APPROVE CONSULTANT SERVICES AGREEMENT
1997 MILL AND OVERLAY IMPROVEMENTS
ProDosed Action.
staff recommends adoption of the following motion: Move that
Council aoorove a suoolemental aareement to the First Street
North Imorovement oro;ect as it relates to enaineerina services
for the 1997 Mill and Overlav Imorovements.
Overview.
council has approved a 1997 overlay project as it affects streets
identified in the city's Pavement Management Program. Staff
needs to have plans and specifications developed that can be
attached to the bidding documents being prepared for the 1st
Street North Improvement Project by Bolton and Menk, Inc.
primarv Issues to Consider.
o Why a supplemental agreement?
Bolton and Menk, Inc. has already been retained to
engineer two other City projects in close proximity to the
overlay areas. Staff foresees cost savings by
incorporating consultant activity in one package.
o Proposed cost
Bolton and Menk has submitted a proposal that estimates
engineering fees at approximately $16,000.00
o Recommendation
Staff recommends approval of the attached consultant
services agreement. The city has had success with Bolton
and Menk on other projects and the proposed 16% fee is
fair and within industry guidelines.

As we discussed, Bolton and Menk: will complete the plans and specifications for the additional mill and
overlay improvements, as well as the approveJ sidewalk and curb and gutter construction as follows:
1, No field topography is anticipated at this time. City staff will furnish BMI with a GIS map
of all of the existing utilities including manholes and water valves for purposes nf adjusting
castings, No grade changes are anticipated at this time. It is recommended that the
vertical and horizontal locations of the existing curb scheduled for removal be acquired by
a survey crew in conjunction with the project construction staking, This will ensure the
proper location of the new curb for replacement. No adjustments to storm sewer catch
basins are anticipated except at Second Street and 7th Avenue,
2, The plan sheet for both the mill and overlay as well as the sidewalk pedestrian ramps will
be a city location map of the proposed project area, BMI will add the plan sheet to the
Second Street North Storm Sewer Improvement plans together with the necessary typical
sections and details,
3, The specifications, quantities and bid proposal will be included with the Second Street
North Storm Sewer Improvement document using separate bid schedules, We will include
a crack repair bid item for Second Street South and North Service Drive and will estimate
the total amount for bidding purposes. It is difficult to acquire an actual amount at this
time due to the ice and snow conditions,
Again, the work described above, will be added to the Second Street North Storm Sewer Improvements.
We have confirmed with MnDOT Office of State Aid that we can bid both the First Street North metric
project and the Second Street North Storm Sewer eng!ish project together by using separate bid documents
but making the award based upon the sum total of both projects. This will anow a single contractor to
manage an of this work and save on mobility costs,
As directed, we will research the possibility of using Municipal State Aid funds for the North Service Drive
improvements, If this is agreeable to MnDOT Office of State Aid, then the bituminous curb and gutter on
the south side can be replaced with concrete curb and gutter. If approved, we can add this section of North
Service Drive to the First Street North plans. We may need additional field topography for this area,
however, we will review our previous drawings from the 1994 Oakridge South Improvement as well as
the 1995 North Service Drive Improvement projects,
Our estimated engineering fees for the scope uhvork' described above is based upon your estimated
construction cost of $100,000 and is as fonows:
