OVerview. The City undertook its current pavement management program in the summer of 1994. At that time a comprehensive street condition survey was conducted in order to assign pavement condition rankings to the city's roadway system. PCI's (Pavement Condition Index) were established as an integral part of the computerized management program to facilitate budgeting and roadway maintenance policies. After the initial 3-year cycle, updated PCI's now need to be applied to the data base. primarv Issues to consider. o Why is an update necessary? At the time of pavement management's inauguration, the consultant and staff advised Council that future surveys would be necessary to provide the most accurate budget analyses and maintenance strategies. The proposed survey covers all City streets except those seal coated in 1996. In the future 3-year cycles staff is advised that surveys will be of much reduced scope and cost. o What are costs and source of funding? The attached Braun Intertec proposal calls for an expenditure of $14,000.00 to survey roughly 45 miles of streets. This program excludes the Interlachen Park neighborhood that experienced seal coat applications in 1996. staff proposes that funding should come from the budgeted $40,000.00 seal coat program. That budget is felt to be in excess of what the City needs to do in seal coating in 1997. A recommended seal coat district that encompasses Hobby Acres and campbell streets is being planned. A projected cost for that program is roughly $15,000.00. o Staff recommendation Staff recommends authorizing funds for a comprehensive street condition survey from the 1997 seal coat budget. As you may recall, Braun Intertec performed a network level PCI survey on the entire Hopkins pavement network in 1994. Braun Intertec strongly recommends a 1997 network level resurvey to protect the City's significant investment of time and resources already devoted to the system. A resurvey of the network will enable the City to maintain the integrity of the pavement management system data and to ensure the accuracy of budget analysis projections. Attached to this letter is a scope of services and related cost proposal. The Pavement Condition Index (pCl) data collection will cover approximately 45 of the total 48 centerline miles of the Hopkins pavement network. The surface condition survey proposed in this task is a walking survey in which 100 percent of the street surface will be covered. The collected data will be used to calculate a PCI for each segment (street block) that is surveyed. The PCI will be correlated to existing pavement age data to determine multiple pavement performance curves for the City of Hopkins. The cost estimates of this proposal are based on the survey requirements and the initial overall network mileage estimates given by the City of Hopkins. At a minimum, the following pavement distress types will be collected as part of the PCI Pavement Condition Survey: Bituminous Pavement Distress Types t> Alligator Cracking t> Polished Aggregate t> Block Cracking t> Potholes t> Cold Joint t> Ravelling t> Corrugation t> Reflective Cracking t> Depression t> Rutting t> Edge Cracking t> Shoving t> Flushing t> Skin Patching t> Heaving t> Slippage Cracking t> Longitudinal Cracking t> Temporary Patching t> Permanent Patching t> Transverse Cracking The streets to be included in this survey are: Residential Streets: 38.22 Less Interlachen Neighborhood (seal coated in 1996): (3.00 ) State Aid Streets: 9.55 *Total Centerline Mileage: 44.77* * This estimate does not include the 13 miles of the Hopkins Alley network. As part of this task Braun Intertec will enter the collected data into the ICON pavement management system and deliver this data to the City of Hopkins. Client Copy Proposed Scope of Services. After reviewing this document, please sign both copies. Keep one copy and return the other to Braun Intertec. Receipt of this letter will serve as our authorization to proceed. Invoices shall be submitted on a monthly basis with payment due within 30 days of invoice date as noted on the attached General Conditions.
