Proposed Action.
Staff recommends adoption of the following motion: "Award the bid for a Tow Behind Stumo Cutter to
Vermeer Sales and Service for a Vermeer Model 502 Stump Cutter at a net cost of $14.285.00."

Staff recommendation for the Vermeer Model 502 is based on compliance with the specifications, past
experience, and overall best interest of the city,
Analvsis of Issues.
o Is the price bid for the Vermeer Tow Behind Stump Cutter fair and reasonable?
Because of the small market for this type of specialized equipment we received only one bid,
City staff reviewed previous bids to other cities for this piece of equipment and found the price
to be acceptable,
o Is the bid within the budgeted amount?
The city budgeted $12,000.00 in the 1996 Equipment Replacement Plan for a replacement
chipper similar to our existing model. After reviewing models of similar size, staff decided to
move up to a larger size model that demonstrated it could remove a stump in half the time
therefore saving man-hours.
o Why did only one vendor bid?
City staff solicited bids from three vendors, Part of the bid was for each vendor to demonstrate
to city crews the machine they were bidding. Only one vendor met this requirement. The other
two vendors do not stock these units and only sell them as a product line, Because of this
stipulation of demonstrating their bid unit, and a requirement of the bid that they stock an
ample supply of repair parts and employ qualified technicians to repair the bid unit in the seven
county metro area, these vendors chose not to bid,
