Overview. Council at its August 2 meeting approved plans and ordered bids concerning the construction of a new municipal parking facility, Lot 750. All bids were reviewed for accuracy and qualifications. After corrections were noted on the Bituminous Roadways bid total, the actual low bidder was found to be DMJ Corporation. The contractor has bid several City projects in the past and has actually performed subcontractor work in Hopkins on larger projects. . Costs and funding The low bid is roughly 13% higher than the engineer's estimate. This is not surprising considering late summer and early fall are not good bidding months, All four bidding contractors indicated their work schedules were fairly full and there was no high priority placed on seeking additional contracts at this time. This rationale seems to be borne out . of the close bidding figures ofthe three highest quotes. Of the total project cost, roughly $4,600 is attributed to stom1 sewer upgrades in 9th Avenue that are beyond the scope oft11is project. This amount should be funded by the Storm Sewer Utility. The remaining $141,800 shall be funded byUS Bank through a ten-year tenn special assessment process, . Schedule September 5 Bid award September 11 Begin construction October 27 Substantial completion . Staff recommendation The contractor is deemed to be qualified. The consultant has determined that bids are high because of poor timing and the existing market conditions in the construction world (contractors with heavy work loads). Staff feels there are no alternatives but to proceed with the project, given the constraints US Bank is under to provide employee parking at the earliest time. Based on the total bid amounts DMJ Corporation is the apparent low bidder. We checked all bids as to the extensions and addition. Bituminous Roadways incorrectly ~dded the extensions of their bid, The correct amount was used as the total for Bituminous Roadways. All other bids were accurate as to the extensions and addition.
