2000 ALLEY RECONSTRUCTION
Proposed Action
Staff recommends adoption of the following motion: Move that Council adopt
Resolution 2000-24, Resolution Ordering Improvement After Public Hearinq, Alley
Reconstruction Project 00-02.
This action continues an assessable improvement project.
Overview
Council at its February 15 meeting considered and accepted a feasibility report
concerning the reconstruction of alleys in the 100 Block of 17th/18th Avenues North and
the 10 Block of 7th/8th Avenues North. Council ordered a public hearing for March 21.
Notices of this hearing have been sent to all affected property owners. A public
information meeting was conducted March 16 for discussion of all improvement issues,
estimated costs and assessment policies/rates as outlined in the feasibility report.

Analysis
. Summary of feasibility findings
The two referenced alleys are deemed substandard improved
alleys. They are bituminous surfaced roadways in various
stages of disrepair brought on by inadequate pavement sections
and edge drainage problems. These two alleys are near the end
of the City's priority list of needed reconstruction projects.
The report recommends reconstruction with concrete to a
l2-foot width and 6~inch depth in Block 100 and a 10~foot
width and 6-inch depth in Block 10. Also reco~nended is
installation uf oversized turning radii at the alley apron
connections to their respective streets. This is to
accommodate City vehicles (plowing and t"rash collection). Any
required restoration to existing driveways will be with
materials in kind. Per long-standing City policy there will
be no sod restoration but topsoil and seed instead where
practical and bituminous patching where needed and decided
upon mutually by owners and the City.

The report recommends costs to be assessed in accordance with
City policy (RO% - 20% split), that assessments be levied on a
linear footage basis, and that the maximum lineal assessment
for an oversized residential property (excluding rentF.ll and
commercial) should be limited to 75 feel. Rates in the 100
Block would fall in the $37/foot range, in the 10 Block
$30/foot ranqe. This is only slightly higher to rates
experienced in 1999 reconstruction projects.

Two large elm trees in Block 100 encroach upon the alley

offsetting the roadway centerline, tree roots would need to be
cut and to the extent that the trees would be compromised.

It is proposed to assess every lot, piece or parcel of land benefited by said improvement whether
abutting thereon or not, based upon benefits received without regard to cash valuation.
Persons desiring to be heard with reference to the proposed improvement should be present at
this hearing.
This Council proposes to proceed under the authority granted by Chapter 429 MSA.

FEASIBILITY REPORT
CONCRETE ALLEY PA VING
CITY PROJECT NO. 00-02
Introduction
The City of Hopkins' 2000-2004 Capital Improvement Plan (CIP) includes an alley paving
project for each year within the plan. ror 2000, staff dctennined that the alley bctween 17th o.nd
18th Avenues from I st to 2nd Street North and between 7th and 8th Avenues N or1h 1101th of
Mainstreet required upgrades with concrete paving due to the poor drainage and deteriorated
condition of those alleys. The City Council reviewed these proposed alley paving improvements
during their review of thc eIP. and subsequently authorized staff to begin the initial analysis of
the improvement upon their approval of the 2000-2004 eIP.
Background
The alleys in the 100 block between I 7th/18th Avenues North and 10 block between 7th/8th
A venues North arc presently considered improved but substandard. Their surface consists of one
to one and one half inches of bitumi naus paving with less than adequate drainage characteristics
from the propcrties to the alleys. The combination of a poor pavement section and inherent
drainage problems has led to the increased rate of deterioration of the alleys. The result is that
. levels of maintenance have grown larger.
Proposed Improvements
The proposed alley improvement projects are presented on Exhibit 1 and 2, attached. The
projects provide for the construction or a concrete pavement surface] 2 feet wide and 6 inches
thick in the 100 block and 10 feet wide and 6 inches thick in the 10 block, in accordance with the
City of Hopkins' concrete alley construction standard.
The existing bituminous driveways will be sawcllt and restored with bituminous driveway
pavement upon completion of the concrete alley paving. There will be no sod restoration within
the limits of this project. Any turf restoration required by the project will be accomplished with
black dirt and seed.
The concrete alley paving will consist of an inverted crown section, which is slightly dcpressed
in the center to allow stonn rllnoffwithin the alley section versus ponding in the adjacent
propclties. The pavement grade will be established to direct the runoff to the intersecting streets.

It is anticipated that all new alley constmction will be limited to the existing 14 foot right of way;
however, driveway and parking lot restoration will extend up to two feet beyond the limits of the
existing public right of way. The constmction will also require the replacement of the concrete
apron at intersections with City streets.

Proposed Funding
It is proposed that the concrete pavement project be assessed in accordance with the City of
Hopkins' current assessment policy, wherein 80% of the cost is assessed to abutting properties
and 20% is funded as a City cost. It is further proposed that the City's pOltion of the costs be
paid entirely from the storm sewer utility fund, in accordance with City policy.
It has been dete1111ined that the fairest method to assess this project is on a linear footage basis.
and that the maximum lineal assessment for an oversized residential property shall be based on
75 feet. Commercial property shall be assessed at its actual lineal footage. These methods
reflect a policy practiced by the City in past alley assessments.

Recommendations
.
The project is necessary to coneet maintenance problems caused by inadequate alley paving.
Maintenance problems include high maintenance eosts for patching and other problems
associated with poor drainage. The project is cost effective and it is pmt of the City's annual
alley paving program. The City plans for necessary capital improvements mmually to coordinate
other work and ensure that necessary improvements are provided in a timely and cost-effective
mmmer.

recommended that the City Council accept the project engineer's feasibility rep0l1 as outlined

RESOLUTION NO 2000-24
RESOLUTION ORDERING IMPROVEMENT AFTER PUBLIC HEARING
ALLEY RECONSTRUCTION PROJECT 00-02
WHEREAS, a resolution of the City Council adopted the 15th day of
February, 2000, fixed a date for a Council hearing on the
proposed improvement of alleys in the 100 Block of
17thjlSthAvenues North and the 10 Block of 7th/8th Avenues
North, and
WHEREAS, the Council deems it appropriate and expedient to
construct the alleys with concrete pavement, and

WHEREAS, ten days mailed notice and two weeks published notice
of the hearing was given, and the hearing was held
thereon on the 21st day of March, 2000, at which all
persons desiring to be heard were given an opportunity to
be heard thereon,
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HOPKINS, MINNESOTA:
1. Such improvement is hereby ordered as proposed in the
Council resolution adopted the lSili day of February,
2000.
2. The City Engineer is hereby designated to prepare
plans and specifications for the making of such
improvement.
Adopted by the City Council of the City of Hopkins this 21st day
of March, 2000.
