SPACE NEEDS ANALYSIS
Proposed Action
Staff recommends adoption of the following motion: Move to aoorove .
The firm of Boarman, Kroos, Pfister, Vogel & Associates be retained to do a space needs analysis of the
police and fire department facilities.
Overview
Both the police and fire departments have shortages of office, operational and/or storage space in their
current facilities. In order to determine what alternatives might be available to alleviate these shortages,
it is necessary to first conduct an analysis of the current facilities and current and possible future needs
before deciding what avenues to explore. Two firms, Boarman, Kroos, Pfister, Vogel & Associates and
Miller Dunwiddie, Inc. submitted proposals for the space needs analysis. Staff recommends the former
firm because they have much broader experience dealing with police and fire facilities and their bid was
lower than that of Miller Dunwiddie, Inc.
Primary Issues to Consider
· Is a formal RFP needed? No. The cost for this study is below the RFP threshold.
· Does this study obligate the City to further action or costs? No. While the study may
validate the police and fire departments' needs for additional space and make
recommendations for further review of alternatives, the City is under no contractual
obligation to act on the recommendations or expend additional funds.
· Does the recommended firm have expertise in the Public Safety arena? Yes. BKPV has
been involved in the planning and construction of numerous police and fire facilities in the
metropolitan area.
