Staff recommends adoption of the following motion: Move that Council adopt Resolution 2000- 69, Resolution Ordering the Preparation ofa Feasibility Report For Year 2001 Street Improvements. This action is the first step in the process of improving selected streets in 2001 and assessing abutting properties per City assessment policy. A petition to improve any of the proposed streets has not been submitted to the City. Overview. The 2001-2005 CIP includes street improvements for sth A venue (Excelsior Boulevard to 1 st Street North), 11 th Avenue South (Smetana Road to South Landmark Trail), 14th Avenue North (4th Street North to South Service Drive), and 16th Avenue North (lst Street North to 2nd Street North). The first step in proceeding with a 2001 project is ordering a feasibility report. Staff has selected a qualified consultant to undertake preliminary engineering and compiling the report and requests Council approval to proceed. The cost of the report and project survey work is $19,750. Project background The scope of the proposed 2001 street improvements (some assessable) includes: 8lh Avenue Excelsior Blvd. to 15t Street North 11 th A venue South Smetana to South Landmark Trail 14th Avenue North 4th Street North to frontage road 16th Avenue North 151_2nd Street North These streets were selected for 2001 improvements in light of their current pavement condition as detailed in the year 2000 Pavement Management Condition Survey and the perceived inadequacy of curb and gutter sections. Improvements will cover the spectmm of mill/overlay, partial reconstmction, to full reconstmction, A current geotechnical repOli as well as supplementary subgrade boring and testing will be used to define the project scope. . Why order a feasibility report? Preparation of a feasibility report is required by MS 429 assessment procedures. The report will provide preliminary engineering infommtion, project cost estimates and preliminary assessment amounts to help City Council decide whether or not to proceed . with the project. It is also used to present and discuss the project with the abutting residential and commercial owners. . Selection of consultant Staffreviewed past performances of the vmious City consultants and selected Bolton and Menk as the engineer of choice on this project. The City has completed several successful projects under BMI and has had good working relations with that firm's employees. Choosing this fim1 in carrying out a residential project plays to the strengths of BM!. Staff is mindful that it carry this mode of selection through with other kinds of projects and other consultants in order to meet a level of fair play. . Project budget The 2001 CIP budget for this project is $492,400 ($120,200 from the City PIR fund, $270,400 from special assessments, $71,800 from MSA funds, $30,000 from the Storm Sewer Utility). The associated budget for utility improvements is $200,000. These are estimates and are open to change contingent on leve 1 of improvement and extent of utility work. . This proposal is . based upon our discussions with you and the Public Works staff on September 6 and 8, 2000. Thank you for your input in helping us develop this proposal. As a part ofthis proposal, we have reiterated the scope of work, initiated a project schedule, and have included an estimate of fees for our professional engineering and surveying services. I. Scope of Work In accordance with the City of Hopkins ' 2001-2005 Capital Improvement Plan, City staff is requesting the services of its consultant to prepare a Feasibility Rcport for those street and utility improvements planned for the year 2001. These streets include: A. 81h Avenuc, between First Street North and County Road 3 B. 11 th A venue South, between South Landmark Trail and Smetana Road C. 14th Avenue North, between Fourth Street North and South Service Drive D. 161h Avenue North, between First Street North and Second Street North To assist in the preparation of the feasibility report, a complete topographic survey of each ofthe proposed improvement areas is proposed. Also, an additional geotechnical evaluation is proposed to supplement the City's December 27, 1999, geotechnical report prepared by GME Consultants. This evaluation will include taking two soil borings along 161h A venue North, two borings along 14th Avenue North, eight borings along 8th Avenue, and an additional twelve borings along 11 th Avenue South, as recommended by GME Consultants. . Review the condition and thickness of the existing bituminous pavement and determine the feasibility of a mill and overlay improvement if reconstruction is not required. 4. Review MnlDOT State Aid bike trail guidelines and research the feasible alternatives of making a trail connection between First Street North and County Road 3. 11 th Avenue South, between South Landmark Trail and Smetana Road l. Review all survey information, utility videos, video logs, and asbuilts in order to assess the conditions of the underlying utilities. Make any necessary recommendations. 2. Review the condition of the existing bituminous pavement to determine the need for reconstruction. . 3. Review the existing surface drainage characteristics. Make any necessary improvement recommendations. 4. Discuss the condition of the existing street light wiring. Make any necessary improvement recommendations. 5. Compare the existing AADT information and projected traffic volumes with MnlDOT State Aid design criteria to determine the need for additional traffic lanes. 6. Review the existing trail alignment along the east side of 11 th A venue to determine the feasibility of keeping it within the existing street right-of-way. 7. Based on the results of items 5 and 6, we will determine if the acquisition of additional right-of-way will be necessary to facilitate the proposed improvements. 14th Avenue North, between Fourth Street North and South Service Drive l. Review all survey information, utility videos, video logs, and asbuilts in order to assess the conditions of the underlying utilities. Make any necessary recommendations. 2. Review the existing surface drainage characteristics. Make any necessary improvement recommendations. 3. Review the condition of the existing bituminous pavement and curb and gutter and make any recommendations regarding partial or full reconstruction. 4. Review the thickness of the existing bituminous pavement and determine the feasibility of a mill and overlay improvement if full reconstmction is not required. . 2 . 161h Avenue North, between First Street North and Second Street North 1. Review all survey information, utility videos, video logs, and asbuilts in order to assess the conditions of the underlying utilities. Make any necessary recommendations. 2. Review the existing surface drainage characteristics. Make any necessary improvement recommendations. 3, Review the condition of the existing bituminous pavement to determine the need for reconstmction. Additional tasks to be completed as part ofthe Feasibility Report include one (1) City staff meeting, two (2) public information meetings, one (1) City Council meeting for presentation ofthe Feasibility Report, a preliminary cost estimate, and preliminary assessment rates. II Proiect Schedule Partial funding for these proposed improvements is expected to come from special assessments (Chapter 429) and State Aid. CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 2000-69 RESOLUTION ORDERING THE PREPARATION OF FEASIBILITY REPORT FOR YEAR 2001 STREET IMPROVEMENTS WHEREAS, the following streets are in need ofrehabilitation: 8th Avenue from Excelsior Blvd. to 151 Street North; 11th Avenue South from Smetana Road to Landmark Trail South; 14th Avenue North from 4th Street to South Service Dr.; 16th Avenue North from 15t to 2nd Street North; and WHEREAS, City staff is requesting that these streets be upgraded under the City's assessment policy even though no petition for the upgrade has been submitted; and WHEREAS, the first step in the assessment procedure is the ordering of a feasibility report. . NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins, Milmesota, that the proposed improvements be referred to the firm of Bolton and Menk, Inc. for study and that they be instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended, Adopted by the City Council of the City of Hopkins, Milmesota, this 19th day of September, 2000.
