Memo- Excelsior Blvd Improvemnet Project, Study Area 3 PLANNING & ECONONUCDEVELOPMENT Memorandum To: The Honorable Mayor and City Council From; 1~im Kerrigan, Planning & Economic Development Director Date: January 31, 1997 Subject: Excelsior Boulevard Improvement Project, Study Area 3 I. PURPOSE OF MEMO The purpose of this memo is to provide an overview of the proposed plan for the second phase of reconstruction of Excelsior Boulevard from basically Highway 169 to Blake Road. Staff has scheduled discussion of this matter at the February 11 work session. Representatives from Hoisington Koegler Group will be present at the meeting to discuss this segment of the roadway. II. OVERVIEW In early 1995, Hoisington Koegler Group, Inc., with the assistance of RlK Associates and Benshoof & Associates, completed a report entitled "County Road 3 Corridor Study," which examined and evaluated the impacts of upgrading and widening Excelsior Boulevard. Also provided within this report was a recommendation on what was felt to be the most appropriate alignment and roadway design. The report was prepared in conjunction with the input received from the County Road a Task Force. This group was made up of property owners, both commercial and residential, along the entire corridor. The report, along with its recommendations, has since been adopted by the City Council. In early December, Diane Johnson and Jim Parsons met with the east end neighborhood group to discuss their interest in forming a neighborhood association. At this meeting, concerns were expressed about the improvements proposed for Excelsior Boulevanj in the east end area, which is specifically identified as Area 3 in the subject study. Their concerns were regarding alignment for the upgrading of Excelsior Boulevard and the proposed cui de sac on Monroe. As a result of these concerns, staff felt it was appropriate to revisit the study's recommendations for this area, JK01317A Memo to Mayor and City Council January 31, 1997 - Page Two A second meeting has now been scheduled with the east end neighborhood for March 19. This project will again be one of the items of discussion. III. PRIMARY ISSUES TO CONSIDEIR What are the specifics of Studv Area 3? Study Area 3 really consists of two areas: o Area 3W - Fifth Avenue to Jac~:son Street o Area 3E - Jackson Avenue to Blake Road In Area 3W, there are a number of improvements being proposed to help improve SuperValu's access to its north annex property. It needs to be noted that even if SuperValu was to abandon the site at a future date, these improvements would probably still be necessary to facilitate any redevelopment effort. As stated earlier, the one c:oncern the east end neighborhood had with improvements in this area was thEl proposed cui de sac at Monroe Avenue. The feeling is that this will force traffic, including SuperValu trucks, onto Jackson Avenue. The improvements in Area 3E seElm to present the most concern for some of the residents of the east end neighborhood. Within this segment, the additional required right-of-way is proposed to be taken from the south, which would require the removal of the buildin!~s from this side of the roadway. The advantage of this alternative includes the addition of land on the north side for future redevelopment and the abmty to establish a significant landscape buffer between the existing residential neighborhood to the south and Excelsior Boulevard. The residents' dissatisfaction with this alternative is based on the following: o Some of the business, i.e., Dairy Queen and Spur, provide convenient shopping alternatives for the neighborhood o The removal of the subject buildings would eliminate what they feel is a good buffering between the neighborhood and the roadway Hoisington Koegler is now preparing sketch plans for both redevelopment of the north side of the roadway and thEllandscape/buffering strip on the south. This information will be reviewed at the February 11 meeting. JK01317A Memo to Mayor and City Council January 31, 1997 - Page Three Based on discussion with the County, construction for the Area 3 improvements is proposed for 1999; however, the County is now beginning the early stages of preparing design plans. It should be noted they have informed staff that as part of this process, besides looking at the City-recommended alternative, they will also be considering a design that they feel meets their goal of moving traffic safely through this area and also being cost effective. This may not coincide with the City-recommended design. IV. CONCLUSION The subject item is scheduled on the February 11 work session for discussion only. The City Council has already adopted a plan detailing recommendations for the upgrading of Excelsior Boulevard. Unless the Council wishes to revise its recommendation, staff will continue to recommend that the County proceed with designing the project in accordance with the approved plan. V. Parsons noted that the City would like to keep in touch with residents as the re-construction of Excelsior Boulevard moves forward. Parsons introduced Kathy Zanner, who described family education programs offered by the Harley Hopkins Family Center. ProDerty Value MaD: Parsons displayed a color-coded map showing the change in assessed property values in Hopkins and surrounding communities from 1990 to 1995. Results of Resident Survey: Parsons distributed the results of a survey of East End residents including all written comments. Excelsior Boulevard/Co. Rd. 3 Re-construction: Parsons distributed a map of the proposed Excelsior Boulevard alignment, taken from a study done in 1994. It will be a Hennepin County project, and no plans have been drawn since the 1994 study. Residents made numerous comments about the project design. Residents asked what will be in the strip on the south side of Excelsior Boulevard. Parsons said the plan calls for berms, trees and landscaping in that area. Residents said they are not satisfied with the plan to move the street to the south and asked, why not move Excelsior Boulevard to the north? Residents said they do not like the planned cul-de-sac on Monroe, because it will force traffic, including Super Valu truck traffic, on to Jackson Ave. 1 Residents said the businesses along the south side of Excelsior act as a screen between the street and the residences. They saici that removing the buildings will leave the residences more exposed to traffic noise and views, oven with landscaped berms. Residents asked whether traffic speeds will increase on Excelsior as a result of the re- alignment. Residents said that Surge and Super Valu bring semi-trailer truck traffic on to the first block south of Excelsior. Gail Johnson said she was on the committee that studied the Excelsior Boulevard re- construction project 2-3 years ago. She said 'the residents stated at that time that they did not want the street to be re-aligned to the south, but that the 1994 study came out with that recommendation anyway. She said the rElsidents' input did not seem to matter. Residents asked whether and where them would be a new stoplight on Excelsior. They said they are concerned about traffic accidents, and about pedestrians crossing to the bus stop on the north side of Excelsior. Residents asked whether any consideration was given to relocation sites for the businesses on the south side of Excelsior, such as the Spur gas station/convenience store or the Dairy Queen. They said they need the conveni,ence store, especially elderly and those who do not drive. A resident asserted that the City of Hopkir:s does not listen to residentl> about street construction, and cited the winding mall street design formerly on Mainstreet. Dan Eggan said that the alleys along the south side of Excelsior would become a frontage road once the re-construction is done. (The 1994 plan shows the alleys as blocked to continuous east-west travel. The north-slJuth alleys will not "tee" into the east-west alleys, but instead will "ell" into them, according to the plan.) Residents suggested that Harrison Ave. l;hould have_a Right-Turn-Only where it intersects with Excelsior Boulevard. A resident asked whether the City has done a study of the impact of the Excelsior Boulevard project on property values, and whether l;uch a study is typically done on major street projects. Parsons said that the City has not done such a study, and that such studies are not typically done on this kind of project. Residents said that the proposed alley dl~sign would be hard for plow trucks and garbage trucks to drive through due to the 90-degree turn. Residents said the alley design would be a problem at Van Buren Ave. 2 Residents asked whether the city or COl!nty have budgeted for maintenance of Excelsior Boulevard once it is re-built. Parsons said that the primary responsibility for maintenance is Hennepin County's, because Excelsior Boulevard is County Road 3. Lee Peeke asked whether there would be a stop sign on Excelsior at Jackson Ave. She said that if so, all the traffic would divert to Jackson, including Harley Hopkins traffic. She said the traffic on Jackson would be increased because the plan calls for Monroe to be a cul-de- sac instead of going through to Excelsior as it does today. She said there should be a stop sign or light at Harrison and Excelsior, as Harrison carries a lot of Edina traffic. . Residents asked whether the plan includes a noise barrier, and how high the berms will be. Parsons replied that there are no noise barriers in the plan, and that the berms would likely be 2'-5' high, but have not been designed yet. Residents commented that the operators of Surge and Spur are renters, so they would be displaced as business operators by the project. Dan Eggan said that if there is to be no light rail transit in the Twin Cities, then that removes a planned use of the north side of Excelsior Boulevard, and so the street can be re-aligned to the north instead of to the south as shown on the plan. Residents said that they would like a follow-up meeting at Harley Hopkins with the City Council. DOGS Residents asked whether dogs are allowed in the parks. Council member Johnson said dogs are not allowed in City parks, and that that is enforced on a complaint basis. Residents asked whether there are signs posted stating that dogs are banned from parks. Residents asked whether dogs are allowed on Hopkins School District property. They complained about dogs running loose, and about dog poop on the path south of Blake School. They suggested that parks have a dog exercise area. CRIME PREVENTION/LAW ENFORCEMENT Ken Parsley said that there is a neighborhood watch group on Van Buren, Jackson, Harrison and Monroe Avenues. He said the City put signs up but skipped Jackson. He said there is a lack of police support for the group. Residents asked, what is the police department's position on supporting neighborhood watch groups? Residents said that they believe there is at least one drug house in the neighborhood. Residents complained about traffic violations such as speeding. Residents said that a 4-way stop sign is needed at Van Buren and First Street. They said more lights am;! a stop sign are needed on Harrison Ave. They said more enforcement of speed limits is needed. 3 Residents said that the pawn shop on Excelsior is an outlet for thieves to fence stolen goods, They said that having a pawn shop nearby encourages break-ins. They asked whether the, City has a moratorium on pawn shops. Residents said that Spur has had some bl'eak-ins. They asked whether the police give Spur special attention to try to prevent break-ins. Other Issues Residents asked whether the lights from football games at Blake School could be deflected away from the neighborhood. Residents l;aid they like the trees around Blake. Residents said they would like to see a bike trail connecting the neighborhood with existing bike trails and with Maetzold Field, so that kids could go to games more safely. Residents asked whether homeowners neled a permit from the City in order to rent out part or all of a house. Residents said that rentens can cause trouble, including drug use. Residents said that having parking on both sides of the street impedes traffic. They said that the plowing has left washboard streets, and that the traveling lanes have narrowed with snow and ice build-up. - Residents said that Surge often blocks tmffic with their semi-trailers. Residents complained about poor drainaoe in the alley between Van Buren and Harrison at the north end of the alley near the T. ThEt resident at 42 Van Buren said that there is poor drainage on the street at that location. Gail Johnson asked, why does the East End have to bag leaves and Interlachen does not have to? Council member Johnson repliEld that a neighborhood can request that the City pick up leaves on the street once a year, but that then there is no bag pick-up in that neighborhood. Interlachen has requested street pick-up instead of bag pick-up, she said. Gail said that the bulk pick-up service was good! Council member Johnson noted that by changing to a program where residents must bring their bulk items to a site, the City has cut down greatly on non-resident use of the program, thus cutting costs. Residents discussed the idea of having el neighborhood directory. They said they would like to participate in National Neighborhood Night Out. Residents repeated their request for a meeting with the City Council at Harley Hopkins Center. The meeting was adjourned. 4 MEMORANDUM Hoisington Koegler Group Inc. 11111 (gU TO: Hopkins City Council and Staff DATE: February 5,1997 SUBJECT: Excelsior Boulevard Improvements FROM: Mark Koegler The County Road 3 Corridor Study was undertaken by the City of Hopkins to objectively assemble a plan for the future improvement of County Road 3 (now Excelsior Boulevard) in order to ensure that the upgraded roadway would ultimately meet both City and County needs. Assembly of the Study included an extensive public process. Meetings with the general public were held at key times throughout the process and all decisions that were made as part of the effort were under the direction of a steering committee and area. subcommittees that were appointed by the City Council. Committee membership included residents from the adjacent neighborhood areas and business persons likely to be impacted by future roadway improvements. Construction of the phase one improvements from Shady Oak Road to 8th A venue will begin this spring. The improvements that will be completed closely follow the plan identified in the Corridor Study. The roadway section, median locations and right-of-way width are consistent with the plan. With the first section underway, Hennepin County is now initiating planning efforts for the next phase of the overall roadway improvement which is the section that was identified in the Study as Areas 3E and 3W. The boundaries of these areas are 5th Avenue on the west and Blake Road on the east. This area was identified in the plan as the most physically challenging section of Excelsior Boulevard. Major issues that were identified included the need to expand the roadway, potential business losses and neighborhood impacts. The Corridor Study considered eight different alternatives for Area 3. They included: 1. Do nothing 2. Improve the intersections only 3. Construct a new four lane roadway with a center turn lane: A. Centered on the existing alignment B. On an alignment shifted north C. On an alignment shifted south 4. Construct a new four lane roadway with a median and left turn lanes: A. Centered on the existing alignment B. On an alignment shifted north C. The process used to rank and ultimately eliminate those options involved the committee's identification of significant analysis criteria and the weighting associated with those criteria. Items considered included land use, access, trail access, safety, business loss, residential loss, future development potential, tax base, continuity/aesthetics, future maintenance costs, and public transit adaptability. With the field of options narrowed to the three alignments associated with the four lane roadway with a median, the committee again conducted a more detailed review of the remaining alternatives utilizing essentially the same criteria that were: used for the first review process. The result of the analysis and ranking was that the south shift alignment emerged as the preferred alternative for the improvement of Excelsior Boulevard in this area. Part of the rationale behind the selection of the south shift alternative was that it created a larger future redevelopment site on the north side of the road. Concerns were raised that following either the north shift or centered alignment would result in a narrow strip of land along the south side of the road which might be conducive to uses such as fast food restaurants. Committee members also voiced concern in [995 about creating commercial retail areas along Excelsior BOulevard that directly competed with downtown Hopkins. The desire was to facilitate new development that would not compete with downtown but would be supportive. Uses that were mentioned as appropriate included offices, office/showrooms and convenience retail such as dry cleaners and video rental stores. It was generally felt that the expanded amount of land created as part of the south shift alternative created a better long term redevelopment site. As a result of recent meetings with residents in portions of Areas 3E and 3W, the City has decided to review the decisions that were made in 1995. The process for conducting that review is to briefly re-examine the three roadway alignments, explore development and redevelopment opportunities associated with the south shift alternative and examine plans for establishing a buffer between the roadway and the neighborhood along the south, side of Excelsior Boulevard. The area that is the focus of this analysis is Excelsior Boulevard from the railroad tracks on the west to Tyler Avenue on the east. One of the key concerns that was considered in 1995 was the amount of business loss resulting from the improvement of the roadway. Business loss is significant for a number of reasons including the economic impact of such an action and due to thf: feeling by a number of residents that business uses actually serve as a physical buffer between them and the roadway.
