ORDER FEASIBILITY REPORT
1997 ALLEY RECONSTRUCTION
ProDosed Action.
staff recommends adoption of the following action: Move that
Council adoot Resolution 97-08. Resolution Orderina preoaration
of Feasibilitv Reoort - 1997 Allev Reconstruction Pro;ects.
This action is the first step in a special assessment project
concerning alley upgrading for which no petition has been
submitted.
Overview.
The City has no formal alley paving program, but Council in the
past has instructed staff to present projects for consideration
where alleys have posed maintenance problems. The 1997 CIP
identifies four high maintenance alleys and staff is proposing to
upgrade them even though no petitions have been submitted. The
roadways in question are those alleys between 17th-21st Avenues
North, parallel with and north of Mainstreet.

Analvsis.
o Existing alley conditions
The alleys under consideration are "T" shaped with the
north/south leg having undergone reconstruction sometime in the
1960's. The remaining east/west leg is of bituminous surface,
which conditions are generally poor and characterized by
numerous patches. Additional issues needing to be addressed
are drainage and space for City truck maneuverability.
o Need for feasibility study
Feasibility reports are a mandatory procedure in the MS Chapter
429 assessment process. In addition, feasibility reports
provide council with detailed information and are a useful
basis for deciding whether to pursue improvement projects.
Information in the reports will give Council project costs,
potential assessment amounts per lot, and the City's 'share of
the project cost. Present policy calls for the City to assume
a 20% share of the project costs. The feasibility report will
be prepared by the city Engineer or his designate.

RESOLUTION NO. 97-08
RESOLUTION ORDERING THE PREPARATION OF FEASIBILITY REPORT
1997 ALLEY RECONSTRUCTION PROJECTS
WHEREAS, the east/west alleys between 17th and 21st Avenues
North, parallel with and north of Mainstreet are deemed to
be in deteriorated condition, and
WHEREAS, City staff is requesting that the alleys be upgraded
under the current assessment policy even though no petition
for the upgrade has been submitted, and
WHEREAS, the first step in the assessment procedure is the
ordering of a feasibility report.
NOW THEREFORE BE IT RESOLVED, by the city council of the City of
Hopkins, Minnesota, that the proposed improvements be
referred to the City Engineer for study and that he is
instructed to report to the Council with all convenient
speed advising the Council in a preliminary way as to
whether the proposed improvement is feasible and as to
whether it should best be made as proposed or in connection
with some other improvement, and the estimated cost of
the improvement as recommended.
Adopted by the City council of the city of Hopkins, Minnesota,
this 4th day of February, 1997.
