CITY OF ~ HOPKINS April 27, 2000 Council Report: 2000-76 Approve Design, Order Bids, Lift Station #6 Reconstruction Proposed Action. Staff recommends adoption of the following motion: "Move that Council approve Sanitary Sewer Lift Station #6 Reconstruction design and authorize bids". Overview. Lift Station #6 is located on the north side of Excelsior Blvd just west of Blake Road. City Council approved design ofthis project in March, 1998 for 1999 reconstruction. The project was moved back one year due to the delay in approval of the preliminary road layout for the Excelsior Boulevard Phase II reconstruction project. The Excelsior Blvd, Phase II preliminary layout has been approved and lift station #6 design is now complete. Staff requests design approval and authority to advertise for bids. Council Report 2000-76 Page 2 Analysis of Issues · Project cost/funding: The engineers opinion of probable construction cost is $197,000 plus an estimated $40,000 for city furnished equipment. The cost is well above the CIP amount because staff has simply carried forward the same project amount since the project first appeared in the CIP in 1995. Also, the current project includes a control system upgrade to be compatible with the new SCADA utilities radio control & alarm system. The above cost includes a 10% construction contingency. The sanitary sewer fund has a strong working capital balance and a healthy 5-year projection showing increasing capital balances - see attached capital projection report. . Project Scope: This project will replace the existing deteriorated wet welVdry well lift station with a City standard wet well lift station. The new wet well will be located behind the Excelsior Blvd street and sidewalk. The current lift station is located under the road pavement. Besides a new wet well, new pumps and a new above-ground control system will be installed. In addition, the new lift station will discharge into an existing sanitary sewer flowing west to the large trunk sewer running north along the east side of Hwy 169 to the Metropolitan Council Environmental Services lift station near Lake Street and Blake Road. This change reduces the flow going to City-owned lift station #5 (located on the south side of Excelsior Blvd adjacent to Meadowbrook golf course). · Project Impact There should be no sanitary sewer impact to customers connected to this lift station as the project requires bypass pumping during construction. The construction area extends both behind the curb on the north side of Excelsior Blvd and within the traffic lanes of Excelsior Blvd. Therefore, there will be construction impact to both the traveling public and to the Hopkins Commerce Center businesses whose storefronts face Excelsior Blvd. There is a 133' long temporary construction easement area along the north side of Excelsior Blvd for the operation of construction equipment. A single lane passage will be maintained along the front of the businesses. One of the business center signs will have to be removed during construction. The contractor is required to reinstall the sign within one month of removal. Access to the business center from Excelsior Blvd will be more difficult during construction. However, the current driveway will remain open for right-in only traffic and Pierce Avenue . e It Council Report 2000-76 Page 3 access will remain open. The contractor will install temporary signs marking access points to the business center. City staff has worked closely with the business center owners describing the project impacts and schedule. The owners approved the temporary construction easement as well as a slightly expanded permanent easement area. In the construction area, traffic lanes on Excelsior Blvd will be reduced to a single lane in each direction. The estimated duration ofthe traffic control is 45 days. Staff is attempting to limit impacts of the project through construction contract incentive pay and liquidated damages. The performance period of the contract is 45 days. Of course, the contractor will not be charged for days lost due to weather or other factors outside his control. The contract includes incentive pay for early completion. If the contractor completes the work in less than 45 days, he will be paid $500 for each day up to a maximum of$7,500 (15 days). Conversely, the City will have a contractual right to impose up to $2,000 per day if the contractor exceeds the 45 day construction schedule. .
