. Consider Public Notice of Proposed Municipal State Aid
Street Designation Revision
Prooosed Action,
Staff recommends adoption of the following motion: Move that Council authorize
City staff to oroceed with public notices and informational meeting on proposed
MSA street designation change which would remove designation from 1 st Street
North from 5th to 8th Avenue and 12th Avenue to Shadv Oak Road and add MSA
designation to Minnetoka Mills Rd and 2nd Street NE from 5th Avenue North to
Tyler Avenue,
Overview,
Staff received MnDOT administrative approval for MSA designation revisions as
described above, It would be prudent to provide public notice and an opportunity
for public input prior to City Council consideration of a resolution approving these
changes, Staff proposes to place an official notice in the "Sun Sailor" with a
description or map showing the affected streets, general information on MSA
designation and public meeting information, Individual mailings would be made to
abutting property owners only,

Analvsis of Issues
. Impact to City if street designation isn't added to Minnetonka Mills Rd and 2nd
Street NE
The City receives a yearly State Aid funding apportionment is partially based on the
number of miles of designated streets, The City's maximum State Aid street
mileage is 9,55 miles, The total mileage of all current Hopkins MSA-designated
streets is 9.41 miles, Our current total annual apportionment is $423,396, The
construction needs portion is $175,487, or $353/ft of designated street. If the City
removes MSA designation from the 12+ blocks of 1 st Street North, but doesn't add
designation to replace this lost mileage, our annual apportionment will decrease by
approximately $12,800,
. Potential future impact to Minnetonka Mills Rd and 2nd Street NE
City Council is aware that State Aid designated streets must be open to truck traffic,
are reconstructed to a higher load carrying capacity and must meet certain design
criteria such as minimum street widths before on-street parking is permitted.
Minnetonka Mills Road and 2nd Street NE are already designated truck routes,
Currently, parking is not allowed on either side of most of2nd Street NE and the
short segment where parking is allowed is well above the minimum MSA street
width, Minnetonka Mills Road from 5th Avenue to Campbell Drive is 35 feet wide,
It is 32 feet wide from Campbell to Washington Avenue N, Parking can continue on
both sides of Minnetonka Mills Road, However, we'll be required to abide by
MSA standards when the road is eventually improved with MSA funds, The
required street width for parking on both sides is 38 feet, the width for parking on
one side is 32 feet.
There is also the potential of a smaller future assessment to single family residential
property abutting these proposed new MSA streets, Current street improvement
assessment policy calls for a 50% assessment rate for single family residential
property abutting major streets vs. a 70% rate for other local streets,
