CR 2000-051 Approve Engineering Services Agreement-Excelsior Blvd, Phase II Utility Improvements CITY OF ~ HOPKINS e March 17, 2000 Council Report: 2000-51 Approve Engineering Services Agreement - Excelsior Blvd, Phase II Utility Improvements Proposed Action. Staff recommends adoption of the following motion: "Move that Council authorize the Mayor and City Manager to enter into an agreement with RLK - Kuusisto Ltd for engineering services regarding Excelsior Boulevard utility improvements" Overview. . The City's utilities under Excelsior Boulevard between Hwy 169 and Blake Road require improvements. The 8" water distribution pipe is old cast iron pipe which has a history of leaks from the main and from service connections. In addition, the pipe is located under major communication conduits. In addition, it is prudent to survey the condition of the 12" vitrified clay sanitary sewer pipe and design repairs/replacements to be done in conjunction with the Excelsior Boulevard reconstruction, Phase II project. Approval of this agreement provides for project design and preparation of construction documents and construction-related services in order to construct the water pipe replacement and determine sanitary sewer needs. The utility improvements would be constructed in 2001 as a part of the Hennepin County road reconstruction project. The total estimated engineering services fees are $27,754. Primary Issues to Consider . Engineering consultant selection RLK-Kuusisto is currently completing design on the sanitary sewer lift station #6 reconstruction. This lift station is on the north side of Excelsior Boulevard, partially under the road pavement, just west of Blake Road. Staff feels that this additional utility design work naturally follows what RLK has already begun with the sanitary sewer lift station/piping work. The proposed fees are reasonable considering the scope of the project and the extensive utility coordination work required. Supporting Information · RL<t;~ Steven 1. Our services will include the preparation of a Feasibility Study to assist the City to determine the sanitary sewer utility improvements that need to be completed with regards to the Excelsior Boulevard reconstruction project, and to provide Design and Construction Phase Engineering Services for the watermain utility improvements that have been identified by the City and as outlined below. e Once the feasibility study for the sanitary sewer improvements have been presented and approved by the City, the engineering fees for the design and construction phase services for those improvements should he jointly negotiated by RLK-Kuuslsto and the City and made part of this agreement by amendment. PART 1 - STUDY AND REPORT Sanitary Sewer Improvements: Upon authorization from the OWNER. RLK-Kuusisto, Ltd. will prepare and present a feasibility study setting forth our findings and recommendations. For this study we will review the television tapes of the sanitary sewers located along CSAH #03 from Blake Road westerly to Highway 169 (approximately 2,235 feet). Field review of the sanitary sewer infrastructure and review of city records will be completed as needed. ^ Feasibility Report will be prepared to address the condition of the sewers and provide recommended sanitary sewer improvements to be completed in conjunction with the Excelsior Boulevard reconstruction project. The report wi II provide conceptual design criteria for the recommended improvements with an opinion of probable Total Project Costs including the estimated engi neering costs for the design and construction phase services associated with the improvements. For this work we would be paid at oLlr Standard Hourly Rates and for Rcimburseable Expenses in accordance with the attached Professional Services Rate Schcdulc, not to cxcecd $2,000. . The ENGINEER will prepare and submit Invoices to OWNER. once each month, for services performed during such period with final payment made in whole adjusted in the sum of $~.OOO. PART 2 - DESIGN PHASE SERVICES Sanitary Sewer Improvements: Upon authorization from the OWNER, we would prepare plans and specifications for thc sanitary sewer improvements as identified in the approved feasibility study. We would prepare working plans and specifications ill sufficient detail to enable contractors to make an informed bid and to carry out the construction work to complete the contract as contemplated. We would also aid in the receiving of bids from Contractors and in awarding of construction contracts for the project(s). This will include preparation of the Advertisement for Bids. For this ",lark we would be paid a fixed fee in an amount jointly determined and agreed upon by RLK-Kuusisto, Ltd. and the City and made paJi of this agreement by amendment. The ENGINEER will prepare and submit Invoices to OWNER, once each month. for services performed during such period with final payment made in whole adjusted in the sum of the fixed fec. Payment of invoices are due and payable within 30 days of receipt. Watermain Improvements: Upon authorization from the OWNER, we would prepare plans and specifications for 8" diameter watermain replacement and realignmcnt along CSAH 3 (Excelsior Boulevard) from Monroe Avenue (gate valve east of railroad track) east to Pierce Avenue. The project will include a watermain extension from CSAH 3 north to the south side of the railroad right-of-way on Jackson Avenue. Four (4) existing valves at Tyler Avenue will be replaced along with a valve on CSAH 20 (Blake Avenue) located just south of CSAH 3. Hydrants, hydrant leads and valves. main line valves, and services to R/W with shut-offs will be incorporated as required. We would preparc working plans and specifications in sufficient detail to enable contractors to make an informed bid and to carry out the construction work to complete the contract as contemplated. We would also aid in the receiving of bids from Contractors and in awarding of construction contracts for the project(s). This will include preparation of the Advertisement for Bids. Services will be coordinated with City staff and with the Hennepin County reconstruction project. For this work we would be paid at our Standard Hourly Rates and for Reimbursable Expenses in accordance with the attached Professional Services Rate Schedule. The estimated cost for this work for the Sanitary Sewer Improvements will be determined in the feasibility study. The estimated cost for this work for the Watermain Improvements is $5,700 (Assuming full service level). The ENGINEER will prepare and submit Invoices to OWNER, once each month, for services performed during such period. Payment of invoices are due and payable within 30 days of receipt. PART 4 - RESIDENT PROJECT REPRESENT A TIVE SERVICES Upon successful award of construction contracts. we would provide on-site Resident Project Construction Observation services as directed by the City. Services will be coordinated with City staff and with the Hennepin County reconstruction project. For this work we would be paid at our Standard Hourly Rates and for Reimbursable Expenses in accordance with the attached Professional Services Rate Schedule. The estimated cost for this work for the Sanitary Sewer Improvements will be determined in the feasibi lity study. The estimated cost for this work for the Watermain Improvements is $8,550 (Assuming full time construction observation, 15 days). The ENGINEER will prepare and submit Invoices to OWNER, once each month, for services performed during such period. Payment of invoices are due and payable within 30 days of receipt. PART 5 - OPERATIONAL PHASE SERVICES During the one-year warranty period for the project we will provide engineering services and consultations as requested by OWNER. For this work we would be paid at our Standard Hourly Rates and for Reimbursable Expenses jn accordance with the attached Professional Services Rate Schedule. The ENGINEER will prepare and submit Invoices to OWNER, once each month, for services performed during such period. Paymcnt of invoices are due and payable within 30 days ofreceipt. Services are to be rendered in the customary phases which are set forth in the attached General Provisions and Exhibits. We would expect to start our services promptly upon receipt of an executed contract. The time periods for the performance of our services are set forth in Exhibit A to the General Provisions.
