GRANT AGREEMENT
Proposed Action
Staff recommends adoption of the following motion: Move to approve adoption of Resolution #2000-68
authorizinq the City of Hopkins to enter into a grant agreement with the Office of DruQ Policy and
Violence Prevention in the Minnesota Department of Public Safety _
Overview
The Hopkins Police Department has been a participating member of the Northwest Metro Drug Task
Force since the inception of the Task Force, The Task Force relies on grant and forfeiture funds for its
operational expenses,
The home City of one of the participating police departments must be designated as the contract city with
the Department of Public Safety for the purposes of administering the ongoing grant and overseeing the
full operation of the Task Force. In addition, one of the participating police departments must provide a
supervisor, generally a Sergeant, to oversee the day to day operations of the Task Force members,
coordinate the enforcement activities of the Task Force and serve as the direct supervisor of the Task
Force investigators,
- During the life of the Task Force, other participating agencies have assigned personnel resources from
their departments to fill the above described administrative and supervisory roles. Up to this time,
Hopkins' role has been limited to having an officer assigned as a working investigator.
The City currently serving as the contract agency, the City of Crystal, as asked someone else to take
over this role and we have agreed to do this, Captain Liddy will assume administrative control over the
Task Force effective January 1, 2001.

Analysis:
. Is it appropriate for the Police Department to commit additional personnel resources to the Task
Force? Yes: Other participating agencies have allocated additional personnel resources to
. handle the administrative and operational oversight of the Task Force. So far, Hopkins has not
been involved in either of those areas. While this is not a responsibility we asked to take on, we
do fee! it is appropriate that we take our turn in this area. The function we are assuming is
critical to the continuing operation of the Task Force,
. Will there be an impact to any other City departments? Yes. The Finance Department will be
involved in maintaining the proper financial account records of the Task Force and processing
payments, from Task Force funds, for the operational expenses of the Task Force.

RESOLUTION AUTHORIZING THE CITY OF HOPKINS TO
ENTER INTO A GRANT AGREEMENT WITH THE
OFFICE OF DRUG POLICY AND VIOLENCE PREVENTION
WHEREAS, the Hopkins Police Department is a participating member afthe Northwest
Metro Drug Task Force and;
WHEREAS, the Hopluns City Council supports the goals of the Task Force and;
WHEREAS, one of the member Police Departments must serve as the coordinating
agency for the Task Force;
NOW, THEREFORE, be it resolved, by the City Council of the City of Hopkins,
Minnesota that;
The City oEHopkins enter into a cooperative agreement with the Office of Drug Policy
. and Violence Prevention in the Minnesota Department of Public Safety. Steven C.
Mielke is authorized to execute such agreements and addendums, as are necessary to
implement the project on behalf of the Northwest Metro Drug Task Force.
