PARKING ON BOTH SIDES OF 17~ AVENUE NORTH
Proposed Action.
This is a discussion item only. Staff is seeking City Council input on this
issue prior to meeting with 17~` Avenue residents.
Overview.
Residents on the east side of 17`~ Avenue North would like the benefit of
being able to pazk along 17~' Avenue. Since 1966, when 17~` Avenue was
constructed to its current width, pazking has been allowed only on the west
side of the street. A petition was presented to City Council in June, 1996.
Staff recommendation was for no change to the current one-side pazking. On
July 2"d Ciry Council ordered that staff request MN DOT State Aid Office
approval to allow pazking on both sides of 17~' Avenue North, except during
the peak traffic periods of 7 - 9 am and 4 - 6 pm. On December 12, 1996
staff obtained MN DOT State Aid Office approval for pazking on both sides
of 17~` Avenue with the peak traffic periods restriction. Staff still
recommends that pazking on 17~` Avenue North be limited to one side of the
street.

Analysis of Issues.
• Narrower effective street width during the winter season
Staff cannot guarantee that the avenue will be cleared of snow from curbline
to curbline. Currently, Public Works uses a 4-5 foot section along the
curbline of the street for snow storage. The boulevazd is not enough at only
3.5 feet wide. As a result, the useable street width in the winter months is
only about 30 feet -not wide enough to safely allow parking on both sides.
Additionally, vehicles will pazk a couple feet away from the high snow banks
to allow passengers to exit.
In order to maintain the 36 foot street width, Public Works would have to do
a combination of winging the snow back and removing the snow. There are a
couple of problems with this. First, there isn't time available to do this
additional work along 17`t' Avenue. Currently, after a significant snowfall the
Public Works crews aze busy for at least two days removing snow on
Mamstreet and the Central Business District side avenues. After that, snow
must be hauled out of the CBD parking lots. Secondly, if Public Works must
wing back the snow then PW will also have to be responsible for keeping the
sidewalks clear. This is another significant task which PW is not staffed or
equipped to do.
• Council Options.
Public Works could support any of the following options.
(1) Leave the pazking as-is, continue with parking on the west side only.
(2) Switch the pazking to the east side only.
(3) Provide additional parking six months/year by allowing parking on one
side of the street from May -October (except 7-9 am and 4-6 pm, Mon -
Fri) while retaining yeaz-round parking on the other side.

one (1) side of 17th Avenue North from Main Street to Railroad right of way
(presently walk/bicycle trail) and for 30 years parking has been permitted on the west
side of 17th Avenue North.

and equality request that parking be pezmitted on the east side of 17th Avenue North.
