Move to approve Resolution 00-19, approving of additions to Zion Lutheran Church. At the Zoning and Planning meeting, Mr. Engel moved and Mr. Bartz seconded a motion to approve Resolution RZOO-3 recommending approval of the conditional use permit to construct additions to Zion Lutheran Church. The motion was approved unanimously. Overview. The applicant, Zion Lutheran Church, is proposing to construct two additions to the existing Church. Zion is proposing two small additions on the interior of the site. The addition on the west side of the building will be used as offices on the first floor and a child care area on the lower floor. The addition on the east side will be used as a lobby. The additions are small. The total square footage of the additions is approximately 2400 square feet. The additions will architecturally match the existing structure. Primary Issues to Consider. · What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? . Primary Issues to Consider. · What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? The subject site is zoned R-I-C, single family medium density. The Comprehensive Plan has designated the site as Low Density Residential. The proposed use and the Comprehensive Plan designation are consistent. · What are the specifics of the development? Exterior The exterior of the east side will be smooth around the entrance with matching stone in the other areas. The west side is proposed to have the same stone as the existing building. The applicant has stated that for budget reasons stone will not be possible; they will do stucco. Access Access to the site will remain the same. e Traffic Traffic on the site will not be affected. All access points will remain the same. Landscaping The site plan indicates that four viburnum will be removed. The site plan indicated that new foundation plantings of viburnum and arborvitae will be planted on the west side of the building. The site is required to have two plantings of the required size. Staff has contacted the architect regarding the plantings required. Zion will plant the required trees. Setbacks The ordinance requires a setback of35 feet. The proposed additions will be on the interior of the site and will not affect the setbacks. Trash The trash will not be affected. Drainage e Minnehaha Watershed District will not have to approve the drainage for the site because of the small size ofthe additions. . . e CROO-42 Page 3 Parking The parking area will remain the same. Public Works Public Works has reviewed the proposed additions and has no comments on the preliminary plans. Surrounding Uses The site is surrounded by single family residential to the west, north and south and a City Park to the east. . What is the timing for the proposed development? The applicant would like to start construction with the foundation excavation in late April, with construction taking place during the summer. · What was the discussion at the Zoning and Planning meeting? Ms. Anderson reviewed the proposed additions. Loren Hoseck, representing Zion Lutheran, appeared before the Commission. Mr. Engel inquired about the stucco around the doors. Mr. Hoseck stated that they would only do stucco if the budget did not allow for the stone, but the stucco will match the stucco on the existing building. Alternatives 1. Approve the conditional use permit. By approving the conditional use permit, the applicant will be able to construct the additions as approved. 2. Deny the conditional use permit. By denying the conditional use permit, the applicant will not be able to construct the additions as proposed. If the City Council considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further information. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 00-19 RESOLUTION MAKING FINDINGS OF FACT AND APPROVING A CONDITIONAL USE PERMIT TO CONSTRUCT ADDITIONS TO ZION LUTHERAN CHURCH WHEREAS, an application for Conditional Use Permit CUPOO-I has been made by Zion Lutheran Church; WHEREAS, the procedural history of the application is as follows: 1. That an application for a conditional use permit was made by Zion Lutheran Church on January 24,2000; 2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published notice, held a public hearing on the application and reviewed such application on February 29, 2000: all persons present were given an opportunity to be heard; 3. That the written comments and analysis of City staffwere considered; and 4. A legal description of the subject property is as follows: Lots 1 to 3 inclusive and commencing at northwest comer of Lot 17 then south to southwest corner of Lot 12 then east 133 58/100 feet thence northerly to a point in southerly line or road distant 12 5/10 feet southerly from northeast comer of Lot 17 thence northwesterly to beginning. Block 1 Bumeside Addition. NOW, THEREFORE, BE IT RESOLVED that the application for Conditional Use Permit CUPOO-l is hereby approved based on the following Findings of Fact: 1. That the proposed additions meet the requirements for a conditional use permit. BE IT FURTHER RESOLVED that application for Conditional Use Permit CUPOO-l is hereby approved based on the following conditions: 1. That the two plantings of the required size are added to the site.
