Staff recommends adoption of the following motion: Move that Council adopt Resolution 200-64 a resolution requesting additional Hennepin County Parks action to improve the current trail crossing of Excelsior Boulevard. Overview. In April, 1998 City Council expressed support for the Hennepin County Trail extension improvement project. This project paved the SW LRT trail within Hopkins from the east city limits to 11th Avenue South, The project also included installing an Excelsior Boulevard at-grade crossing. As a part of the motion to support the project, City Council also asked that the Hennepin County Board and Highway Department look at options for crossing Excelsior Boulevard including surface and raised (grade-separated) crossings. The proposed resolution expresses Hopkins City Council continued concern . with the safety of the existing crossing and requests action to develop a safer temporary and permanent crossing. Detailed Background In 1999, Hennepin County prepared three options for an alternative crossing further north along the north side orSt Louis Street from Jackson Avenue proceeding west to the east Hwy 169 ramp intersection. The crossing would be at the signalized ramp intersection. Hopkins city staff responded with a preferred design. Due to the need for right of way, cost, difficulty of construction, and the upcoming North Annex and associated roadway improvements, the alternative crossing was not pursued. In addition, the Suburban Hennepin Regional Park District did not agree with the proposed alternative crossing. They believe that trail users will continue to use the more direct Excelsior Boulevard crossing, even with the alternative crossing in-place. . What is the accident history at this crossing? MINNESOTA RESOLUTION No. 2000-64 RESOLUTION REGARDING REGIONAL TRAIL CROSSING ON EXCELSIOR BOULEVARD WHEREAS, the Southwest LRT regional trail has been improved to include asphalt paving and trailside amenities and is used by many Hopkins residents, families, and children of all ages, and WHEREAS, trail use will soon increase with the upcoming completion of the Hutchinson Spur Trail improvements, and WHEREAS, although the existing Excelsior Boulevard at-grade crossing just east of the Depot Cofteehouse trailhead area is signed and marked to comply with trail crossing standards, it is extremely challenging to safely cross at this uncontrolled location, and WHEREAS, this trailhead area at the confluence of two major regional trails should have a safer, controlled crossing or a grade-separated crossing, . NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF HOPKINS DOES HEREBY REQUEST that the Suburban Hennepin Regional Park District, in coordination with the City of Hopkins and Hennepin County Transportation: 1. Investigate whether a safer short-term alternative Excelsior Boulevard crossing exists that could be made available this year. 2, Develop a permanent crossing improvement, preferably a grade separated crossing, in conjunction with the SuperValu redevelopment plans in this area.
