Heuneoin County Proiect #9224, Overview, On September 5, 1995 the City Council reviewed and approved by resolution preliminary reconstruction plans (layout No, 3) for Excelsior Boulevard from Shady Oak Road to 11th Avenue South, Since that time, design work has slowly proceeded to completion, City approval of final plans is required before the Hennepin County Board can approve the project for bidding, The City ofMinnetonka approved the final plans on February 24th, The basic project design has not changed from the preliminary plans - the plan closely follows the recommendations of the Corridor Study, City Staff and Hennepin County representatives will be present at the Council Meeting to summarize the project and answer questions, Primarv Issues to Consider, . Project revisions/additions since preliminary approval Several design revisions were made since preliminary approval, These include: . Cul-de-sacs were added at the ends of 18th and 19th Avenues . A 7' screen fence was added between 17th and 20th Avenues . Revised striping plan on 11 th Avenue to allow improved access to Justus Lumber and Holiday station . Hopkins Public Works site modifications to accommodate roadway widening . Revisions to the Fire Station concrete apron to improve the transition onto 11 th Avenue South . Driveway at 135 19th Avenue South is being relocated from Excelsior Boulevard to the cul-de-sac . Right-of-way/easement acquisition Staffhas kept in touch with the County Real Estate Division personnel who are working with Hopkins residents, The County has made initial offers of compensation for additional right-of-way, easements and other property impacts, Some cases have been settled, others are still being negotiated, Staff is confident that compensation to the remaining properties will be resolved to the property owners' satisfaction, . Project Costs The engineer's final opinion of cost is being developed and will be included in a Construction Cooperative Agreement. If additional funds are necessary, they will come from TIF District 2-1. . Project Schedule Approve Final Plans: City approve constr cooperative agreement: Hennepin County Board approval: Advertise for Bids: Bid Opening: Contract Award (assumes accelerated schedule): Construction Start: Winter exclusion period: Complete construction: March 4, 1997 April 15, 1997 May 13,1997 May 16, 1997 June 10, 1997 mid-August, 1997 late-August, 1997 December, 1997 - April, 1998 October, 1998 Construction in 1997 will be phased such that Excelsior Boulevard travel lanes are not shut down during the Winter exclusion period. Most likely this means 1997 construction will include Shady Oak Rd storm sewer, 18th/19th Ave cul-de-sac construction and 2nd Street South utility work and street reconstruction, The County will know with more certainty by the end of May what construction will occur in September - November, 1997. Council Report 97-35 Page 4 The City of Hopkins landscaping improvements contract is projected to be awarded in March, 1998, Work would begin in 1998 and finish in 1999, Street lighting improvements will also be a separate contract. Staff is currently coordinating with NSP to determine the best timing for the underground electrical work and lighting installation, . Public Information Process A general update to City of Hopkins residents and businesses is needed, However, Hennepin County construction managers need more time to review the final construction quantity estimates to determine how much construction can reasonably be expected in 1997, The County should be able to provide this information by the end of April, 1997, At that time, we'd have reliable information to put a feature article in the Hopkins Sun Sailor. The article could describe project elements, overall project schedule, anticipated 1997 and 1998 construction work, anticipated traffic disruptions, City and County contacts, etc. We've begun work on developing a public information process to use during construction. Eileen Harvala, Hopkins Community Relations Coordinator has proposed a communications plan to help ensure timely information and open communication. PROJECTINFO~TION HENNEPIN COUNTY PROJECT 9224 EXCELSIOR BOULEVARD ( CSAH 3) SHAJ)Y OAK ROAD TO ELEVENTH AVENUE Hcnntlpin County, working together with the Cities of Minetonka and Hopkins, is developing plans to improve Excelsior Boulevard (County State Aid Highway 3) from west of Shady Oak Road in Minetonka to East of 11thAvenue in Hopkins. The project would also include work on Shady Oak Road and Eleventh A venue to provide for transition at the intersections, Improvements to Excelsior Boulevard have been discussed in the past, and are being proposed at this time in response to a number offaetors. These include the continuing deteriation of the roadway, the need to improve safety in the corridor by providing medians and improved turn lanes at the major intersections and access points, and the correction of drainage problems through the corridor but particularly in the Shady Oak intersection. The proposed project provides the opportunity to incorporate the streetscape/landscape concepts that have been developed by a task force that has been looking at the entire CSAH 3 corridor /i'om Shady Oak to east of Blake Road. Included in the preliminary plans for the improvements are: Roadway: - Four lane, median divided road with turn lanes at the major intersections and median openings and left turn lanes at major access points for business. - Common center left turn lane from 20th to 18th Avenues. Intersections: _ Provisions for two through traffic lanes in each direction pl\IS left and right turn lancs with free right turn movements at both Shady Oak Road and Eleventh Avenue, _ Left and right turn lanes provided on CSAH 3 at both 17th Avenue and the Public Works/Pavilion entrance. _ Double left tUl'l1lane provided for west bound CSAH 3 at Eleventh A venue. Traffie Signals: _ Improved traffic signal systems at Shady Oak, 17th Ave. and Eleventh Ave, PedcstrianlBicycle Facilities: _ Concrete sidewalk provided along the north right of way line for the entire length of the project, _ Bituminous pedestrian! bicycle trail provided along the south right of way li lie with connections to the regional trail to the south, _ Connections to existing trails/sidewalk along Shady Oak, 17th, and 11 tho Storm Drainage: _ Improved storm sewer throughout the project. _ New major storm sewer line provided to the south on Shady Oak to provide for ..",...".......' improved drainage in the Shady Oak intersection and incorporate stann water improvements for the adjacent neighborhoods. Utility Improvements: _ Replacement and/or improvement of public utilities (sewer and watcr) impacted by the construction. _ Relocation or reconstruction of private utilities ( gas, electric, telephone, cahle TV, and other communication facilities) impacted by the construction. Amenities: _ Provisions for streetscaping and landscaping items to be placed under othcr contracts which would include trees and shrubs, special types of concrete, street Iightii1g, special signing and other items identified by the corridor task force. The project is being designed in metric units in response to industry movement toward full use of the metric system on all highway projects and the conversion of the MNDOT standards uscd by the county and the cities that is associated with this movement. This will not result in any noticeable difference in the appearance of the roadway nor will there be any metric units used in signing the roadway. The speed limit will remain in miles per hour. SCHEDULE The planning and design phases of the project are expected to be complete late in 1995, with construction to begin in the spring of 1996. The construction will be staged to allow for the maintenance of a minimum of one lane of traffic in each direction at all times through the project. Access will also be maintained to all propertieslbusincsses. It is anticipated that the reconstructed roadway should be open to traffic after one construction season, However the extent of utility work necessary and the time necessary for this work will influence whether it will be possible to meet this goal. It is very likely that the linal bituminous surface will not be placed until the 1997 construction season and that the finaJlandscape items will also be complete in 1997. COST The project is estimaled to cost $3.5million which will be split between the County and the cities in accordance with established policies, The primary source of funding will be County and Municipal State Aid ( gas tax), The Cities do not intend to assess any of the costs of the projcct to the adjacent properties, PROCESS Following informational meetings in the two cities, the layout showing the main features of the proposed construction will be presented to the respective City Councils for their approval. Once this approval is secured, the final design and preparation of construction plans will begin. At \he . . same lime the acquisition ofthe additional right-of-way will begin. Representatives of the County will be in contact with each property owner to review the process, identify the area elTected and begin to establish the value of the property. The design process will incorporate any special considerations on individual properties that are determined during the right-of-way acquisition process. Once the construction plans have been completed, the must be reviewed and approved by each City before bids can be taken and construction begun, Once construction begins, it is typical for the County and their contractor to hold period project meetings that are open to the residents and businesses and are used to update aIL parties on the status oCthe construction and provide an opportunity to resolve issues in a timely manner. Final Plans The final plans have been redesigned to incorporate a longer acceleration/merge lane for traffic heading westbound on County Road 3, west of Shady Oak Road. The plans have also been modified to incorporate the parking lot improvements presently being proposed by the Cross of Glory Baptist Church. As part of these parking lot improvements, staff is proposing a land swap with the church, A land swap would involve the City vacating a small strip of Pioneer Road so the church would not need a variance for its parking lot improvements in exchange for right-of-way the County and City need for the new Pioneer Road ouJ-de-sac. The benefit for the City in a land swap would be in nat having to pay one-half the cost for purchasing the right-of-way needed for the new Pioneer Road cul-de-sac, This proposed land swap is scheduled to come before Council for approval some time in April. There are some minor items that are still being worked out by the County that are not presently incorporated into the tinal plans, These items include modifications to the steps at Pump and Meter, and commsrcial sign relocations. These items will be changed in the plans prior to the County going out for bids. Staff believes the County is handling these items quite well and sees no reason for these items to delay the final plan approval. These items will be resolved to the property owners' satisfaction as part of the easement acquisition process. Redevelopment of Subway/Aamco Transmission Corner Various redevelopment concepts were explored in reviewing how best to redevelop this Corner in conjunction with the traffic improvements that ere being proposed, Staff determined that the best redevelopment option is to purchase the Aamco Transmission building and use that parcel for the Subway parking. This option would also allow green space to be added in the current Subway parking area and eliminate several confusing access points. Please refer to Attachment A. This redevelopment concept has conceptually been approved by both the owner of the Subway building and the Subway business owner. Mrs. Tweed, the Aamco Transmission property owner, does not, however, Wish to sell her property at this time. As such. any redevelopment of this comer would likely include a condemn8tion process for purchasing the Aamco property. As Council may recall, the Aamco Transmission propertY also includes a small piece of property that is owned by Mrs. Johnson who lives directly north of the Aamco Transmission property in Hopkins. A redevelopment contract has been drafted by the City's legal counsel and is presently being reviewed by the owner of the SUbway building. The agreement was not included with this report due to the length of it.
