PROPOSED PARKING PERMIT FEE INCREASES
Proposed Action
Staff recommends adoption of the following: Move to approve Resolution 2008-058 Parking Permit Rate
[ncrease.
Approval of the motion will increase parking permit fees as follows -daily fee - no change; monthly fee from
$17 to $20; quarterly fee from $43 to $47; and the annual fee from $150 to $160 and will add an Electric Car
Permit fee of $280 for an annual permit or $77 for a quarterly permit effective January 1, 2009.

Current ramp and municipal lot parking permit fees are $3 per day, $17 per month, $43 per quarter and $ 150 per
year and have been in place since 2005. An increase in the parking permit rates will help offset the raising cost
of maintenance and enforcement of the city owned municipal lots and the aging municipal ramp. Expenses
increased from $114,600 in 1997 to approximately $148,000 in 2004 and have declined to around $105,000 in
2009 primarily due to a reduction in parking enforcement officers from 2 to 1. While revenues have increased
from $49,007 in 1997 to approximatley $100,000 in 2004 they too have declined as our court fines revenues have
decreased. So, while we have been working to keep expenditures down the revenues have decreased so we've
not made progress at getting the revenues sufficient to support the operations.
The sources of revenue for the maintenance of the parking facilities are permit fees, court fines and interest. As
our facilities age, especially the parking ramp which will be 18 years old, we will need to provide the resources to
adequately maintain them. Current fund balance in the parking fund as of October 17, 2008 is $249,503. There
are no capital improvements planned for 2009 other than $10,000 for safety galvanized cable replacement which
will be paid from the Parking Fund. Despite the proposed rate increase we project a 2009 budget deficit of
$ l 9,400.

Staff Recommendation
Finance recommends increasing the current parking permit rates and implementing an electric car permit as stated
above to provide revenue for the continued enforcement and maintenance of city owned parking lots and ramp. The
change in rates would take effect January ls', 2009.

PARKING PERMIT RATE INCREASE
WHEREAS, the City of Hopkins has established Ordinance No, 91-1310, City Code
section 1310.11 which defines parking permit rates and allows adoption of fees through council
resolution, and,
WHEREAS, it is estimated the present parking permit rates are not sufficient to cover
operating and enforcement expenses over the next five years and will not provide sufficient
funding for capital improvements to the municpal lot and parking ramp;
NOW, THEREFORE, be it hereby resolved that the City Council of the City of Hopkins
hereby sets the parking permit fees at the following rates:

Electric car permits include a parking space equipped with electricity. Currently there are two
designated electric car permits spaced located in the parking ramp.

Refunds:
Pro-rated refunds for quarterly and yearly permits are available from the City in the event an
employee is no longer working in the downtown area (see pro-rated schedule above). Fractional
months will not be counted towards a refund. A $5 service charge will be deducted from the
total refund for processing. A two-week processing period is required to issue a refund.
Location of Permit on Vehicle:
Permits must be affixed to the LOWER LEFT CORNER IN THE REAR WINDOW. Permits
must be visible from the adjacent drive isle at all times when the vehicle is parked. Avoid
placing the adhesive permit sleeve directly over any rear defroster wires.
Lost Permits:
Lost permits will be replaced at a service charge of $5.
No Guarantee on Availability of Parking Spaces:
With the exception of the electric car permits, a parking permit does not guarantee a parking
space or reserve any specific space in any municipal lot or ramp. Electric car permits have
designated parking spaces in the parking ramp that are equipped with electrical outlets.
Note: FREE daily permits are available for seminarlconvention activities and for
construction/commercial vehicles.
GENERAL MUNICIPAL PARKING REGULATIONS
Time Limits:
Time limit regulations are generally enforced in the downtown area between 8:00 am and 6:00
pm, Monday through Friday or as otherwise posted.
Customer Parking:
Time limits are posted in the ramp, each municipal lot and on downtown streets. Please be
aware that time limits may vary between lots and within different areas of the same lot.
Employee Parking:
Employee parking is allowed in designated areas for longer than the posted limits if a current
permit is displayed in the lower left corner of the rear window of the employee's vehicle.
Handicapped parking:
Handicapped parking is allowed in any parking space without displaying a City of Hopkins
parking permit. The vehicle is required to show proper state handicapped identification.
Municipal Parking Ramp -Hours of Closure:
The municipal parking ramp is closed to parking from 2 am to 5 am.
Overnight Parking for Residents of Certain HouseholdslApartments:
Overnight parking is available for residents of certain addresses with a special permit in the
municipal ramp and in Lots 200 and 300.
