase II Project Funding Update
The purpose of this worksession agenda item is to report & discuss the current status
of expected City costs of subject project and the City's ability to fund them. I have
attached my March 3, 2000 memo which explains the current expected project costs
and our ability to fund the project.
The County has revised its position on funding the purchase of the East End BoUie
House liquor store/barber shop property. The County has agreed to increase its
contribution towards the purchase of the property from $75,000 to $150,000. However,
there is a condition that the City take over responsibility for the 1,800 ft segment of
Blake Road (CSAH 20) from Excelsior Blvd to the Edina city limits. The County is
attempting to turn back the entire segment of Blake Road within Edina and would like to
extend the turnback to Excelsior Blvd. Besides the additional $75,000, the City would
gain additional municipal state aid mileage. Accordingly, our annual MSA allotment
would increase from the current $467,250 to approximately $484,000. Staff had asked
that the County fund fully one half of the East End Bottle property purchase in
exchange for taking over our section of Blake Road. Their counter was an additional
$75,000. Given that the condition of Blake Road is only fair, staff recommends that we
stay with the original offer and that we send a letter requesting same. Staff will discuss
this further at the worksession.
